BOROUGH OF MADISON ZONING BOARD OF ADJUSTMENT
Regular Meeting, March 10, 2016 at 7:30 P.M.,
Hartley Dodge Memorial, 50 Kings Road, Madison, New Jersey
1. CALL TO ORDER BY CHAIRPERSON
2. ANNOUNCEMENT OF NOTICE (STATEMENT OF COMPLIANCE):
A regular meeting of the Borough of Madison Zoning Board of Adjustment was held on
Thursday, March 10, 2016 at 7:30 pm in Room #140 of the Hartley Dodge Memorial Building,
located at Kings Road, Madison, N.J. Diane Driscoll, Vice Chairperson opened the meeting and
requested the reading of the public notice as follows:
Let the minutes reflect that adequate notice of this meeting has been provided in the following
manner:
At the Reorganization meeting of the Board, held on January 14, 2016, the Board, by
resolution adopted a schedule of meetings.
On January 15, 2016, a copy of the schedule of meetings was posted at the bulletin board at
the main entrance of the Hartley Dodge Memorial, was sent to the Madison Eagle and the Daily
Record and filed with the Borough Clerk all in accordance with the Open Public Meetings Act.
3. ROLL CALL:
Present: Timothy Blair, Diane Driscoll, Helen Kaar, Melissa Elias, Roger Paetzell, and Mary Sue
Salko
Also Present: Gary Hall, Zoning Board attorney
Excused: Toni DeRosa
Absent: Joseph Santoro – the Board was not notified as to the Chairman being absent, Diane
Driscoll took the position of Vice Chairperson and conducted the meeting.

5. MINUTES FOR APPROVAL - Special meeting of February 25, 2016
The minutes were distributed to all Board prior to this meeting for their review. A few minor
corrections were made to the minutes. A voice vote of aye was heard from all eligible voting
Board members in approval of the corrected minutes.
6. RESOLUTIONS FOR MEMORIALIZATION:
The Resolutions were distributed to all Board members prior to this meeting for their review. There
were no corrections or additions to the Resolutions.

Mr. Kormas, Applicant and Nancy Doherty, Architect were sworn in and testimony began. Mr.
Kormas began by explaining the need for the expansion, that being a growing family.
Nancy Doherty continued by describing the lot that is narrower and undersized which is permitted in
the zone. She explained that brick pavers are being utilized instead of concrete and will decrease the
impervious coverage to 34.9%. The existing house is small and has three bedrooms, no bathroom on
the first floor. The outside consists of stucco and the Historic Preservation Commission states in a
letter that they have no issues with the design and it does exist in a Historic Zone. The applicant
wants to maintain the character of the house. The foyer will be opened up and a powder room will be
added on the first floor. A mud room will be added on the first floor adjacent to the kitchen.
The exterior will be constructed of hardi-plank and have cedar steps. Ms. Doherty continued by
describing A – 4 and 5 which were photos of the existing home, front and rear. Dr. Paetzell
questioned if there were any water issues. The applicant stated there was none. There being no
further questions from the Board, the public was given the opportunity to ask questions or make
comments. There being none, the Board began their deliberation.
The consensus of the Board was to approve the application as submitted. A motion to approve the
application was made by Mrs. Elias and seconded by Mr. Blair. A roll call vote was requested and
recorded as follows:

Matt Van Natten, Attorney was present and Alan Andreas, Architect, was sworn in. Mr. Van Natten
began by describing the property. Mr. Andreas began by describing the property as it exists. A
driveway runs down the right hand side of the property leading to a garage.
The application proposes a two car garage. He then proceeded to describe the proposed layout of the
interior of the home. Mr. Andreas stated he attempted to make the home appear as a one family
home. The lot is not the required width which poses a hardship and only allows and elongated look of
the home. He stated there are 5 points that he wants to discuss. He continued to name the 5 points.
He utilized a photo board to describe the location of the home on the property. The largest
improvement is the impervious coverage, it is being reduced by 5.7% or by 570 sf. Water
management has been immensely improved on the lot by this reduction. Dr. Paetzell questioned the
drain pit in the rear and Mr. Andreas was not sure of what it is. The existing home is presently a
2-family home.
The Board had no further questions. The public was given the opportunity to ask questions or make
comments. There being none, the Board began their deliberation.
The consensus of the Board was to approve the application as submitted. A motion to approve the
application was made by Ms. Kaar and seconded by Ms. Salko. A roll call vote was requested and
recorded as follows:

Residential) Zone requiring relief from Minimum Front Yard Setback.
Christina and Marty Putenis were sworn in and the following exhibits were marked.

The Putenis’s began by describing the need for the open front porch. Mr. Putenis stated that it would
enhance the look of the home. The Stickley type style will be utilized. The dimensions of the porch
are not working right as it exists, so the setback is being requested. He stated neighbors have an
enclosed structure. Mr. Buckelew advised the applicant that Madison is encouraging open porches in
the Borough to enhance curbside appeal. The driveway was discussed.

There being no further questions by the Board and no public being present, the Board began its
deliberation. The consensus of the Board was to approve the application as presented. A motion to
approve the application was made by Mr. Blair and seconded by Ms. Kaar. A roll call vote was
requested and recorded as follows:

10. OTHER BUSINESS:
2015 Annual Report – Continued discussion
Mr. Hall stated that he did send the Annual Report to Chairman Santoro and he made some changes.
The Board continued with their discussion of what took place at the last meeting with regard to the
Annual Report. There were no additional changes to the Annual Report.
A motion to approve the Annual Report was made by Dr. Paetzell and seconded by Ms. Salko
A roll call was requested and recorded as follows:
AYES: Mr. Blair, Mrs. Driscoll, Ms. Kaar, Mrs. Elias, Dr. Paetzell and Ms. Salko.
11. ADJOURNMENT: The meeting was adjourned at 8:50 pm with a motion made by Mr. Blair and
seconded by Ms. Kaar.
