JUNE 16, 2025 Regular Meeting of Mayor and Council was convened at 7:00 p.m. on June 16, 2025, with Council President Lori Triggiano presiding. This meeting was held in person at Borough Hall and via Zoom. Council President Triggiano read the statement re: Open Public Meetings Act of 1975 and that adequate notice has been provided by transmitting the Resolution to the Asbury Park Press and the Coast Star, by posting it in the Borough Hall on a bulletin board reserved for such announcements, and by posting it on the official website of the borough. Council President Triggiano stated that zoom meetings are a courtesy and if the zoom platform fails the meeting will continue in person. Council President Triggiano welcomed the audience and invited them to join in a moment of silent prayer and a salute to the Flag. ROLL CALL: Present: Council Members Bruce Bresnahan, Jay Bryant, Gregg Olivera, Lori Triggiano, and Sheila Vidreiro Absent: Mayor Mike Mangan & Council Member Brian Holly Also present was Borough Attorney Mark Kitrick and Interim Borough Administrator Richad Read. Audience Participation Councilman Bresnahan made a motion to open the meeting to the public, seconded by Councilwomen Vidreiro. Motion carried unanimously. There being no comment Councilman Bryant made a motion to close the public portion, seconded by Councilman Bresnahan . Motion carried unanimously. Public Hearing Monmouth County CDBG Application – Euclid Avenue Improvements Phase III Borough Engineer Joseph Raftery went over the proposed project for the Euclid Avenue Improvements Phase III . The project will focus on flooding within the area. He provided information through a PowerPoint presentation. Councilman Bryant made a motion to open the hearing to the public, seconded by Councilwomen Vidreiro. Motion carried unanimously. Being no comments Councilman Olivera made a motion to close the public hearing, seconded by Councilwomen Vidreiro. Motion carried unanimously. Resolution RESOLUTION 183-2025 RESOLUTION AUTHORIZING THE BOROUGH TO SUBMIT AN APPLICATION FOR AND CONFIRM ENDORSEMENT OF THE COMMUNITY DEVELOPMENT PROJECT WHEREAS, the Monmouth County Division of Planning announced the FY 2026 Community Development Block Grant (CDBG) program funding, with a deadline of July 18, 2025, and WHEREAS, the Borough Engineer recommended the following project: Euclid Avenue Improvements Phase III, and WHEREAS, the project is expected to be eligible since it is located within the Borough’s eligible CDBG area. JUNE 16, 2025 NOW, THEREFORE, BE IT RESOLVED that the Governing Body of the Borough of Manasquan hereby confirms endorsement of the aforesaid project and grant application. Councilman Bresnahan made a motion to approve this resolution, seconded by Councilman Bryant. Motion carried by the following vote: “yes” Council Members Bresnahan, Bryant, Olivera, Triggiano and Vidreiro. “No” none. Public Hearing Monmouth County Park Improvement Grant Program – Winterstella Park Playground Improvements Project Borough Engineer Joseph Raftery presented the proposed conceptual plan for improvements to Winterstella Park’s playground. The presentation, delivered via PowerPoint, focused on key components of the project, including replacement of outdated playground equipment, installation of ADA-compliant features to improve accessibility and resolution of existing drainage issues impacting the playground area. The plan is part of the Borough’s application for funding through the Monmouth County Park Improvement Grant Program. Councilman Bryant made a motion to open the hearing to the public, seconded by Councilman Olivera. Motion carried unanimously. Carol Wilkens Kirkman, 22 Willow Way, inquired about the ADA equipment and if they included equipment for older children. Joseph Raftery explained the area of the map which illustrated the area of the ADA compliant equipment and confirmed that the equipment will be fully ADA compliant for ages 2-5 and the equipment for ages 5- 12 will not all be fully ADA compliant though efforts will be made to include accessible features wherever possible. Councilman Bresnahan made a motion to close the public hearing, seconded by Councilwomen Vidreiro. Motion carried unanimously. Resolution RESOLUTION 184-2025 RESOLUTION AUTHORIZING THE BOROUGH OF MANASQUAN TO APPLY FOR A 2025 MONMOUTH COUNTY MUNICIPAL PARK IMPROVEMENT GRANT FOR THE WINTERSTELLA PARK PLAYGROUND IMPROVEMENTS PROJECT WHEREAS, the Monmouth County Board of County Commissioners has approved an Open Space Trust Fund and established a Municipal Open Space Program to provide Program Grant funds in connection