BOROUGH OF MADISON ZONING BOARD OF ADJUSTMENT
Regular Meeting, Thursday, January 10, 2013 at 7:30 pm
Hartley Dodge Memorial, 50 Kings Road, Madison, N.J.
1. CALL TO ORDER BY THE CHAIRPERSON
2. ANNOUNCEMENT OF NOTICE (STATEMENT OF COMPLIANCE)
A regular meeting of the Borough of Madison Zoning Board of Adjustment
was held on Thursday, January 10, 2013 at 7:30 pm in Room #140 of the Hartley
Dodge Memorial Building, located at Kings Road, Madison, N.J. Mike Lami, Vice
Chairperson opened the meeting. The Public Notice was read at the Organization
Meeting and the Vice Chairperson and Board went directly into the meeting. .
3. MINUTES FOR APPROVAL
Regular meeting of 12/13/2012 for adoption. There were no corrections. A voice
vote of aye was heard from all eligible voting Board members in approval of the
minutes as submitted.
4. RESOLUTIONS FOR MEMORIALIZATION - The following Resolutions were
distributed to and reviewed by all eligible Board members prior to this meeting.
There were no corrections or additions made to the Resolutions. A voice vote of
aye was heard from all eligible voting Board members in approval of the
Resolutions.
CASE NO. Z 12-034 - Resolution granting variance application by Kyle Wickman,
Block: 909, Lot: 14, 66 Valley Road, to construct (2) 2nd story additions, (1) 2 story
addition, (1) 1 story addition, deck, paver walkway, with removal of existing shed, in
an R-3 (Single-Family Residential) Zone requiring variance relief from the maximum
principal building coverage ratio and maximum impervious lot coverage ratio.
G. Hall explained how he authored this Resolution and his reasons.
CASE NO. Z 12-035 - Resolution granting variance application by Mohamed Seyam,
Block: 1601, Lot: 4, 38 Central Avenue to construct a 2 ½ story dwelling with a
detached garage in an R-4 (Single Family Residential) Zone requiring variance relief
from the minimum front yard setback, minimum side yard setback (left) and
maximum principal building coverage ratio for the principal building and from the
minimum rear yard setback and minimum side yard setback for the detached garage
and from the minimum side setback for the driveway.
CASE NO. Z 12-036 - Resolution granting variance application by Ed Schreier,
Block: 4203, Lot: 5, 312 Woodland Road to construct a solid stone wall with light
pillars in an R-2 (Single Family Residential) Zone requiring variance relief from the
requirements for fences and wall in a front yard.

CASE NO. Z 12-037 - Resolution granting variance application by Sarah Melvin,
Block: 101, Lot: 11, 69 Shadylawn Drive to construct an unenclosed front porch and
2nd story dormer in an R-3 (Single-Family Residential) Zone requiring variance relief
from the minimum front yard setback and minimum side yard setback.

DISCUSSION OF 2012 Annual Report - Mr. Hall explained that all Board
members have the opportunity to suggest any changes or additions to the Annual
Report that they believe are necessary.
Ms. Driscoll did have a concern regarding building coverage and Mr. Hall explained
this issue.
As a side topic, the issue arose regarding the recording system and what is being
done to upgrade this system. Fran Boardman was present to explain.
The discussion regarding the building coverage continued and Ms. Driscoll gave her
thoughts. Mr. Hall continued the discussion by explaining what the effects are with
regards to not requiring building coverage. Mr. Hall explained that the memo
attached to the Annual Report becomes an attachment. Mrs. Niculescu was
concerned with the setback issue in the report. She stated that the report with
regards to setbacks was not quantitative and Mr. Hall agreed. The conversation
continued regarding setbacks. Mr. Hall explained how the Board members can be
fair in making their decision.
Mrs. Niculescu now wanted to discuss the Principal Building Coverage. The Board
continued discussing how each application is handled and how they should be
handled according to the information that is presented and is available. A general
discussion took place regarding past applications and how the Board had handled
them. Mr. Lami believes that the Board should bring in an engineer and other
professionals to instruct them on making considerations for each application. Mr.
Hall stated he agrees that the Board should do so, however, next month will be very
busy and it should be scheduled when the Agenda is lighter. Mr. Wickman was
asked to give his input as to his experience when he was in front of the Board. He
applauded the office staff, Board Secretary and Construction Official as to their
assistance in his application.
10. ADJOURNMENT – The meeting was adjourned at 8:17 pm with no motions.
