SEPTEMBER 8, 2025 Regular Meeting of Mayor and Council was convened at 7:00 p.m. on September 8, 2025, with Mayor Michael Mangan presiding. This meeting was held in person at Borough Hall and via Zoom. Mayor Mangan read the statement re: Open Public Meetings Act of 1975 and that adequate notice has been provided by transmitting the Resolution to the Asbury Park Press and the Coast Star, by posting it in the Borough Hall on a bulletin board reserved for such announcements, and by posting it on the official website of the borough. Mayor Mangan stated that zoom meetings are a courtesy and if the zoom platform fails the meeting will continue in person. Mayor Mangan welcomed the audience and invited them to join in a moment of silent prayer and a salute to the Flag. ROLL CALL: Present: Council Members Bruce Bresnahan, Jay Bryant, Brian Holly, Gregg Olivera, Lori Triggiano and Sheila Vidreiro Absent: None Also, present was Borough Attorney Mark Kitrick and Borough Administrator Rich Read. Audience Participation Councilman Holly made a motion to open the meeting to the public, seconded by Councilman Olivera. Motion carried unanimously. There being none, Councilman Holly made a motion to close the audience participation seconded by Bresnahan. Motion carried unanimously. Proclamations Mayor Mangan read a Proclamation recognizing Childhood Cancer Awareness Month. Childhood Cancer Awareness Month Borough of Manasquan WHEREAS, every year, approximately 15,780 children in the United States are diagnosed with cancer before the age of 19, and 47 children are diagnosed with cancer every day; WHEREAS, despite significant medical advancements, cancer remains the number one cause of death by disease among children in the United States; WHEREAS, tragically, one in seven children diagnosed with cancer in the United States will not survive, and for those who do, two out of every three will suffer long-term chronic health conditions as a result of their treatment; WHEREAS, the emotional and financial burden on families facing a childhood cancer diagnosis is profound, with 75.7% of families reporting that at least one parent must reduce work hours or leave employment entirely to care for their child; WHEREAS, September is recognized nationwide as Childhood Cancer Awareness Month, serving as a time to honor the courage of children battling cancer and to support efforts aimed at prevention, treatment, and ultimately, a cure; WHEREAS, the State of New Jersey ranks third in the nation in the highest incidence of childhood cancer, underscoring the urgent need for awareness and action within our communities; WHEREAS, The Ashley Lauren Foundation, a Manasquan-based 501(c)(3) nonprofit organization, has been a beacon of hope since 2005, providing critical financial, material, and emotional support to New Jersey children with cancer and their families;  SEPTEMBER 8, 2025 WHEREAS, The Ashley Lauren Foundation continues to make a profound difference through programs including wish fulfillment, parties, birthdays, hospital outreach, and the Amazon Smiles Program, as well as forming vital partnerships with healthcare institutions throughout the state; NOW, THEREFORE, I, Michael Mangan, Mayor of the Borough of Manasquan, on behalf of the Borough Council and our residents, do hereby proclaim the month of September 2025 as CHILDHOOD CANCER AWARENESS MONTH in the Borough of Manasquan and encourage all citizens to recognize the courageous children and families facing pediatric cancer, support organizations like The Ashley Lauren Foundation, and raise awareness of this critical issue affecting our community and our nation. Mayor Mangan read a Proclamation recognizing the Manasquan Senior Citizens Organization In Honor of the Manasquan Senior Citizens Organization WHEREAS, the Manasquan Senior Citizens Organization was founded through the dedication and vision of Joan Pizio and Joan Harriman, who sought to create a welcoming and active community for the borough’s senior citizens; and WHEREAS, with the support and encouragement of town leaders Richard Dunne, Ron Jacobson, and George Dempsey, the first planning meeting was held in Joan Pizio’s kitchen, marking the beginning of what would become a cornerstone of community life; and WHEREAS, the organization held its earliest meetings at the Woman’s Club, overcoming early financial hurdles with a $500 contribution from the Recreation Commission to ensure the success of the group’s initial year; and WHEREAS, through the hard work of its founding members, the Manasquan Senior Citizens Organization grew from humble beginnings into a thriving, vital, and active group that has served the seniors of Manasquan with purpose, compassion, and commitment; and WHEREAS, in September of 2015, the group joyfully celebrated its 10th Anniversary at the ELK’s Lodge, commemorating a decade of meaningful service and community-building; NOW, THEREFORE, BE IT RESOLVED that the Borough of Manasquan proudly recognizes and honors the founding committee for their outstanding contributions: Original Committee (2004–2005) Chairman: Joan Pizio Vice Chairman: Joan Harriman Secretary: Marlyn Heinze Treasurer: June Cunningham Members: Becky Brenner Frank Servidco Nick Perone Pat Dunne Pat DiSalvo Eileen Roland Janice LaVance Jane Haisser Lia Trench Nancy Paulsen NOW, THEREFORE, BE IT PROCLAIMED that I, Michael W. Mangan, Mayor of the Borough of Manasquan, on behalf of the Borough Council, do hereby recognize and commend the unwavering service, vision, and community spirit of the Manasquan Senior Citizens Organization and its founding members.  