with municipal acquisition of lands for County Park, recreation, conservation and farmland preservation purposes, as well as for County recreation and conservation development and maintenance purposes; and WHEREAS, the Governing Body of the Borough of Manasquan desires to obtain County Open Space Trust Funds in the amount of $476,500.00 to fund Winterstella Park Playground Improvements located at S Potter Ave and Cedar Ave, Manasquan Borough, NJ 08736, Block 133, Lot 21; Block 137, Lot 13; Block 138, Lot 1; Block 140, Lot 13; Block 141, Lot 13; Block 142, Lot 10 that consists of new playground equipment, an accessible walkway, and associated facilities at Winterstella Park; and WHEREAS, the total cost of the project including all matching funds is $953,000.00; and WHEREAS, the Borough of Manasquan is the owner of and controls the project site. NOW, THEREFORE, BE IT RESOLVED BY the Mayor and Council of the Borough of Manasquan THAT: 1. Lori Triggiano, Borough Council President or his/her successor is authorized to (a) make an application to the County of Monmouth for Open Space Trust Funds, (b) provide additional application information and furnish such documents as may be required for the Municipal Open JUNE 16, 2025 Space Grants Program and (c) act as the municipal contact person and correspondent of the above-named municipality; and 2. The Borough of Manasquan is committed to this project and will provide the balance of funding necessary to complete the project as described in the grant application in the form of non-county matching funds as required in the Policy and Procedures Manual for the Program; and 3. If the County of Monmouth determines that the application is complete and in conformance with the Monmouth County Municipal Open Space Program and the Policy and Procedures Manual for the Municipal Grants Program adopted thereto, the municipality is willing to use the approved Open Space Trust Funds in accordance with such policies and procedures, and applicable federal, state, and local government rules, regulations and statutes thereto; and 4. Lori Triggiano, Borough Council President or his/her successor is hereby authorized to sign and execute any required documents, agreements, and amendments thereto with the County of Monmouth for the approved Open Space Trust Funds; and 5. This resolution shall take effect immediately. Councilman Bresnahan made a motion to approve this resolution, seconded by Councilman Bryant. Motion carried by the following vote: “yes” Council Members Bresnahan, Bryant, Olivera, Triggiano, and Vidreiro. “No” none. Workshop Borough Hall Improvement Presentation Richard Tokarski, representing Tokarski Millemann Architects in collaboration with Colliers Engineering, presented a proposed redesign for the exterior of the Municipal Building. The improvement plan focuses on replacing deteriorating materials with durable, low-maintenance alternatives. Key elements of the project include the replacement of all windows and the installation of an ADA-compliant power swing door to improve accessibility. Inlet Tug of War Check Presentation Recreation Supervisor Erik Ertle and Recreation Volunteer Rob Wells presented a check in the amount of $20,382.00 to Manasquan Recreation on behalf of the Inlet Tug of War Committee. Mr. Ertle noted that this marks the 6th year of the Inlet Tug of War event, which has raised a total of $272,000.00 to date— split evenly between Manasquan and Point Pleasant Beach, with each town receiving $136,000.00. He expressed gratitude to all who made the event a success, including both towns' Mayors and Councils, the volunteers, sponsors, and the participants ("Tuggers"). Ertle also highlighted the addition of the Make- A-Wish Foundation to the event and the generous support it has received. Monthly Engineer’s Report Borough Engineer Joseph Raftery went over the engineer’s monthly report for May 2025. Consent Agenda RESOLUTION 163-2025 WHEREAS, application has been made to the Borough Council, Borough of Manasquan, New Jersey by D&C Osprey Nightclub LLC., for the renewal of Plenary Retail Consumption Liquor License with Broad Package Privilege No. 1327-32-008-011 to cover premises at 201 First Avenue, Manasquan, New Jersey; and WHEREAS, the governing body makes the following findings with respect to Plenary Retail JUNE 16, 2025 Consumption Liquor License with Broad Package Privilege issued by it: 1. The submitted application is complete in all respects. 