Shade Tree Management Board Madison, NJ 07940 Minutes of November 17, 2022 The Shade Tree Management Board held its regular meeting at 8:00AM on Thursday, November 17, 2022. It was a hybrid meeting in the Borough’s Committee Room and a Zoom link. Call to Order by Chairman Gene Cracovia. Statement in compliance with the Open Public Meetings Act In compliance with the Open Public Meetings Act, adequate notice of this meeting of the Shade Tree Management Board was provided by transmitting a copy of the meeting notice to the Madison Eagle, Morris County Daily Record, posting a copy on the bulletin board at the main entrance of the Borough Hall, and filing a copy in the Office of the Clerk, all on January 11, 2022. Copies of said notice were made available to the general public. Public Contacts/ Correspondence Rich reported that calls and requests or tree permits have dropped most likely to the approaching winter. The Tree Permit numbers for October and November (as of 11/14) are: Permits inspected - 21, Trees to be removed – 67 (29 dead Drew trees) and Recommended trees to be planted – 54. The Service Requests numbers are: Service Requests – 13, number of trees – 29, Remove – 9, Prune – 19 and No-work-2. Fall Main Street Plantings: All 22 trees delivered by Plant Detectives were installed. Lloyd Tree Plantings: Judy has marked out sites for the 12 trees. They are mostly on Kensington Road, Green Village Road, and Ferndale. Zoning Board: 64-66 Park Ave, Angelica Townhouses Phase III 80-90 trees removed. “Old” tree ordinance applies. 1 to 1 algorithm for this site. Tom Salaki and Rich Wolowicz to meet with Russell Stern, from the Zoning Board to determine number, species, location, etc. 1 MRC Parking: Limited parking causing a safety issue. Tom stated it is more of a scheduling problem. Schedule could be changed with half hour spacing between events. It was noted that the fields at Bayley Ellard and Memorial Park are often empty and could be used. Brian mentioned looking into an agreement with adjacent corporations. JCP&L / NJT Tree Pruning: Meeting with JCP&L hasn’t taken place. Landmark Trees: Two trees approved • 14 Noe Ave (copper Beech) • 20A Belmont (Black Walnut) Two trees pending • 49 East Lane • 2 Ardsleigh Potential nominations • 15 Wyndehurst (oak) • 56 Hillside (Japanese red maple). STMB Budget Report Steve Miller sent report: • Expended: $170,010.15 • Encumbered: $15,153.26 • Remaining Balance: $5,036.59 • Unexpended: $20,189.85 MEC • Bridget reported that Doug Tallamy gave a Noon Zoom presentation on November 2. CEU credits were given. The Borough’s YouTube channel has the presentation. • Lighting for the new solar panel installation will be adjusted to limit insect harm. Friends of Madison Shade Trees Additional trees will be ordered for the Memorial Grove at Memorial Park near the ice skating rink. Chris Schorr will order from Plant Detectives and have Back to Nature plant. Sustainable Madison Madison has earned silver certification again. With 835 points, the borough was the state’s second highest scoring municipality and the highest scoring municipality in the medium category. Submitted by George Limbach 2
