Shade Tree Management Board Madison, NJ 07940 Minutes of October 19, 2023 The Shade Tree Management Board held its regular meeting at 8:15 AM on Thursday, October 19, 2023. It was a hybrid meeting in the Borough’s Committee Room and a Zoom link. Call to Order by Chairman Gene Cracovia. Statement in compliance with the Open Public Meetings Act In compliance with the Open Public Meetings Act, adequate notice of this meeting of the Shade Tree Management Board was provided by transmitting a copy of the meeting notice to the Madison Eagle, Morris County Daily Record, posting a copy on the bulletin board at the main entrance of the Borough Hall, and filing a copy in the Office of the Clerk, all on January 11, 2023. Private Trees: • Discussion of elm tree that was removed at Rose Hall. • Discussion of issues between neighbors regarding dead ash trees on Spring Garden Dr.; neighbors should try to resolve on their own. If trees are dangerous, contact the Board of Health. • 133 Green Village Road. Will Lloyd re-designing seepage tank to save pin oak in front. • Encroachment by builder next to Summerhill Park. • Delbarton Park off Delbarton and Niles: residents using public land. Problem: ash trees dying on ‘annexed land’. Council Liaison Report, Rachel Ehrlich: • Bob Vogel gave update on all the current and completed engineering projects. • MRC trails and multipurpose court basically complete. • Library renovation starting soon. • Discussion of keeping cars from parking on lawn at MRC. STMB Budget Report Total Budget 2023: $202,200 • Expended: $132,259.69 • Encumbered: $59,252.96 • Remaining Balance: $10,687.35 • Unexpended: $69,940.31 Paid: • $11,262.50 - Honor Tree Service (removals and pruning) • $989.97 - FMST, Rose Garden Park • $4,157.05 - Richview Consulting (Arborist) • $800.00 - NJ Shade Tree Federation Conference Zoning Board/TCC Cases: 64-66 Park Ave. - Rich and Dennis will verify that Zoning Board stipulations, including tree removals are being implemented. MRC • No Parking signs ordered, and police potable sign used to direct overflow parking to High School lots. Need a permanent solution. • Deer fencing needs to be fixed. Slow process due to need for multiple bids. Rotary Tree Planting Project: Goal is to plant 100 trees in the next three years to celebrate 100 th anniversary. First three sites for Phase one of project: Lucy D Anthony, Library, Madison Ave. water tower. Tom has identified sites and tree species. Planting to be done by NJ Tree Foundation. Tree ID walk/ Waverly Christmas Tree • Bridget suggested that Ginger Van Ryzin, educator with Great Swamp Watershed Association, lead a tree ID walk. Possibly one in spring and a second in fall. Kate B. will work with Bridget on this project. • Question arose about cutting evergreen each Christmas. Should STMB be involved. Partner Organizations: MEC: • Bottle Hill Day this Saturday • October 25 and Nov 8, Friends of Drew Forest to attend the Morris County Commissioners board meeting FMST: Discussed injection into Landmark Elm Tree Elm between 14 & 16 Keep St.; George provided Chris with names of homeowners. Open Space: Discussion of committing $125,000 towards purchase of old Masonic Lodge on Main Street. A donor has contributed $1,000,000 towards the purchase. Space may be used as a Senior Center. Parks: Has received 4 proposals for a master plan of parks. It will take approx 6-8 weeks to review. Submitted by George Limbach