2. The applicant is qualified to be licensed according to all statutory, regulatory and governmental A. B. C. Laws and Regulations. WHEREAS, the said D&C Osprey Nightclub LLC., is adjudged to be entitled to a Plenary Retail Consumption Liquor License with Broad Package Privilege. NOW, THEREFORE, BE IT RESOLVED by the Borough Council of the Borough of Manasquan, County of Monmouth, State of New Jersey, that the Borough Clerk is hereby designated, authorized and instructed to issue and deliver a Plenary Retail Consumption Liquor License to D&C Osprey Nightclub LLC., to sell any alcoholic beverages with a Broad Package Privilege to sell any alcoholic beverages in original containers for consumption off the premises, and also to store alcoholic beverages in a separate building until midnight, June 30, 2026, subject, however, to the following conditions: a. The licensee shall provide six (6) qualified, uniformed, security persons who shall be assigned to duty, about or adjacent to the licensed premises from the hours of 7:00 p.m. to 3:00 a.m. on those Fridays, Saturdays, and legal holidays upon which the licensee is open for business. Three (3) qualified, uniformed security persons shall be assigned to duty about or adjacent to the licensed premises from the hours of 7:00 p.m. to 3:00 a.m. on Sundays, Mondays, Tuesdays, Wednesdays and Thursdays upon which the licensee is open for business unless such day is a legal holiday. One exterior security person shall be stationed in the Second Avenue parking area. b. The licensee agrees to obtain professional training for its bartenders and managers to identify and properly control patrons who appear inebriated; the licensee shall keep proof of completion of this training at the premises for inspection. c. The maximum occupancy for the licensed premises shall be equal to one (1) person for each five and one-half (5 ½) square feet of floor area which is not covered by bars or working spaces. d. There shall be no “go-go dancing,” “mud wrestling,” “nudity,” “topless dancing” or any lewd activity conducted on the licensed premises. e. The exterior security guards shall wear a shirt clearly marked, on front and back, “Osprey Security.” f. All windows to the licensed premises shall be closed at all times during hours of operation. All doors shall remain closed during hours of operation except for access to and from the licensed premises. Exterior doors shall not be left continuously open to provide access. g. No bottles or cans shall be dumped in the solid waste dumpster maintained by the license holder between the hours of twelve (12) midnight and seven (7) a.m. h. The licensee shall provide a litter patrol which will remove litter within 200 feet (except for the Municipal Beachwalk) of the licensed premises before nine (9) a. m. each morning following an operational day. i. At any time when there is a line of patrons awaiting entrance to the licensed premises, the line shall start at the front entranceway (corner of East Main Street and First Avenue) and proceed west along the north side of the licensed building and be located within 54" of the main wall of the licensed building. Temporary stanchions with rope or line shall connect each stanchion for the length of the patron line. If the line reaches the west side of the building, it shall be turned in a southerly direction and be formed in the driveway on the west side of the licensed building. The patron line must be supervised by at least two employees of the licensee whenever there are people awaiting entry to the licensed premises. j. The driveway on the west side of the licensed building connecting the parking lot to East Main Street shall be closed between 6:00 pm and 6:00 am. k. No live music at the licensed premises after 1:30 a.m. JUNE 16, 2025 l. The licensee shall comply with all provisions of the “New Jersey Smoke-Free Air Act”. N.J.S.A. 26:3d-55 et seq. If a smoking area is provided for patrons, the permitted smoking area cannot be on public property or the public sidewalk. The permitted smoking area, if any, shall be located within the licensed building, in accordance with applicable statutes, or on exterior grounds either owned, leased or otherwise controlled by the licensee. RESOLUTION 164-2025 WHEREAS, application has been made to the Borough Council of the Borough of Manasquan, County of Monmouth, State of New Jersey by Coastal Restaurant Group LLC., t/a Reef & Barrel for renewal of Plenary Retail Consumption Liquor License No. 1327-33-011-013 to cover premises at 153 Sea Girt Avenue, Manasquan, New Jersey; and WHEREAS, the governing body makes the following factual findings with respect to Plenary Retail Consumption Liquor Licenses issued by it: 1. The submitted application is complete in all respects. 