SEPTEMBER 8, 2025 Approval of Minutes Regular Meeting Minutes – August 18, 2025 Councilman Holly made a motion to approve the minutes, seconded by Councilwoman Videiro. Motion carried unanimously. Workshop Discussion Election Polling Location Administrator Read discussed the relocation of two polling locations from St. Denis School to the Manasquan Community Senior Center. As part of the discussion, it was noted that 24 parking spaces will be made available at the Senior Center, and that residents of Voting Districts 2 and 3 will receive notification of the change. First Avenue & Riverside Drive Phase 3 Administrator Read presented the concept plan for the First Avenue & Riverside Drive Project which includes safer parking angles, additional parking spaces, and a pedestrian area, council agreed to proceed with bidding. Details on planters and bollards will be finalized at a future meeting. Mayor Mangan asked for public comments. Councilman Holly motioned to open the discussion to the public, seconded by Councilwoman Vidreiro. Motion carried unanimously. Katherine Kehoe, Carlson’s Corner, raised concerns about her involvement in the project and parking spaces, and noted that she will contact the Borough Administrator to meet and discuss her concerns. Mary Ryan, Beachfront, inquired about the effect on handicapped parking ON Riverside Drive. Councilman Holly motioned to close the discussion to the public, seconded by Councilwoman Triggiano. Motion carried unanimously The council agreed to proceed with putting the project out to bid. Details regarding planters and bollards will be finalized at a future meeting. Winterstella Park Mayor Mangan summarized and explained the plans for Winterstella Park. Borough Administrator Read reviewed the details, which include three distinct playground areas: a swing set bay, a 2–5 play set area, and a 5–12 section with ropes, all designed to be fully inclusive and handicapped accessible. The park will also feature a berm with natural elements, a water garden for drainage control, and a 48-foot ramp to ensure accessibility. The council agreed to proceed with the project. Zoning Ordinances Mayor Mangan updated the status of the proposed Zoning Ordinances. The council approved posting zoning ordinances for review, with a two-week extension given for public comment. Engineer’s Report The Engineer’s Report, originally scheduled for this meeting, was rescheduled for the council meeting on September 22,2025. Consent Agenda Borough Attorney read the following resolutions for approval.  SEPTEMBER 8, 2025 RESOLUTION 252-2025 BE IT RESOLVED by the Council of the Borough of Manasquan, County of Monmouth, State of New Jersey that: WHEREAS, a refund of monies are due to the following: NAME: MARKEY WINDOWS DOORS & MORE LLC 618 EAST MAIN STREET BRIDGEWATER, NJ 08807 AMOUNT OF REFUND DUE: $1,000.00 REASON FOR REFUND: DUMPSTER PERMIT DEPOSIT RETURN – 27 BLAKEY AVE NOW, THEREFORE, BE IT RESOLVED that the Chief Financial Officer is hereby authorized and directed to draw a warrant in the said amount to the above listed refunds with said warrant to be charged against the General Ledger. RESOLUTION 253-2025 WHEREAS, Douglas Wells was appointed provisional to Part Time Assistant Recreation Supervisor with an effective date of January 1, 2023; and WHEREAS, Mr. Wells has submitted his application to the Civil Service Commission; and WHEREAS, the Civil Service Commission has provided the Borough with a Certification of Eligibles for Appointment due September 9, 2025; and WHEREAS, Mr. Wells is the only employee on the list and there is no change in salary; and WHEREAS, by appointing Mr. Wells to this Civil Service Position starts a working test period; NOW THEREFORE, BE IT RESOLVED on the 8th day of September 2025 by the Manasquan Borough Council, County of Monmouth, State of New Jersey that the following personnel action is hereby approved: Employee Borough Hourly Hours Effective Title Rate Date Douglas Wells Assistant $24.50/hr Part-Time September Recreation 8, 2025 Supervisor RESOLUTION 254-2025 WHEREAS, the Borough of Manasquan Council recognizes the importance of maintaining accurate financial records and ensuring proper oversight of the Finance Office; and WHEREAS, the services of a Certified Financial Officer are required on an as needed basis to ensure continued financial accuracy and accountability during the period of September 6, 2025, through September  