Meeting Date: September 10, 2025
Meeting Location: Malden City Hall, Herbert L. Jackson City Council Chamber, 215 Pleasant Street,

I. Call to Order. Chairman Charles Ioven called the meeting to order at 7:00 pm.
Ioven announced that under the provisions of the Open Meeting Law, attendees are informed that this
meeting is being recorded by Urban Media Arts, formerly known as Malden Access Television, and that
he has not been notified that any other video or audio recording of this meeting will occur.
II. Roll Call. Ioven chaired the meeting and took a roll call.

Ioven announced that Ferguson would be voting in the absence of Gray.

III. PUBLIC MEETING.
A. Request for Waiver, Rules &Procedures of Malden Planning Board (§E.9, Filing
Requirements, Traffic Impact Study).
1. 105-105A Salem Street (Parcel ID 087 264 407) Permit Application # CMID TBD-
2025)/Sections 12.12.030, 12.12.300 and 12.28.010.D, Code of the City of
Malden/special permit to convert preexisting nonconforming property in Residential
Office zoning district to multifamily dwelling up to 3 stories with 12 units and
Inclusionary Development.
The Board received and reviewed the following:
1. City peer reviewer’s report and recommendations in correspondence dated September 9, 2025,
correspondence dated September 10, 2025 and email dated September 10, 2025 from Amy
Allen, PE, PTOE, BSC Group, Boston, MA.
2. Petitioner’s request for waiver of filing requirements re: traffic impact study and follow-up
information in memorandum dated August 4, 2025 and memorandum dated September 9, 2025
from Michael Whitmore, Roundel 47 LLC, Scituate, MA.
3. Email from James Dockery, Deputy Chief, Malden Fire Department re: review of site plan.
4. “Proposed Site Plan and Zoning Review, VOA Malden Housing for Veterans, 105 Salem
Street, Malden, MA 02148,” (SI-02), dated August 7, 2025, revised through September 10,

2025, prepared by Roundel 47 LLC, Scituate, MA.
Decision: The Board granted the waiver of filing requirements, subject to the condition that petitioner
provide the sight distance calculations and analysis for City peer review in advance of the public hearing
re: the special permit.
Record of Votes: On the motion by Antonucci, seconded by Chuha, to grant the waiver subject to one
condition, the vote was nine in favor, none opposed, and the motion passed (9-0).

B. Subdivision Control/M.G.L. c. 41, §81 and Rules & Regulations of Malden Planning
Board Governing Subdivision of Land.
1. Overlook Ridge Drive/Permit Application # INT-073593-2025/M.G.L. c.41, §81P.
Application for Determination of Planning Jurisdiction Whether Approval Not
Required (to create two non-buildable parcels from Parcel A within Overlook Ridge Drive
right-of-way).
The Board reviewed the Application, plan and cover letter dated July 24, 2025 from Attorney Jennifer R.
Schultz, Nixon & Peabody, Boston, MA. Romero informed the Board that the plan complies with
statutory criteria for endorsement (Parcel A2 has frontage on Overlook Ridge Drive and Parcel A1 has
frontage on Salem Street) and that the City of Revere Planning Board has endorsed the plan; and
recommended approval.
Decision: The Board approved the Application and endorsement of the plan.
The decision is contained in correspondence dated September 11, 2025 from Romero to City Clerk
(attached).
Record of Votes: On the motion by Antonucci, seconded by Hayes, to approve the Application and
endorse the plan, the vote was nine in favor, none opposed, and the motion passed (9-0).

C. Alteration, Relocation, Discontinuance of Public Ways. M.G.L. c.41, §§81G & 81I.
Proposed Widening & Relocation Plan for Portions of Hospital Road & Savin Street.
The Board received and reviewed the following:
1. Draft proposed, “Widening & Relocation Plan, Portions of Hospital Road & Savin Street,
Malden, Mass.,” dated August 25, 2025 (received September 3, 2025), prepared by Feldman
Geospatial, Boston, MA
Romero provided the Board with information re: the plan, including status of the proposed plan
with the DPW Commission and City Council, and compliance with conditions 11 and 16 of the
special permit granted by the Board in Case 23-10; and recommended that the Board recommend to
the DPW approval of the plan.
Decision: The Board recommends that DPW approve the plan, subject to approval by the City
Engineer, City Solicitor and City Council.
Record of Votes: On the motion by Antonucci, seconded by Stone, to recommend to DPW Commission
approval of the plan, subject to approval by the City Engineer, City Solicitor and City Council, the vote
was nine in favor, none opposed, and the motion passed (9-0).

E. Election of Officers.
At 7:25 pm Ioven vacated the Chair and Antonucci, Vice Chair assumed the Chair.
1. Election of Chair. Antonucci called for nominations for Chair. Chuha nominated Ioven, seconded by
Gebreselassie. There were no other nominations. All voted in favor of this nomination and Ioven was
elected Chair (9-0).
At 7:27 pm Antonucci vacated the Chair and Ioven resumed the Chair.
2. Election of Vice Chair. Ioven called for nominations for Vice Chair. Chuha nominated Antonucci,
seconded by Verma. There were no other nominations. All voted in favor of this nomination, and
Antonucci was elected Vice Chair (9-0).
3. Election of Clerk. Ioven called for nominations for Clerk. Antonucci nominated Chuha, seconded by
Verma. There were no other nominations. All voted in favor of this nomination and Chuha was
elected Clerk (9-0).