2. The applicant is qualified to be licensed according to all statutory, regulatory and local governmental A.B.C. Laws and Regulations. WHEREAS, the governing body of the Borough of Manasquan has determined that Coastal Restaurant Group LLC., is entitled to a Plenary Retail Consumption License. NOW, THEREFORE, BE IT RESOLVED by the Borough Council of the Borough of Manasquan, County of Monmouth, State of New Jersey, that the Borough Clerk is hereby designated, authorized and instructed to issue and deliver a Plenary Retail Consumption Liquor License to the said Coastal Restaurant Group LLC. t/a Reef & Barrel to sell any alcoholic beverages at 153 Sea Girt Avenue and to store alcoholic beverages in a separate building until midnight, June 30, 2026, subject, however, to the following conditions: 1. At any time the licensed premises offers live entertainment or amplified music, all doors shall remain closed except for access to and from the licensed premises and all windows shall be closed. Exterior doors shall not be left open continuously. 2. No live music is permitted at the licensed premises after 1:30 am. 3. No bottles or cans shall be dumped in the solid waste dumpster maintained by the license holder between the hours of twelve (12) midnight and seven (7) a.m. 4. The licensee shall provide two (2) qualified uniformed security persons who shall be assigned to duty, about or adjacent to the parking lot serving the licensed premises from the hours of 7:00 p.m. to 3:00 a.m. on those Fridays, Saturdays and holidays from May 15th through September 15th when the licensee shall be open for business. 5. The licensee agrees to obtain professional training for its bartenders and managers to identify and properly control patrons who appear inebriated; the licensee shall keep proof of completion of this training at the premises for inspection. 6. The licensee shall provide a litter patrol which will remove litter within 200 feet of the licensed premises before 9:00 a.m. each morning following an operational day from May 15th to September 15th. JUNE 16, 2025 7. The Borough Council reserves the right to require the licensee to make appropriate arrangements to ensure that patrons of the licensed premises do not park or interfere with parking at 254-256-258 Parker Avenue. 8. There will be no audio speakers in the second floor dining area, no parties shall be planned and there will be no live entertainment. 9. Rooftop dining shall cease and the rooftop area will be vacated at 10:00 p.m., with the last seating at 9:00 p.m. 10. Rooftop dining shall have seating for 40 people only and shall be seasonally available during the months of May through September. RESOLUTION 165-2025 BE IT RESOLVED by the Council of the Borough of Manasquan, County of Monmouth, State of New Jersey that: WHEREAS, a refund of monies are due to the following: NAME: AMOUNT OF REFUND DUE: $1,000.00 REASON FOR REFUND: DUMPSTER PERMIT DEPOSIT RETURN – 359 EUCLID AVE NOW, THEREFORE, BE IT RESOLVED that the Chief Financial Officer is hereby authorized and directed to draw a warrant in the said amount to the above listed refunds with said warrant to be charged against the General Ledger. RESOLUTION 166-2025 AUTHORIZATION TO APPROVE ELECTRONIC TAX SALES THROUGH NJ TAX LIEN INVESTORS/REALAUCTION.COM PURSUANT TO THE RULES AND REGULATIONS PROMULGATED BY THE DIRECTOR OF THE DIVISION OF LOCAL GOVERNMENT SERVICES WHEREAS, N.J.S.A. 54: 5-19.1 authorizes electronic Tax Sales pursuant to the rules and regulation to be promulgated by the Director of the Division of Government Services; and WHEREAS, an electronic Tax Sale is innovative and provides a greater pool of potential lien buyers; thus, creating the environment for a more complete Tax Sale process; and WHEREAS, the Tax Collector is required to obtain three (3) quotes from Qualified Purchasing Agents; and WHEREAS, the Tax Collector has only been able to identify one company that is conducting Electronic Tax Sales in New Jersey that follows the rules and regulations of the Division of Government Services; that company being TAX LIEN INVESTORS/REAL AUCTION.COM. NOW, THEREFORE, BE IT RESOLVED, by the governing body of Borough of Manasquan, Monmouth County, New Jersey, that the Tax Collector is hereby authorized to contract with TAX LIEN JUNE 16, 2025 INVESTORS/REALAUCTION.COM to complete an Electronic Tax Sale for the 2025 and previous years, if applicable, outstanding delinquencies. BE IT FURTHER RESOLVED, that a certified copy of this Resolution be forwarded to the Tax Collector, Finance Officer and the Borough