SEPTEMBER 8, 2025 22, 2025; and WHEREAS, Robbin Kirk is a qualified Certified Financial Officer and is available to provide oversight and professional assistance during this time frame; and WHEREAS, the proposed rate of compensation for these services is $100.00 per hour; NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Council of the Borough of Manasquan, County of Monmouth, State of New Jersey, that Robbin Kirk is hereby appointed as a Certified Financial Officer on an as needed basis for the period of September 6, 2025, through September 22, 2025, at the rate of $100.00 per hour; and BE IT FURTHER RESOLVED, that the Chief Financial Officer and Municipal Clerk are authorized to process payment for services rendered under this resolution. RESOLUTION 255-2025 RESOLUTION OF THE BOROUGH COUNCIL OF THE BOROUGH OF MANASQUAN, MONMOUTH COUNTY, NEW JERSEY, AMENDING PERSONNEL POLICIES AND PROCEDURES WHEREAS, the Borough Council has determined that there is a need to amend, add and update certain provisions within the personnel policies and procedures to ensure alignment with current laws, employment best practices and the needs of the Borough; and WHEREAS, a review of the existing personnel policies and procedures has been conducted, and proposed amendments and updates have been drafted; and WHEREAS, the proposed changes comply with the requirements with the Municipal Excess Liability Joint Insurance Fund Employment Best Practices checklist. NOW, THEREFORE BE IT RESOLVED on this 8th day of September 2025, by the Borough Council of the Borough of Manasquan, in the county of Monmouth and State of New Jersey as follows: 1. The proposed amendments, additions, and updates to the Personnel Policies and Procedures Manual, as attached hereto, are hereby and is on file at the Municipal Clerk’s Office. 2. These amended personnel policies and procedures shall apply to Manasquan officials, appointees, employees, volunteers, and independent contractors. In the event there is a conflict between these rules and any collective bargaining agreement, personnel services contract of Federal or State law, the terms and conditions of that contract or law shall prevail. In all other cases, these policies and procedures shall prevail. 3. Any inconsistencies between the amended policy and other sections of the current policy shall be reflected to coincide with the adopted amended policy. 4. This amended manual is intended to provide guidelines covering public service by Manasquan employees and is not a contract. The provisions of this manual may be amended and supplemented from time to time without notice and at the sole discretion of the Borough Council. 5. To the maximum extent permitted by law, employment practices for Manasquan shall operate under the legal doctrine known as “employment at will.” 6. The Municipal Administrator and all managerial/supervisory personnel are responsible for these employment practices. The Chief of Staff and the Municipal Attorney shall assist the Municipal Administrator in the implementation of the policies and procedures in this manual.  SEPTEMBER 8, 2025 RESOLUTION 256- 2025 A RESOLUTION TO ADOPT PROCEURES FOR ADMINISTRATION AND INSPECTION OF FEDERAL AID HIGHWAY PROJECTS WHEREAS, the Federal Highway Administration (FHWA) provides opportunities for Local Public Agencies (LPA), such as the Borough of Manasquan, to receive Federal Aid Highway Program (FAHP or federal-aid) funds through New Jersey Department of Transportation (NJDOT); and WHEREAS, the Borough of Manasquan is presently the recipient of federal-aid funds through a project awarded under the NJDOT Transportation Alternatives Program (TAP) for the Manasquan Business District Streetscape – 2016 TAP project; and WHEREAS, the Borough of Manasquan as an LPA, is responsible for administering federal-aid funded projects in compliance with all federal-aid requirements established by the FHWA; and WHEREAS, the NJDOT, through its Stewardship Agreement with FHWA, is responsible for ensuring that the Borough of Manasquan is adequately staffed and suitably equipped to undertake federal- aid projects, and ensure that federal requirements are met; and WHEREAS, the Borough of Manasquan, as required by the NJDOT, has developed a Policy outlining the required procedures for the Administration of Federally Funded Transportation Projects administered through the NJDOT; NOW, THEREFORE, BE IT RESOLVED, by the Council of the Borough of Manasquan, County of Monmouth, State of New Jersey, that the Borough of Manasquan adopts the policy entitled, “Borough of Manasquan Procedure for Administration and Inspection of federal Aid Highway Projects” dated April 2024. RESOLUTION 257-2025 A RESOLUTION OF THE BOROUGH OF MANASQUAN ADOPTING THE MONMOUTH COUNTY MULTI-JURISDICTIONAL HAZARD MITIGATION PLAN 2026 WHEREAS the Mayor and Council recognizes the threat that natural hazards pose to people and property within the Borough of Manasquan; and WHEREAS the County of Monmouth has prepared a multi-hazard mitigation