Minutes of April 20, 2023
The Shade Tree Management Board held its regular meeting at 8:00AM on Thursday, April 20, 2023. It
was a hybrid meeting in the Borough’s Committee Room and a Zoom link.
Call to Order by Chairman Gene Cracovia.
Statement in compliance with the Open Public Meetings Act
In compliance with the Open Public Meetings Act, adequate notice of this meeting of the Shade Tree
Management Board was provided by transmitting a copy of the meeting notice to the Madison Eagle,
Morris County Daily Record, posting a copy on the bulletin board at the main entrance of the Borough
Hall, and filing a copy in the Office of the Clerk, all on January 11, 2023. Copies of said notice were
made available to the general public.

Arborist Report
Tree Removal Permits
March:
• 9 permits inspected
• 50 trees to be removed (30 replacements for Llyod Construction site which was heavily planted)
• 59 planting obligations
• 7 recommended planting obligations
April (partial month):
• 13 permits inspected
• 28 trees to be removed
• 5 planting obligations
• 20 recommended planting
Service Requests
March:
• 6 requests
• 7 trees
• 2 remove
• 1 prune
• 4 yard questions
April (partial):
• 12 requests
• 45 trees

• Memorial Park: 124 trees marked for removal
• Parkside Park:
o Outer Perimeter 32 trees have been removed
o Inner perimeter: 19 trees have been removed
• MRC in field perimeter: 30 trees noted, 8 need pruning, 22 removals (ash and maples). Along road: 3
large oaks to be removed (significant cavities).
Council Liaison Report
Council adopted Climate Action recommendations.
Pickle ball courts going out to bid with possible start late summer or fall.
STMB Budget Report
Total Budget 2023: $190,200
• Expended: $3,950.38
• Encumbered: $127,025.62
• Remaining Balance: $59,205.00
• Unexpended: $186,230.62
Spring Planting
Judy reported that 79 sites have been identified, plus 10 back up sites.
83 trees ordered. Will plant in May early June.
Green Home Energy Forum, April 20, 7 pm at Madison Community Arts Center
Chris Schorr, FMST, will have a table on why shade trees are important. She will also advertise the
J&M/FMST rebate program.
Arbor Day, Saturday, April 29, 9:00AM
Scheduled one week earlier to coordinate with Madison Green & Clean event.
Will continue to include Madison school children.
Program dedicated to memory of Vince Licari.
Tom to provide 150 tree seedlings for give away.
Rotary Tree Plantings
Madison Rotary, in commemoration of their 100th anniversary is proposing to plant 100 trees in Madison.
This would be a multi-year commitment. Tom and Gene are identifying the candidate sites and tree
species. The initial two sites planned are the library and the Lucy D. Park. More detail plans are being
developed.
MEC
Bridget reported on the Madison Green & Clean plans:
• Native plants sale through Toadshade Wildflower Farm
• Doug Tallamy taped lecture will be shown at METC at 10:00AM
• Information on organic lawn, garden care, climate actions for home and environmental justice
actions.
Friends of Madison Shade Trees
Six Additional trees will be ordered for the Memorial Grove at Memorial Park near the ice-skating pond.
One tree for Summerhill. Chris Schorr will order from Plant Detectives and have Back to Nature plant.
Miscellaneous:
• Girl Scouts planted 100 seedlings
• Next STMB meeting May 18 at 7:00PM
• ArborPro alternative is Tree Plotter. Meeting to get info on May 23, 11:00AM
• Chris Schorr will provide 50 new door hangers for the spring tree plantings
• Bridget mentioned the opening of a green bookstore in town.