Auditor. RESOLUTION 167-2025 AUTHORIZING THE TAX COLLECTOR TO SUBSTITUTE UP TO TWO (2) MAILINGS IN LIEU OF ADVERTISEMENTS FOR THE TAX SALE AT A COST NOT TO EXCEED $25.00 (TWENTY-FIVE DOLLARS) FOR EACH MAILING WHEREAS, The Borough of Manasquan must advertise four consecutive weeks for Tax Sale; and WHEREAS the collector of taxes may substitute up to two (2) mailings in lieu of advertisement for the tax sale; and WHEREAS, NJSA 54:5-26 states that the cost for the mailing is not to exceed $25 (twenty-five dollars) per tax sale notice which shall be added to the cost of the Tax Sale. NOW, THEREFORE, BE IT RESOLVED by the Borough Council of the Borough of Manasquan, County of Monmouth and the State of New Jersey, that the Tax Collector may charge up to $25 (twenty- five dollars) for each set of the two (2) tax sale notices mailed for a particular property for an upcoming tax sale in lieu of advertisement. BE IT FURTHER RESOLVED that a certified copy of this resolution be forwarded to the Chief Financial Officer and Tax Collector. RESOLUTION 168-2025 BE IT RESOLVED by the Borough Council of the Borough of Manasquan, County of Monmouth, State of New Jersey, that the Borough of Manasquan retains the Professional Engineering services of Colliers Engineering & Design, 101 Crawfords Corner Road, Suite 3400, Holmdel, New Jersey 07733, to provide professional engineering services for Elevation Certificate Review and CRS Support. The fees are as follows:  Initial Submission Fee: $400.00  Resubmission Fee: $150.00 AND BE IT FURTHER RESOLVED by the Borough Council of the Borough of Manasquan, County of Monmouth, State of New Jersey, that the borough authorizes Elevation Certificate Review and CRS Support with the provision that each subsequent task shall require additional authorization subject to the recommendation of the Governing Body. RESOLUTION 169-2025 WHEREAS, application has been made to the Borough Council, Borough of Manasquan, County of Monmouth, State of New Jersey by Veterans of Foreign Wars Post 1838 t/a Manasquan VFW Post 1838 for the issuance of a Club License No. 1327-31-016-002 to cover premises at 30 Ridge Avenue in the Borough of Manasquan, New Jersey; and WHEREAS, the governing body makes the following findings with respect to Club Licenses to be issued by it: JUNE 16, 2025 1. The submitted application is complete in all respects including submission of the Club Member list. 2. The officers and directors of the Club are qualified according to statutory, regulatory and local governmental A. B. C. Laws and Regulations. 3. The Club maintains all records required by N.J.A.C. 13:2-8.8 and N.J.A.C. 13:2-8.12; and WHEREAS, the Manasquan VFW Post 1838 is adjudged to be entitled to a Club License; NOW, THEREFORE, BE IT RESOLVED, by the Borough Council of the Borough of Manasquan, County of Monmouth, State of New Jersey that the Borough Clerk is hereby designated, authorized and instructed to execute the aforesaid Club License to the Manasquan VFW Post 1838. This license is in effect until midnight, June 30, 2026, subject, however, to the following conditions: 1. At any time the licensed premises offers indoor live entertainment or amplified music, all doors shall remain closed except for access to and from the licensed premises and all windows shall be closed. Exterior doors shall not be left open continuously. 2. The licensee agrees to obtain professional training for its bartenders and managers to identify and properly control patrons who appear inebriated; the licensee shall keep proof of completion of this training at the premise for inspection. 3. The licensee will "police" for litter, etc., the perimeter of the VFW Post property and the neighboring vicinity before 8:00 am on weekends and during the week when warranted. 4. The premises will not open for business/service before 1 pm. 5. From May 15 to October 15 the following conditions apply: a. Sunday through Thursday the outside area may be open from 1 pm to 8 pm. b. Sunday through Thursday outside music shall end at 8 pm. c. Friday and Saturday the outside area may be open from 1 pm to 9 pm. d. Friday and Saturday outside music shall end at 9 pm. 6. From October 16 through May 14 the following conditions apply: a. There shall be no outdoor music. b. The outside area may open, weather permitting, with the same hours as stated in #5 above. 