Malden City Hall City of Malden 215 Pleasant Street Malden, MA 02148 Meeting Minutes - Final Board of Registrars of Voters Jean T. Voltaire, Chairperson Kathleen A. Young Andrew D. Zamagni Greg Lucey, Clerk Tuesday, September 27, 2022 5:30 PM Conference Room #105 Call to Order Chair Voltaire called the meeting to order at 5:39 P.M. Roll Call Also present Elections Administrator Dinah Fajardo. Present 4- Board Member Andrew D. Zamagni, Gregory Lucey, Chairperson Jean T. Voltaire, and Board Member Kathleen A. Young Minutes to be Approved 388-22 Meeting minutes from August 9, 2022 A motion was made by Board Member Zamagni, seconded by Board Member Young, that the Board Minutes be approved. The motion carried by unanimous vote. Reports 390-22 Review of September Primary and outcome of usage of new precinct locations developed by redistricting in advance of General Election Clerk Lucey and Election Administrator Dinah Fajardo gave the Board a recap of the September Primary. Some of the issues that they saw was having 4 precincts at Beebe voting on the second and third floors. In November all voting at the Beebe will be at the two rooms located on the first floor. At the Ferryway, 7-1 was isolated and will be moved to the first floor hallway space located next to the cafeteria where 1-1, 1-2, 1-3 voted, making all 4 precincts on the first floor. Chair Voltaire mentioned signage at 6-3 (Moose Hall) needs to be more visible. Ms. Fajardo said that there was only one sign at the Moose and that she would be more aware of the placement of the sign for November. Ms. Fajardo continued that we are looking at all the signage for November across all the precincts. Board member Young asked about a situation in ward 7 where her husband was a poll worker and there was a couple that may have voted twice. Ms. Fajardo said that the office was aware of the particular situation and there was provisional ballots given out to the couple and the husband's was rejected. The couple had voted by mail in ballots. Board member Zamagni asked about the effectiveness of the pocket talk devices on City of Malden Page 1 Board of Registrars of Voters Meeting Minutes - Final September 27, 2022 Election Day. Clerk Lucey said there needs to be more discussion with the Wardens to see how the devices were used. A motion was made by Board Member Zamagni, seconded by Board Member Young, that the Board Item be placed on file. The motion carried by a unanimous vote. New Business 389-22 Board will vote on dates, time, and place for early voting for the November Election Clerk Lucey explained that the schedule for Early Voting being proposed is above what the requirements that the state mandates.The state requires that each town and city provide times that are 50% of the business hours the first week of Early Voting and we are doing 100%. We did 6 hours of early Voting on the weekend for the Primary and only required to do 4 hours per day which is what the proposal is for. During the week we will do the voting at the Clerk's office and the two weekends the voting would be held in Room 105 like the Primary. The Clerk's office can handle the voting and makes more sense than hiring 4 poll workers per day for the 8 days. The Clerk's office would work the weekend voting as well and Clerk Lucey told the Board they have been generous over the years working the weekend of voting and if they had something to do , not to worry, the poll site would be properly staffed. Clerk Lucey added , of course if they wanted to help out, to come by. A motion was made by Board Member Young, seconded by Board Member Zamagni, that the Board Item be approved. The motion carried by a unanimous vote. 391-22 Registrars will entertain any further discussion of new business as it may come before the Board There was no new business discussed. Adjourn A motion was made by Board Member Zamagni, seconded by Board Member Young, that the meeting be adjourned. The motion carried by a unanimous vote. The meeting adjourned at 6:12 P.M.
