Also in attendance were Elections Administrator Dinah Fajardo, Bilingual Elections Coordinator Anna Tse, various members of the public. Present 4 - Board Member Andrew D. Zamagni, Chairperson Jean T. Voltaire, Board Member Kathleen A. Young, and Carol Ann Desiderio Minutes to be Approved 275-23 Minutes from the meeting of June 20, 2023 A motion was made by Board Member Zamagni, seconded by Board Member Young, that the Committee Minutes be approved. The motion carried by a unanimous vote. 276-23 Minutes from the meeting of June 27, 2023 Attachments: June 27 Transliterated Names A motion was made by Board Member Zamagni, seconded by Board Member Young, that the Committee Minutes be approved. The motion carried by a unanimous vote. Business The Board will meet in open session with their designated translator, Bilingual Elections Coordinator Anna Tse, for a presentation of the second eight transliterated names in preparation of the 2023 Municipal Election cycle for the purposes of fulfilling the requirements of Chapter 282 of the Acts of 2022. The proposed list of candidates' names include Keith Eric Bernard, Robert S. McCarthy, Julie E. Turner, Sheila Rachels, Peg Crowe, Craig Spadafora, Micheal E. Drummey, Carey McDonald. The meeting opened with the clerk handing out copies of the presentation of the second eight names transliterated by Anna Tse. This handout is attached for Paper 278-23. Ms. Tse gave a brief explanation of how she went about transliterating each name, their meanings, and their pronunciations. She offered two options for each name, one that was City of Malden Page 1 Board of Registrars of Voters Meeting Minutes - Final July 5, 2023 based more along the lines of the sounding out of the name and the other that was based on the meaning of the name. It was explained again, as was discussed a previous meeting, that the Board would vote to approve both names and allow the candidate to choose the one they preferred during their seven day approval period, which will begin on the morning of July 6 and stay open until July 13. As some candidates took advantage of their right to submit their already transliterated names to the Board for review and approval, it was decided that all candidates should be given the same fair option of picking the name they would prefer to use in public. The clerk is tasked with notifying each of the eight candidates, in writing via email, on the morning of July 6 of their choices, to work with each of them for further understanding of the name, and to answer any questions they may have. A motion was made by Kathleen Young to approve the transliterations as presented and notify respective candidates, seconded by Andrew Zamagni, motion passed by unanimous vote. Other Business Time permitting, the Board may allow for a question and answer period from the public. Adjournment A motion was made by Board Member Zamagni, seconded by Board Member Young, that the meeting be adjourned. The motion carried by a unanimous vote. Meeting was adjourned at 5:33 PM.