7. The Licensee will be limited to hosting eight (8) advertised, outdoor events during the year. RESOLUTION 170-2025 WHEREAS, application has been made to the Borough Council, Borough of Manasquan, County of Monmouth, State of New Jersey, by Mana River Group LLC for Plenary Retail Consumption Liquor License No. 1327-33-010-014 to cover premises at 142 Main Street, Manasquan, New Jersey; and WHEREAS, the governing body makes the following findings with respect to Plenary Retail Consumption Liquor Licenses issued by it: 1. The submitted application form is complete in all respects. 2. The applicant is qualified to be licensed according to all statutory, regulatory, and local governmental A.B.C. Laws and Regulations. WHEREAS, the said Mana River Group LLC is adjudged to be entitled to a Plenary Retail Consumption Liquor License. JUNE 16, 2025 NOW, THEREFORE, BE IT RESOLVED, by the Borough Council, Borough of Manasquan, County of Monmouth, State of New Jersey, that the Borough Clerk be designated, authorized and instructed to issue and deliver a Plenary Retail Consumption Liquor License to the said Mana River Group LLC to sell alcoholic beverages at 142 Main Street, Manasquan, New Jersey, until midnight, June 30, 2026, subject, however, to the following conditions: 1. At any time the licensed premises offers live entertainment, which is limited to three musicians, all doors shall remain closed except for access to and from the licensed premises and all windows shall be closed. Exterior doors shall not be left open continuously. 2. No bottles or cans shall be dumped in the solid waste dumpster maintained by the license holder between the hours of twelve (12) midnight and seven (7) a.m. 3. Alcoholic beverages will only be served in the permitted outdoor area only between 11:00 a.m. to 11:00 p.m. 4. The licensee shall provide a litter patrol which will remove litter within 200 feet of the licensed premises before (9) a.m. each morning following an operational day. 5. The licensee agrees to obtain professional training for its bartenders and managers to identify and properly control patrons who appear inebriated; the licensee shall keep proof of completion of this training at the premises for inspection. 6. The licensee shall comply with all provisions of the “New Jersey Smoke-Free Air Act”. N.J.S.A. 26:3d-55 et seq. RESOLUTION 171-2025 BE IT RESOLVED that the Mayor and Council of the Borough of Manasquan, in the County of Monmouth, accepts the resignation of Marrisa Mulligan from the position of Finance Clerk in the Department of Finance, effective June 24, 2025. RESOLUTION 172-2025 WHEREAS, the Mayor and Governing Body of the Borough of Manasquan, County of Monmouth, State of New Jersey, has received and accepted the resignation of Thomas Flarity who has served as the Borough Administrator; and WHEREAS, Mr. Flarity has submitted a formal letter of resignation effective June 6, 2025, and has served the Borough with professionalism and dedication throughout his tenure; and WHEREAS, the Mayor and Governing body wishes to formally acknowledge and accept the resignation, and express appreciation to the contributions made by Thomas Flarity to the community; NOW THEREFOR BE IT RESOLVED by the Governing Body of the Borough of Manasquan, County of Monmouth, State of New Jersey that the resignation of Thomas Flarity, Business Administrator is hereby formally accepted, effective June 6, 2025. There shall be no consumption of alcoholic beverages outside of the structure on the property, except for the “proposed outdoor area” shown on a diagram submitted as part of the renewal application for this liquor license. The outdoor area consists of 510 square feet to the east of a portion of the structure labeled on the diagram as “ENCLOSED PORCH – roof over.” Alcoholic beverages may only be served and consumed in this area between the hours of 11:00 a.m. and 10:00 p.m. Alcoholic beverages shall be available to patrons only through service by waiters or waitresses. Only a service bar may be maintained in this area. No patrons may be seated or standing at the service bar. No live music or amplified music shall be conducted in this area except for an acoustic guitar. Landscaping shall be provided in accordance with the diagram outlining this area. 3. Katherine McClave, Second Avenue, Katherine McClave, a resident of Second Avenue, has formally requested that the Manasquan council consider constructing dedicated pickleball courts. She highlighted The growing popularity of pickleball, the origin of the sport, current Manasquan resident participation statistics in recreational Pickleball and the poor condition of the existing outdoor court. She is specifically requesting a dedicated outdoor pickleball court space and expressed her desire to be involved in the consideration process. Councilwomen Shiela responded, she confirmed