plan, hereby known as Monmouth County Multi-Jurisdictional Hazard Mitigation Plan 2026, in accordance with federal and state laws, including the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended; the National Flood Insurance Act of 1968, as amended; and the National Dam Safety Program Act, as amended; and New Jersey P.L. 2023, CHAPTER 313 approved January 16, 2024. WHEREAS the Monmouth County Multi-Jurisdictional Hazard Mitigation Plan 2026, identifies current and future natural hazard risks, and assesses the vulnerability of facilities, infrastructure, and populations, and defines mitigation goals and actions to reduce or eliminate long term risk to people and property in (local government) from the impacts of future natural hazards and disasters; and WHEREAS adoption by the Mayor and Council demonstrates its commitment to hazard mitigation and achieving the goals outlined in the Monmouth County Multi-Jurisdictional Hazard Mitigation Plan 2026. NOW THEREFORE, BE IT RESOLVED BY THE BOROUGH OF MANASQUAN, NJ THAT: Section 1. In accordance with N.J.S.A. 40A:60-5, the Mayor and Council adopts the Monmouth County Multi-Jurisdictional Hazard Mitigation Plan 2026. While content related to the Borough of Manasquan may require revisions to meet the plan approval requirements, changes occurring after adoption will not require the Borough of Manasquan to re-adopt any further iterations of the plan. Subsequent plan updates following the approval period for this plan will require separate adoption resolutions.  SEPTEMBER 8, 2025 RESOLUTION 258-2025 RESOLUTION OF THE BOROUGH COUNCIL OF THE BOROUGH OF MANASQUAN, MONMOUTH COUNTY, REVIEWING AND APPROVING THE BOROUGH OF MANASQUAN BOARD OF FIRE COMMISSIONERS OF FIRE DISTRICT No. 1 FIRE COMMISSIONER SALARY FOR 2026 WHEREAS, via attached Resolution No. 2025, Borough of Manasquan Fire District No. 1 authorized and approved the 2026 annual compensation for the Board of Fire Commissioners: and WHEREAS, N.J.S.A. 40A:14-88 requires the salaries of members of Board of Commissioners of Fire Districts to be reviewed and approved annually by the governing body; and WHEREAS, the Mayor and Borough Council of the Borough of Manasquan have reviewed Board of Fire Commissioners of Fire District No. 1 Resolution 2025 and the proposed annual compensation for each of the Board Commissioners as $2000.00. Committee Reports Community Service Committee – Councilwoman Vidreiro reported on upcoming recreation events and noted recognition of the Manasquan Senior Citizens Organization for their service and commitment. Land Use Committee – Councilwoman Triggiano reported on the monthly activities of the Code, Construction, and Zoning Department and provided the bulk pick-up schedule. Public Safety Committee – Councilman Olivera reported on ongoing discussions regarding e-bikes and noted Chief Restivo’s efforts to educate the public on related safety concerns. Public Property Committee – Councilman Holly reported on preparations at the beach for the winter season and provided an update on the leaf pick-up program. Administration Committee – Councilman Bryant recognized the Manasquan Senior Citizens Organization for their years of dedication and noted the Proclamation presented this evening for Childhood Cancer Awareness Month. He further reported that Manasquan High School is committed to the cause, with funds raised through the annual Squan-a-Thon donated to support childhood cancer initiatives. Shared Services & Grants Committee – Councilman Bresnahan recognized the contributions of the Manasquan Seniors and noted the service and sacrifices of firefighters, particularly in remembrance of September 11th. Mayor Mangan announced that the Open Space Referendum has been approved by the county and will appear on the November 4, 2025, election ballot for public consideration. Debra Preston, Riverside Drive – Thanked the Council for addressing her concerns regarding traffic on Riverside Drive during the summer season and expressed appreciation for the Police Department’s presence in the area. Mary Ryan, Beachfront – Acknowledged the previous speaker and also thanked the Council and Police Department for their efforts in alleviating issues in the beach area. She congratulated Mayor Mangan,  SEPTEMBER 8, 2025 Councilwoman Vidreiro, and all involved in the success of the Mayor’s Ball, noting it was an enjoyable evening and supported a worthy cause, “Manasquan Cares.” Councilman Holly made a motion to close the public portion, seconded by Councilwomen Vidreiro. Motion carried unanimously. Closed Session The Borough Attorney presented a resolution, pursuant to N.J.S.A. 10:4-12(b)(7), authorizing the governing body to meet in closed session at 7:59 p.m. Councilman Holly made a motion to approve the resolution, seconded by Councilwoman Triggiano. Motion carried unanimously. The closed session portion of the minutes begins on the next page. Councilman Bryant made a motion to open the regular meeting at 8:53 p.m., seconded by Councilman Holly.
