Shade Tree Management Board Madison, NJ 07940 Minutes of February 15, 2024 The Shade Tree Management Board held its regular meeting at 8:15 AM on Thursday, February 15, 2024. It was a hybrid meeting in the Borough’s Trustees Room and a Zoom link. Call to Order by Chairman Gene Cracovia. Statement in compliance with the Open Public Meetings Act In compliance with the Open Public Meetings Act, adequate notice of this meeting of the Shade Tree Management Board was provided by transmitting a copy of the meeting notice to the Madison Eagle, Morris County Daily Record, posting a copy on the bulletin board at the main entrance of the Borough Hall, and filing a copy in the Office of the Clerk, all on January 10, 2024. Copies of said notice were made available to the general public. Salaki) Salaki, T Member Duffy, R x DPW 1 o Minutes Approval Motion to approve January minutes; motion carried. o Public Correspondence / Requests ▪ Borough Trees / Service Requests - Numbers as expected (see Attachment 1 for details). ▪ Spring 2024 Planting/Tree Order o Ferndale is Fall Planting; 21 and 23 Keep Street are Spring Planting. o RFP went out for Feb.1 receipt to Cedar Hill, Plant Detectives and NJ Tree Foundation. Will know by our next meeting. ▪ MRC Deer Fencing- Rega Landscaping won the contract and are in process. ▪ Private Trees / Service Requests Bob (in for Ken): -54 Midwood (at Woodland) Ash tree fell on neighbor’s car and garage. George and Rich assessed. While it’s a private tree and not public, the Health Department thinks it must come down. Owner got a violation notice to take it down and he has filed a permit to do so. -Madison Commons: Notice of Violation sent for the unpermitted removal of 10 street trees on Bedford Court. Owners haven’t responded. Sent notice to owner and the landscaper. Will be escalated if they don’t comply with the directive to plant 50 trees. o Council Liaison Report – none o TCC/Zoning Board Cases - none o TMB Budget Reports - 2023 Budget (Total budget of $202,200) 1. Expended: $199,058.69 2. Encumbered: $1,124.00 3. Remaining Balance: $2,017.31 4. Unexpended: $3,141.81 This Month Paid: $1,896.96 - Richview Consulting (for December) 2024 Budget 1. Expended: $2,400.00 2. Encumbered: $47,600.00 3. Remaining Balance: $3,077.52 4. Unexpended: $50,677.52 2 This Month Paid: $2,400.00 - Honor Tree Service (storm damage remediation) o STMB 2024 Planning Activities: ▪ Arbor Day Celebration - April 27 ▪ Sustainable 2024 - 2 Actions to be updated: Annual Accreditation and Tree Planting program. ▪ Judy in process of completing Annual Report which will include Tree Canopy Tree Survey, Landmark Tree brochure, pear tree replacement program and Rotary 100 tree planting program. ▪ NJ Tree Recovery Campaign - submitted requests for 100 seedlings. Waiting to hear final number and tree species; pickup and distribution in April. o Partner Organizations ▪ MEC, Bridget: -Rutgers rep presented at Borough Council meeting. They did an assessment of sites to benefit from green infrastructure in Madison with a grant they got from the State. Recommending rain gardens at MRC, DPW, Library. -More neighborhood meetings educating about native plants are coming up -Community energy plan to be reviewed, as well as green building ordinance and native plant ordinance -Town Wide Yard Sale May4, 2024 o FMST, Chris: ▪ 12 trees to plant using NJ Tree Foundation and the Board approved the plantings. Finishing understory dogwood trees in grove in Memorial Park, 2 trees in Summerhill, 3 in Waverly Parking lot. ▪ Working on Arbor Day with Nancy B. ▪ For the month of April, Lisa Ellis will put up tree banners and cling films with mature canopy trees on Annex windows as part of FMST education push for school children. ▪ Rose Garden Park planning continues and there is now a survey. Each section of the park will have to be funded by separate grants. ▪ Looking for grants on inventory from Urban and Community Forestry – their Facebook page will announce it. o Parks Advisory, report by Gene. Parks plan should be awarded by the end of February for Central Green, Summerhill, Delbarton, and Livesey. o Open Space - no meeting this month.
