The Shade Tree Management Board held its regular meeting at 8:15AM on Thursday, March 16, 2023, in the Borough
Committee Room and via Zoom.
Call to Order by Chairman Gene Cracovia
Statement in compliance with the Open Public Meetings Act
In compliance with the Open Public Meetings Act, adequate notice of this meeting of the Shade Tree
Management Board was provided by transmitting a copy of the meeting notice to the Madison Eagle,
Morris County Daily Record, posting a copy on the bulletin board at the main entrance of the Borough Hall, and filing a
copy in the Office of the Clerk, all on January 11, 2022. Copies of said notice were made available to the general public.

Minutes Approval:
Motion to approve and accepted.
Public Contacts/Correspondence:
• Honor Tree have removed trees at Parkside and the neighbor is
keeping the wood on private property.
• March Private trees
o 5 permits inspected.
o 10 trees removed.
o 21 tree planting required.
o 2 recommended replanted.
• 14 Glenwild
o Homeowner requested removal based on a neighbor’s tree
falling.
o Removal was denied.
o Appeal was submitted.
o Appeal denied (7-0)
• 5 Sherwood – post removal
o 5 trees removed.
o 19 replacements
• 71 Green Village
o Lloyd Builders
o Proposed tear down
• 131 Green Village
o Lloyd Builders
o Proposed tear down and subdivision
• Discussion took place educating public and builders regarding trees
as a collective resource.
• 34 Walnut - Richard Romano - next to senior center requesting we
review the trees to be removed along the property line.
o Plan was approved by planning board.
o No changes can be made to this plan now.
Spring/Fall Tree planting
• Tree purchasing was approved through Plant Detectives.
• Letters to be sent out this spring and Judy will coordinate with DPW.
Council Liaison
Engineering:
• Dodge Playground equipment ordered.
• Pickleball Court plans approved.
• Cook Parking Lot project proceeding.
TCC - No update
Arbor Day/Tree City
• April 29, 2023
• We will be doing standard events including school kids and tree give away.
• Events will take place in either front plaza or in train station lot.
• Madison has been awarded another Tree City USA and Growth Awards
Parks Planting
• Rotary Tree Planting Project – meeting scheduled after this meeting.
Drew Forest Update
• Site reviewed for significant trees to be submitted to the state. Tour led by Sarah Webb.
• It was noted that the forest, as a whole is significant, not only its individual trees.

• Expended: $3,425.38
• Encumbered: $127.550.62
• Remaining Balance: $59,205.88
• Unexpended: $186,755.62

Tree planting Strategies
• Mixing varieties of planting on streets.
Open Space: No Report
Friends of Madison Shade Trees (FMST):
• Chris Schorr reported that Beth Riley presented garden design for Rose Park. Significant fundraising
efforts to raise money for the rehabilitation.
MEC:
• April – Earth Month
▪ April 3-28 Native Plant Sale – Pick up May 6th at Bridget Home
▪ Electric vehicle exp – Wednesday April 19th 1-5 pm
▪ April 20th 7pm – Green Home Energy Forum – community arts center in rose hall
▪ Saturday April 29th – Madison Green and Clean and Townwide Yard sale, 9am-2pm
▪ Environmental Com will be hosting native seeds and plant sale by Toadshade Wildflower
Farm
▪ Recorded ‘Natures Best Hope’ presentation by Doug Tallamy at the Museum of Early
Trades Education Annex
▪ Presentations on Madison Public Schools Pollinator Habitat – education and weed
pulling.
