Minutes of Shade Tree Management Board Borough of Madison Madison, New Jersey 07940 Minutes June 16, 2016 Meeting The Shade Tree Management Board held its regular monthly meeting on June 16, 2016 at 8:00 am in the Committee Room of Hartley Dodge Memorial, 50 Kings Road, Madison, NJ. Call to Order Gene Cracovia called the meeting to order Present: Gene Cracovia, Lauren Hagerstrom, Penny Garman, Vince Licardi, Alice Wade, Nancy Bruce, Stephen Miller, Alan Andreas, Mike Kopas, Paul Allocca. Guest Visitor from Morristown Shade Tree Commission, Kristen Ace. Absent: David Maines Minutes April and May minutes were approved as submitted. The Board addressed the following items of business: Public Comments: There were no public comments Borough Tree Status 24 trees taken down, at least 100 trees pruned. Pruning continues. Tree damages from Crescent Road construction discussed. 2 Zelkovas on Kings Road have not leafed out. There are concerns about Prospect St. wire pruning. Committee will look and comment to M. Piano. TCC STMB provided comments on 2 pending cases – Drew University Dining Hall and Fairleigh Dickenson University Field house. Budget Budget - 117,650 • Expended - $2.232.50 - Honor Tree Service • Expended - $16,660.00 - Barton Nursery • Total Expended - $24,070.7 • Encumbered - $52,767.50 Unexpended - $93,579.22 A request was made by Nancy to use professional services budgeted money to inventory a portion of Summerhill Park trees. All agreed. Parks Advisory Committee Trees removed at 134 Greenwood and 76 Greenwood. 4 Trees identified in Delbarton Park for pruning/removal. Concerned expressed about Parks Committee budget for pruning. It was agreed that Parks will utilize their budget first, then turn to STMB to cover expenses. Progress continues on shelter for skating rink. Open Spaces is now asking for ADA approved bathroom and winter heat provisions. Dog Park project has been cancelled because area is in protected wet lands. It was agreed that extra trees from the street plantings will be offered to Parks Committee for use in the parks. FMST FMST still discussing ideas for arboretum at Summerhill Park. High School Day of Service volunteers planted 10 trees from nursery into Summerhill Park. There was discussion at Heritage Home meeting about whether Madison is ready to discuss a private tree ordinance again. Old Business STMB is finding that tree protection is working when a relationship exists with the developer. Otherwise, process is still slow. Mike and Gene working on options for street trees at Kings Road construction site. STMB to make recommendation to Friends of Madison Train Station about care of Beech tree. Meeting about Waverly Place trees with Mike, Gene and Bob Vogel – decided to lift pavers, shave roots and replace pavers. Needs to be re-addressed in 2017. STMB members to look at Dellwood Pkwy site concerning request for removal of town trees. New Business Windshield surveys due July 1. Discussion was held on Eastern White Pine Dieback as seen on Drew University campus and Madison golf course. Drew decided to fertilize trees this year, but not treat infestation. Discussion was held on raising the awareness of the problems with tree mulch volcanos. Board adjourned 9:30am. Minutes submitted by Lauren Hagerstrom
