1. CALL TO ORDER
Chairwoman Astri Baillie opened the meeting promptly at 7:30 PM
2. ANNOUNCEMENT OF NOTICE (STATEMENT OF COMPLIANCE)
Let the minutes reflect that adequate notice of this meeting has been provided in the
following manner: At the Reorganization Meeting of the Board held on January 14, 2025, the
Board by Resolution adopted a schedule of meetings. On January 15, 2025, a copy of the
schedule of meetings was posted at the bulletin board at the main entrance of the Hartley
Dodge Memorial Building, was sent to the Madison Eagle and filed with the Borough Clerk,
all in accordance with the Open Public Meetings Act.
Beginning in April 2020, in response to public safety considerations and legal
noticed dates remotely using the Zoom platform, and subsequently separate notices have
been published each month advising of this change and indicating that the procedures and
requirements for monitoring such meetings and for making public comment, along with an
explanation of the audio muting function of the electronic communications platform being
utilized, is provided with detailed information on “How to Use Zoom and Participate” found
on the Rosenet Webpage Communications / Virtual Meetings at
HTTP://www.rosenet.org/1273/Virtual-Meetings.

Proposal: Premilary and Final Site Plan Approval
Presentation by: Larry Calli, Esq. (Calli Law – Applicant’s Attorney) - J. Rawding (Project
Architect) – Richard Schommer Jr. (Engineer/Planner)
The applicant presented a proposal to construct a single-story golf instruction building
accompanied by an adjacent practice area. The site plan included improvements for
accessibility and visual buffering and detailed a 'net-zero' increase in impervious coverage
by balancing changes with porous turf and landscaping. Architectural renderings were
shared, and sight-line analyses were reviewed to confirm minimal impact to neighboring
properties.
Board Comments and Questions:
- Mr. Morris asked for details on stormwater management and emphasized the need for
ongoing maintenance.
- Ms. Coyle asked about hours of operation and how late evening use would be handled.
- Mr. Flemming requested more specifics on lighting and noise controls.
- Mr. Harrington confirmed the engineering plans met standards for drainage and grading.
- Parking during construction was discussed.
Public Comment:
- Stephen McCann of 184 Green Avenue raised concern about whether notice had been
distributed to all nearby residents and emphasized the importance of transparency in
public hearings.
- The applicant’s attorney, Mr. Calli, confirmed notice was provided in compliance with
borough and state requirements.
-Mr. McCann stated parking during would not be a concern, the materials used should be of
superior quality and was glad to see that the project was being done. He also suggested the
maintenance shed aesthetics should be updated.
The board began deliberations.
MOTION TO APPROVE: Mr. Range | SECOND: Mayor Conley
VOTE: YES – Baillie, Flemming, Morris, Vitale, Limbach, Coyle, Conley, and Range
The application was approved with conditions that will be outlined in the resolution.
11. Referral from Mayor and Council to Planning Board Resolution R 156-2025
On referral from the Governing Body: Resolution R156-2025 “Resolution of the Borough of
Madison Authorizing and Directing the Planning Board to Conduct a Preliminary
Investigation to Determine if Certain Real Property Identified as Block 3303, Lot 1, as
shown on the Official Tax Map of the Borough of Madison Constitutes a Non-Condemnation
Area in Need of Redevelopment, Pursuant to the Local Redevelopment and Housing Law,
N.J.S.A. 40A:12A-1 to -89
A motion to approve was made by Mrs. Vitale and seconded by Mr. Morris A voice vote of
“Aye” was heard of all members and recorded.
