Zamagni Carol Ann Desiderio, Clerk Monday, June 5, 2023 5:30 PM 215 Pleasant Street Room 108 Malden, MA 02148 Roll Call Chair Voltaire called the meeting to order at 5:35 PM. Present 4- Board Member Andrew D. Zamagni, Chairperson Jean T. Voltaire, Board Member Kathleen A. Young, and Carol Ann Desiderio Also in attendance were members of CPA and GMACC community groups. Minutes to be Approved 229-23 Minutes from the meeting of February 28, 2023 A motion was made by Board Member Zamagni, seconded by Board Member Young, that the Committee Minutes be approved. The motion carried by a unanimous vote. Business The Board will meet in Open Session to hear the petition of Ward 7 Councillor Chris Simonelli to move Ward 7, Precinct 2 polling location from the Salemwood Field House Cafe to the Disabled American Veterans building at 85 Willow Street. Councillor Simonelli was not in attendance during this meeting and therefore was not able to answer the many questions put forth by the Board as to why he wishes to relocate the 7-2 polling place or how the Clerk's Office will accommodate the staffing and equipment requirements that are consistent with such a move. Not wanting to vote down this request without further information, the Board instead agreed to set a date for another meeting after hearing from Councillor Simonelli, in writing, on this petition. A motion was made by Andrew D. Zamagni, seconded by Kathleen A. Young to request a written proposal be submitted from Councillor Simonelli explaining his reasoning for this petition and that such proposal be delivered to the City Clerk no later than June 13, 2023. City of Malden Page 1 Board of Registrars of Voters Meeting Minutes - Final June 5, 2023 Other Business The Board will enter into preliminary discussions on the process of transliterating candidates' names into Chinese characters in preparation of the upcoming municipal election. Clerk Desiderio gave handouts to the Board that consisted of the wording of Chapter 282 of the Acts of 2022, pages 22 and 23 of the 2023 municipal candidate handbook that outlines the process of transliterating names for this year's ballot and the candidates' transliterated consent form. Chair Voltaire then offered the floor to Clerk Desiderio for an update as to the implementation of the newly instituted process of transliterating the names of the 24 people who have recently pulled papers for the 2023 Municipal Election. Additionally, Clerk Desiderio reported on the outreach the City Clerk's Office has been doing in the community, a new social media campaign, and the work of language consultant, Anna Tse, on all election documents. A motion was made by Andrew D. Zamagni, seconded by Kathleen A. Young to designate Anna Tse as the Board of Registrars of Voters' translator for the purposes of fulfilling the requirements of Chapter 282 of the Acts of 2022. Motion passed by unanimous vote.
