MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING
OF MONDAY, JANUARY 5, 2015
AT 200 HIGHLANDS BOULEVARD DRIVE
1. CALL TO ORDER
Mayor David L. Willson called the Regular Board of Aldermen meeting to order at 7:00
p.m.
2. ROLL CALL AND STATEMENT OF QUORUM
Roll call showed those present were Alderman Clement, Alderman Stevens, Alderman
Hamill, Alderman Ottenad, Alderman Schrader, Alderman Diehl, Mayor Willson and Attorney
Gunn. A quorum was present.
3. APPROVAL OF THE MINUTES
a. Minutes of the Monday, December 15, 2014 Regular Board of Aldermen meeting
Aldermen Clement and Hamill simultaneously made the motion to approve the Minutes of
the Monday, December 15, 2014 Regular Board of Aldermen meeting. The motion was seconded
by Alderman Schrader and carried unanimously, without objection.
4. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA
Alderman Hamill and Alderman Clement simultaneously made the motion to approve the
Order of Items on the Agenda, as submitted. The motion was seconded by Alderman Schrader and
carried unanimously, without objection.
5. CONSIDERATION OF PETITIONS AND COMMENTS FROM THE PUBLIC
a. Comments from the Public
There were none.
6. REPORTS FROM THE MAYOR
a. Mayoral Report

Mayor Willson reported that on December 18, he attended the Senior Luncheon, there were
quite a few first-timers, and, as always, it was sold out. Director Eileen Collins and her staff, along
with Public Works staff, did a wonderful job. Mayor Willson said that students from Carmen Trails
School made it a nice event by singing lots of songs. On December 31, Mayor Willson rode with
Police Officers; he said it was a very quiet evening and he appreciates being able to go out with
them on patrol.
7. REPORTS FROM THE CITY ADMINISTRATOR
a. List of Paid Bills (Warrant dates of December 16, 2014 to December 30, 2014)
There were no questions.
8. REPORTS FROM COMMITTEES
a. Planning and Zoning Commission
Alderman Clement stated that the Planning and Zoning Commission did not meet, but there
is an agenda for next Monday.
b. Manchester Arts
Alderman Stevens stated that Manchester Arts has not met, but they will be meeting on
Wednesday. She said they are continuing to work on their future plans, such as: trying to offer some
classes, looking at grants, and looking at registering Manchester Art’s logo.
9. ACTION ON OLD BILLS
a. There were none.
10. INTRODUCTION OF NEW BILLS
a. RESOLUTION AUTHORIZING BULK PURCHASE OF GASOLINE AND
DIESEL FUEL
Alderman Schrader read Proposed Resolution # 15-0513, entitled: “A RESOLUTION
ACCEPTING THE BID OF FROESEL OIL COMPANY, INC. IN THE AMOUNT OF ONE
HUNDRED TWENTY-TWO THOUSAND FIVE HUNDRED DOLLARS ($122,500.00) FOR
THE BULK PURCHASE OF REGULAR UNLEADED GASOLINE AND ULTRA LOW
SULFUR DIESEL FUEL AND AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY
OF MANCHESTER TO ISSUE A PURCHASE ORDER THEREFOR”, by title only.
Alderman Schrader made the motion for approval of Resolution # 15-0513. The motion was
seconded by Alderman Clement and carried unanimously, without objection.
11. MISCELLANEOUS
a. Comments from the Public

Mr. James Bottorff, 580 Larksmore Court, said the entertainment at the Senior Lunch was
perfect.
12. ADJOURNMENT
At 7:09 p.m., there being no further business, Alderman Hamill and Alderman Clement
simultaneously made the motion to adjourn. The motion was seconded by Alderman Schrader and
carried unanimously, without objection. The meeting adjourned at 7:09:32 p.m.
