Sustainable Madison Advisory Committee Meeting Minutes May 17, 2022 Acting Chairperson Peter Fried called the meeting to order. STATEMENT IN COMPLIANCE WITH THE OPEN MEETINGS ACT: “In compliance with the Open Public Meetings Act, adequate notice of this meeting of the Sustainable Madison Advisory Committee (SMAC) Meeting was provided by transmitting a copy of the meeting notice to the Madison Eagle and Morris County Daily Record, posting a copy on the bulletin board at the main entrance of the Hartley Dodge Memorial, and filing a copy in the office of the Clerk. This notice was made available to members of the general public.” The following members acknowledged their presence: Peter Fried, Resident/Regular Member Angelique Devost, Resident/Regular Member Sarah Fischer, Board of Education liaison Mary Ellen Hennessy-Jones, Resident/Regular Member Marilyn Musielski, Resident/Regular Member Joan Maccari, Resident/Regular Member Absent: Kathleen Caccavale, Chairperson/Regular Member Lisa Jordan, Resident/Regular Member Rachel Ehrlich, Borough Council Liaison/Regular Member No Members of the Public attended. April minutes were approved. Rachel Ehrlich submitted her council report by email as follows. At the 5/9/22 council meeting, we introduced an ordinance establishing the Borough's Complete Streets Committee. The Committee has been acting since the Complete Streets Policy was adopted in 2012, so this ordinance is to formally recognize the committee and incorporate it into the Borough code. Ordinance 23-2022 ORDINANCE OF THE BOROUGH OF MADISON ESTABLISHING A COMPLETE STREETS COMMITTEE We also adopted the following two resolutions pertaining to Sustainable Madison actions: R 148-2022 RESOLUTION OF THE BOROUGH OF MADISON SUPPORTING THE ADOPTION OF AN ENVIRONMENTALLY-CONSCIOUS GROUNDS AND MAINTENANCE POLICY R 147- 2022 RESOLUTION OF THE BOROUGH OF MADISON SUPPORTING THE ADOPTION OF AN ENVIRONMENTALLY PREFERABLE PURCHASING POLICY A letter was received from the Schiff Natural Lands Trust and Nature Preserve in Mendham, NJ in support of the Borough's efforts to preserve the Drew Forest. Report from the Engineering department: • There was good construction progress on HDM plaza construction over the last two weeks, and we are hopeful that's we'll see completion of corrective work to the masonry plaza and steps by the end of this month. • We are anticipating a June start for our road construction and mill and overlay projects for this year. • There will be a Morris County virtual public presentation of the Columbia Rt24 intersection on Tues. May 17 at 7pm. Concept information and a link to the May 17 virtual public info session is available online at www.morriscountynj.gov. I found that if you search "interchange" in the search field at the top and center of the home page, it’s the first result. Public Works report: • Public Works has received shade trees (approximately 90 - 100) and is making their way around town to plant them. This is our spring planting and we will do another planting in the fall (approx. 20 more trees). • Public works is filling potholes and doing blacktop patch work from the winter. It was noted that temperatures this past winter included extreme cold and warmth, leading to more potholes than in typical years. • Public works is repairing the Waverly clock. It had a malfunction and it took some time to get a new motherboard. Repairs should be completed soon. • Spring sports are in full swing, and DPW is lining the various fields daily and mowing daily. Sarah Fischer reported that the school board (in partnership with interns in the Rutgers Environmental Stewardship Program) have been awarded a Xerces grant of 600 native plant plugs to install a pollinator garden in front of the Board of Education building on Woodland Road. Madison school students will participate in a District-wide Day of Service on Friday May 27. A list of green/sustainability-related projects for that day can be found at green/sustainability-related service projects . Madison’s Tree protection Ordinance has been revised. Climate team members Peter Fried and Mary Ellen Hennessy-Jones reported that Peter and Rachel made a climate action report to the borough council on April 27th. The report outlined climate action team goals and upcoming scheduled meetings. The report can be found on the RoseNet presentations page. Our first round of action items was submitted in time for the first submission deadline of May 22. Following assessment and feedback from Sustainable Jersey, the application can be re-submitted in August and/or November with revisions and additional actions.
