Call to Order
Chair Voltaire called the meeting to order at 5:32 P.M.
Also present were Assistant City Clerk Carol Ann Desiderio and Elections Administrator

Present 4- Board Member Andrew D. Zamagni, Gregory Lucey, Chairperson Jean T. Voltaire,
and Board Member Kathleen A. Young
Minutes to be Approved
334-22 Minutes of the meeting of August 31, 2021
A motion was made by Board Member Drew Zamagni to accept the August 31,
2021 minutes, the motion was seconded by Board Member Kathleen Young, the
motion carried 4-0.
Reports
335-22 Introduction of Dinah Fajardo, Elections Administrator
Dinah Fajardo was introduced as the Elections Administrator, Clerk Lucey stated the
clerk's office had a reorganization and the prior Asst Registrars of Voters, Carol Ann
Desiderio has become the Assistant City Clerk, Ms. Fajardo was hired to take Ms.
Desiderio's position, the name was changed from Asst Registrar of Voters to Elections
Administrator although the function would be the same. Ms. Fajardo has been a poll
worker for many years and was hired in the Clerk's Office in January 2022 before being
elevated to her new position.
Board Members Zamagni and Young said they had worked with Ms. Fajardo at Early
Voting and welcomed her aboard.
336-22 2022 State Primary Election information and updates
Clerk Lucey gave background and information on the upcoming election to the
Board.Clerk Lucey continued that the Election would be run out of the City Hall site at
215 Pleasant Street and 110 Pleasant Street would no longer be used.
Assistant City Clerk Desiderio told the Board the process has started for mail in ballots

and at this time over 2,700 have been sent out. Ms. Desiderio continued it will not be the
volume we had in the 2020 Presidential Election where 17,000 ballots were processed.
Mr. Zamagni asked about making sure there are enough ballots. Ms. Desiderio answered
that the state prints the ballots and sends one for every voter. Mr. Zamagni followed up
with making sure each polling site has enough ballots. Clerk Lucey said there are several
safeguards in place and that the Warden is aware that if they get down to the last pack of
100, they need to call the Clerks Office and we have Joe Connelly out in the field all day
and will replenish the ballots. Clerk Lucey continued that the clerk's office will be out at
the polling locations all day and will be checking item,s such as ballots running low.
337-22 Polling locations and poll worker status

Asst. City Clerk Desiderio talked about the three training sessions that are planned for
poll workers and they will be paid a stipend of $30 for attending. This is something new.
Ms. Desiderio spoke to the pocket talks, that will be available at all polling locations that
is a device for translation for those voters have the need. Ms. Desiderio continued that
we are always accepting poll worker applications and the challenge of finding enough
bilingual polling locations for each site.
Board Members Zamagni, Young and Voltaire said they would attend one of the training
sessions.
338-22 Report on new election equipment
Ms. Desiderio reported that all the new equipment is in and will be in operation for the
Primary.
339-22 Vote on early voting hours and location
Clerk Lucey told the Board they need to approved the early voting dates, times and
location. The state sets the dates that voting can be held. Clerk Lucey said the proposal
being presented is:
Early Voting would be held at City Hall, 215 Pleasant Street and the dates and times
would be:
Saturday, August 27, 10:00 AM to 4:00 PM
Sunday, August 28, 10:00 AM to 4:00 PM
Monday August 29, 8:00 AM to 5:00 PM
Tuesday August 30, 8:00 AM to 7:00 PM
Wednesday August 31, 8:00 AM to 5:00 PM
Thursday, September 1, 8:00 AM to 5:00 PM
Board member Young made a motion to approve the site, dates and times and
proposed by Clerk Lucey, the motion was seconded by Mr. Zamagin, the motion
carried 4-0.
New Business
Board Member Young informed the Board that she will be out for a month because of
surgery scheduled on August 29th.

Chair Voltaire said he is continuing his work on minority voter participation and once
completed will report to the Board.
340-22 Discussion on any new business that may come before the Board
Adjourn
Board Member made a motion to adjourn, the motion was seconded by Mr. Zamagni, the
motion was approved 4-0.
