Members in Attendance: Scune Carrington, Chairperson, Dr. Singh Member

1. Motion by Dr. Singh to accept the minutes from the March 2, 2022, Board of Health
meeting. Seconded by Dr. Carrington.
2. Mr. Webb updated the Board on the current COVID situation. The B.2 variant is
infecting a lot of residents though very few, if any, are being hospitalized. The office
will continue to monitor the hospitalization rate and inform the Board of any spikes or
increased hospitalizations.
3. Maureen Buzby and Mr. Webb reviewed the current Tobacco Regulations with the
Board. The goal was to incorporate all of the State law into the BOH regulation so that
the fines and specific violations are better defined. Motion to table until Mrs. Buzby and
Mr. Webb make a working document to include all of the needed updates for the Board
to consider.
4. Mr. Webb informed the Board that he thought that Section 2, Regulation #4 of the
Malden Board of Health Rules & Regulations was not clear on who was responsible for
the installation and cost of exterminating those affected properties within 300 feet of
their project. Motion by Dr. Singh to amend regulation #4 by adding” by the responsible
party performing the renovation or excavation.” After the word “exterior” in the last
sentence. Seconded by Dr. Carrington.
5. Motion by Dr. Singh to accept the Annual Report for 2022 as submitted. Seconded by
Dr. Carrington.
6. Mr. Webb informed the Board of a request made by Melrose Wakefield Health
Department to give Maureen Buzby, Tobacco Control Co-Ordinator, a pay increase in
FY 23 of $964.52. Each of the five communities will pay the same amount. Motion by
Dr. Singh to approve the increase because of the valuable work Mrs. Buzby does for this
community. Seconded by Dr. Carrington.

7. Mr. Webb Informed the Board of the request for an additional three -exemption from
Rental Unit Inspections as required by Section 9.16 of the City Ordinances, from
Windsor at Oak Grove, 12 Island Ave, Malden. Mr. Webb informed the Board there
have been no complaints from this complex during their first three year exemption and
would recommend that an additional three year exemption be granted. Motion by Dr.
Singh Seconded by Dr. Carrington
8. Mr. Webb updated the Board on the Purdue Pharma Opioid Lawsuit. The City of
Malden has received almost 1 million dollars to be allocated over the next 15 years to
sustain substance use disorder programs in the city.
9. Mr. Webb informed the Board that he was ready to start the Rodent Control Survey of
Ward 7-3A using the CDC rodent survey program. 65 addresses were chosen at random
out of 452 or 25%. A website has been set up for online consent forms and the letter
requesting access went out on April14, 2022. This program should better inform this
department on what is contributing to the rodent infestation in the city. The survey will
start on May 1, 2022 and will end June 30, 2022. All finding will be shared with he
Board and then the public by way of the city website.
