Shade Tree Management Board Madison, NJ 07940 Minutes of October 17, 2019 The Shade Tree Management Board held its regularly scheduled meeting at 8:00AM on Thursday, October 17, 2019 in the Trustee Room of the Hartley Dodge Memorial, 50 Kings Road, Madison, NJ. Call to Order by Chairman Gene Cracovia. Reading of the Sunshine Law. Members present: Gene Cracovia, Judy Honohan, Brian Monaghan, Stephen Miller, Alice Wade, Nancy Bruce Members absent: Vince Licari, Alan Andreas, Tom Salaki Liaisons present: Ken O’Brien (DPW), Joan Maccari (MEC), Paul Allocco (Parks Advisory) Liaisons Absent: Maureen Byrne (Council) Borough Staff present: Frank Russo Guest: Craig Erezuma of 28 Albright Minutes: September minutes approved as corrected. Public contacts/correspondence: DPW has 53 open contacts – need to meet with Vince to bring closure on many of them. A borough tree at 63 Hillside does not show on ArborPro. Craig Erezuma of 28 Albright requested removal and replacement of a recently planted borough tree which is leaning badly. Residents across from the Forge at Luke Miller House have called with concerns about lack of progress on the clean-up of the site. A tree at the corner of Samson and Kings Rd. needs assessment. Council Liaison: No report Tree Protection Ordinance: Any additional board comments should be summarized and forwarded to Gene. Next step is a meeting of Gene, Mayor Conley, Ray Codey, Frank Russo and the borough attorney. The meeting will deal with legal concerns, implementation, and enforcement, all of which must be clearly addressed within the ordinance. Borough Tree Status: Fall planting: There is one last tree to be planted. Gene and Ken will choose a location. 2020 Tree requests: SE quadrant team has integrated the 2020 requests with their fall survey results. TCC (Technical Coordinating Committee): No updates. Financial Report: Requests for proposals to replace Tree King will be going out. 2020 budget should be essentially the same as 2019. 2019 Budget $130,500 Expenditures- Honor Tree $3,375 Chatham Printing and $522.93 Design (electric bill insert) Total expended YTD $47,966 Encumbered $58,687.93 Unexpended $82,534 Remaining Balance $23,846.07 Parks Advisory Committee: State of the Parks presentation was postponed. Dog Park mark-outs have begun. The booth at Bottle Hill Day had a public needs/requests board and park location maps. Maps in park kiosks need to be updated. Friends of Madison Shade Trees (FMST): MRC meadow clearing is nearly complete. FMST will cover the cost of moving the nursery trees to the meadow site. In addition, they will purchase five tupelos for the restoration. Old/New Business: Waverly Place Trees: No report Bottle Hill Day: Successful presentation on Madison parks Tree Symposium at Frelinghuysen Arboretum on 11/9/19 is worth 4 CEUs Environmental Commission: Green Drinks coordinated by Joan Maccari of MEC. An informal gathering for refreshment and discussion by anyone promoting “Going Green.” Current plan is first Wednesday of each month to gather in Shanghai Jazz basement room at 7:00. Council passed a single use plastic bag ordinance to go into effect March 2020. Six electric car-charging stations were also approved. Action Items: Gene - Review DPW records regarding the 53 open resident contacts. Paul - Contact Tom Salaki regarding possible Boy Scout work at Forge site and also what paint will meet historic district requirements. Ken - Check on tree removal by Honor at Forge Building. Look into inspection of tree at corner of Samson and Kings Rd. Contact Open Space regarding updating Park kiosks. Vince - Inspect leaning tree at 28 Albright. Alice - Survey Main St. trees alone if Vince is unavailable. Ken and Gene - Explore the most efficient way to keep STMB informed of public contacts and their status. Submitted by Judy Honohan
