Shade Tree Management Board Madison, NJ 07940 Minutes of July 18, 2019 The Shade Tree Management Board held its regularly scheduled meeting at 8:00am on Thursday, July 18, 2019 in the Committee Room of the Hartley Dodge Memorial, 50 Kings Road, Madison, NJ. Call to Order by Chairman Gene Cracovia. Reading of the Sunshine Law. Members present: Alan Andreas, Gene Cracovia, Judy Honohan, Vince Licari, Stephen Miller, Brian Monaghan, Tom Salaki, Alice Wade Members absent: Nancy Bruce Liaisons present: Ken O’Brien (DPW), Absent: Maureen Byrne (Council), Joan Maccari (MEC), Paul Allocco (Parks Advisory) Borough Staff present: Frank Russo and Lisa Ellis. Minutes: June minutes approved as submitted. Public contacts/correspondence: No major concerns. Street tree at 17 Greenhill should be evaluated. Council Liaison: No report Borough Tree Status: Spring planting: all complete with exception of the 14 yellowwood trees not delivered. If still not available in the fall, white oaks will be planted in the identified sites. Main Street will get about 25 additional replacement trees in 2020. Some plantings were delayed when the specified site had to have a tree removed. A 2020 new tree request form will be included as an August electric bill insert. Contacts/removals/pruning: New tree pruning (2-3 year plantings) has fallen behind. To date 131 requests have all been addressed. Downtown Main St. pears should be shaped and pruned by Honor Tree in 2019. Financial Report: 2019 Budget $130,000 Expenditures- June Levitt’s LLC (Gator bag) $486 Core Training (Judy) $50 Honor Tree $1,470 Total expended YTD $13,200 Encumbered $92,931 Unexpended $117,300 Remaining Balance $24,369 TCC (Technical Coordinating Committee): Nothing new. Parks Advisory Committee: Parks will maintain a location list for tree plantings and occasionally submit requests for planting funds to Open Space and STMB. If STMB has surplus funds this fall, Parks may submit a fall planting fund request. The committee continues to seek a solution with the Boy Scouts for a replacement for the camping site lost with the establishment of the dog park. Cardinal Landscaping will donate the labor for new Ilex plantings (replacing boxwoods) around the Cole Park fountain. The state of the Parks report will be part of the August council meeting. Parks is exploring the possible milling of lumber from the ash and black locust trees removed from Summerhill Park. The Dog Park should be operational by the end of 2019. Friends of Madison Shade Trees (FMST): Donated funds in support of the new landscaping at Madison Train Station where the historic beech tree was removed. Old/New Business: MRC: Meadow restoration continues with Open Space funds. A recent site walk helped determine recommendations for additional removals of invasive species. Waverly Place Trees: Species will be locust at sides, elms in the center. A two- foot widening of the west (Bottle Hill Tavern side) sidewalk is being explored. Meetings will continue with DDC. Tree pit details need finalizing. Rosedale is on the sidewalk repair list. Committee Structure Review questions were discussed. Concerns were member recruitment and the Board vs Commission designation. Action Items: Gene: Check on status of Train Station beech lumber. Steve: Looking into inclusion of new tree pruning info on Arbor Pro. Tom: Will develop with DDC the Waverly tree pit details. Vince: Will prepare work order for Main St. pear tree pruning.