that the petition request last year was received but there was some discrepancies on the actual residents of Manasquan who signed it. She stated that they can place it on the next Recreation Committee Agenda for discussion. Joanne Krozier, Mclean Avenue, expressed concerns about the windscreens recently installed at the courts, stating that they are not appropriate for the area and that wind is the least of the concerns. She also noted ongoing scheduling conflicts with the hockey program, citing the shared use of the space as a continuing issue. Marc Rogoff, of Pershing Avenue, addressed the Council regarding the need for a dedicated pickleball facility in Manasquan. He noted that surrounding towns have fenced-in courts with permanent nets, providing a safer and more user-friendly experience. In contrast, Manasquan players currently must assemble and dismantle portable nets each time they play, which he described as inconvenient and inefficient. Mr. Rogoff referenced the Monmouth County Open Space Park Improvement Grant as a potential funding source and encouraged the Borough to apply for the grant in 2026. He asked the Council to commit to pursuing this initiative. Borough Engineer Joe Raftery responded, stating that the Borough has already submitted a project proposal for the 2026 grant cycle. However, he noted that, through further discussion and planning, the JUNE 16, 2025 development of dedicated pickleball courts could be considered for a 2027 grant application. He also provided an overview of the planning process and timeline involved in applying for the grant. Doug Natal, of Wishing Well Lane, spoke in support of establishing dedicated pickleball facilities in Manasquan. He emphasized that pickleball is not just a sport for older adults, citing statistics that show participation across all age groups. Mr. Natal noted that the average age of pickleball players is 34, underscoring the sport’s broad and growing appeal. Councilman Bryant made a motion to close the public portion seconded by Councilman Bresnahan. Motion carried unanimously. Committee Reports Shared Services and Grant Committee – Councilman Bresnahan reported that the beaches are open for the season. He also reminded the public that bicycles are permitted on the beachfront walkway only until 6:00 am until 9:00 a.m. until September. The Administration Committee – Councilman Bryant reported that the council this evening approved two significant resolutions: Euclid Avenue Phase II and Improvements to Winterstella Park. These actions reflect the council’s ongoing commitment to strengthening our community’s infrastructure and enhancing recreational spaces. Whenever possible, the council continues to pursue grant funding to minimize the financial burden on taxpayers. Additionally, Councilman Bryant congratulated Keara Homan on successfully completing her Registered Municipal Clerk examination, officially earning the title of Registered Municipal Clerk. Public Safety Committee - Councilman Olivera reported that he had no official report at this time. However, he noted the recent resignation of Tom Flarity and extended his sincere thanks for Tom’s hard work and dedication over the years, adding that it was a pleasure working with him. Councilman Olivera emphasized the importance of continuity and offered congratulations to Rich Read, who is stepping into the role seamlessly and without missing a beat. Additionally, Councilman Olivera shared that he recently represented the council at the MBIA meeting. He thanked the organization for their hospitality, complimented the quality of the meeting, and appreciated the opportunity to share insights from the council with its members. Community Service Committee - Councilwoman Vidreiro reported that two Recreation Scholarships were awarded by Erik Ertle and extended congratulations to the recipients. She noted that Summer Camp will run from July 1 through August 8 and is open to children in Kindergarten through 5th grade. She also announced The 4th of July Parade and Fireworks are scheduled for July 3rd and The Atlantic Wind Ensemble will perform at Mallard Park on July 2nd at 7:00 PM. Councilwoman Vidreiro concluded by noting that the recent MBIA Meeting was a success. Land Use Committee – Councilwoman Triggiano reported that she did not have an official report but wanted to congratulate the Manasquan Boy Lacrosse team for winning a State Title and Congratulate Rich Read for his new position. Councilman Bryant Triggiano made a motion to close the regular meeting at 7:56 p.m., seconded by Councilwomen Vidreiro. Motion carried unanimously.
