MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, OCTOBER 19, 2015 AT 200 HIGHLANDS BOULEVARD DRIVE 1. CALL TO ORDER Mayor David L. Willson called the Regular Board of Aldermen meeting to order at 7:00 p.m. 2. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Clement, Alderman Stevens, Alderman Hamill, Alderman Ottenad, Alderman Baumann, Alderman Diehl, Mayor Willson and Attorney Gunn. A quorum was present. 3. APPROVAL OF THE MINUTES a. Minutes of the October 5, 2015 Continued Public Hearings regarding a Special Use Permit Request for outside propane tank storage, a Special Use Permit Request for permanent outside displays, and a Special Use Permit Request for four seasonal displays and outside retail sales at 14244-14264 Manchester Road Alderman Hamill and Alderman Clement simultaneously made the motion to approve the Minutes of the October 5, 2015 Continued Public Hearings regarding a Special Use Permit Request for outside propane tank storage, a Special Use Permit Request for permanent outside displays, and a Special Use Permit Request for four seasonal displays and outside retail sales at 14244-14264 Manchester Road. The motion was seconded by Alderman Baumann and carried unanimously, without objection. b. Minutes of the October 5, 2015 Continued Public Hearing regarding a Special Use Permit Request for a package liquor store at 701 Big Bend Alderman Hamill made the motion to approve the Minutes of the October 5, 2015 Continued Public Hearing regarding a Special Use Permit Request for a package liquor store at 701 Big Bend. The motion was seconded by Aldermen Clement and Ottenad simultaneously and carried unanimously, without objection. c. Minutes of the October 5, 2015 Regular Board of Aldermen meeting Regular Board of Aldermen 10/19/2015 Page 1  Alderman Baumann made the motion to approve the Minutes of the October 5, 2015 Regular Board of Aldermen meeting. The motion was seconded by Alderman Ottenad and carried unanimously, without objection. 4. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Alderman Diehl advised that item 9 (a) would be deferred to the November 2 meeting. Alderman Hamill made the motion to approve the Order of Items on the Agenda as amended. The motion was seconded by Alderman Clement and carried unanimously, without objection. 5. CONSIDERATION OF PETITIONS AND COMMENTS FROM THE PUBLIC a. Report on Document Shredding Event Alderman Ottenad stated on October 10, the City had 149 participants, and 2 ¼ tons of shredded documents. Collected were 322 cans of food and $41 in cash donations for the Circle of Concern. b. Comments from the Public There were none. 6. REPORTS FROM THE MAYOR a. Recommendation for appointment of Nelson D. Nolte to the Planning and Zoning Commission Alderman Hamill made the motion to appoint Nelson D. Nolte to the Planning and Zoning Commission. The motion was seconded by Alderman Clement and carried unanimously, without objection. b. Mayoral Report Mayor Willson reported on October 6, he took a tour with Director Bob Ruck to see all the projects going on around the City and to look at the channel repairs; later that morning he was a guest speaker at the West County Rotary Luncheon; on October 7 he attended the “Walk for Safety” event at the First Evangelical Free Church where there were close to 400 children involved. Mayor Willson reported on October 8, he attended the Metro Mayors Meeting; on October 9 he attended the Lafayette Area Mayor’s Organization meeting, and that evening was the Old Trails Historical Society’s opening of their art display. On October 10, the “Community Emergency Response Team” (CERT) Graduation was held at Monarch Fire; also on the same day, the City held the document shredding, and also the West County EMS and Fire District’s October event was held. October 13 was the staff meeting, and on October 13 and 15, the Aldermen attended the budget sessions; he attended the staff meeting on October 15, and later that day, he interviewed with Harry Hamm from KMOX in regard to the City’s relationship with West County EMS and Fire District. He reported that on October 17, along with Alderman John Diehl, he went to Fox Hill Estates and a backyard party where they discussed Manchester and upcoming events; on October 18 the CERT Regular Board of Aldermen 10/19/2015 Page 2 chili cook off was held and Jim Holten was the winner. 7. REPORTS FROM THE CITY ADMINISTRATOR a. List of Paid Bills (Warrant dates of October 4 – October 17, 2015) There were no questions. 8. REPORTS FROM COMMITTEES a. Planning and Zoning Commission Alderman Clement advised that there was no Planning and Zoning Commission meeting, and there is no agenda for next week. b. Homecoming Committee Director of Parks and Recreation Eileen Collins stated they have received all the financials in and about $2,700 has been received from the Legion; the total cost to the City was about $1,500 for Homecoming weekend, including salaries and everything. The first meeting for next year’s event will be April 13 at the Legion Hall. The Homecoming dinner at Tucker’s Place West will be on December 5. There were a couple suggestions that information go to the vendors earlier for next year, especially since this will be the 30th year for Manchester’s Homecoming. There will be a sign next year stating parking is free on the ball field so people are aware of that, and there will also be information regarding overflow parking. She said there was a suggestion to possibly shorten the daily ending time of Homecoming to 10:00 p.m. or 10:30 p.m., because by the end of the night; there aren’t many people there. Director Collins expressed thanks to Elva for all the cookies. c. Manchester Arts Alderman Stevens stated that Manchester Arts in process of planning next year’s activities. There was a Public Arts meeting this evening, and they are looking for ways to encourage more public art availability in the community. Alderman Stevens wondered if there is any interest in having the Old Trails quilt permanently displayed in a City facility. Alderman Clement stated it is an Old Trails quilt, he believes they would be interested in having it publicly displayed, possibly hanging it at City Hall. d. Meeting with Country Lane Woods - Gascony Alderman Clement reported that Mayor Willson, Alderman Ottenad, and Lieutenant Craig Smith met with the trustees of Country Lane Woods – Gascony and discussed about what is going on with the City. 9. ACTION ON OLD BILLS a. BILL # 15-2240 - AN ORDINANCE AMENDING THE CODE OF ORDINANCES Regular Board of Aldermen 10/19/2015 Page 3  REGARDING OUTDOOR SMOKERS Bill # 15-2240 was deferred to the November 2, 2015 Board of Aldermen meeting. b. BILL # 15-2242 - AN ORDINANCE AMENDING THE CODE OF ORDINANCES IN REGARD TO FAILURE TO APPEAR IN MUNICIPAL COURT Alderman Diehl read for the second time Bill # 15-2242, entitled: “AN ORDINANCE AMENDING SUB-PART A OF SECTION 100.100 AND SUB-PART A(1) OF SECTION 210.075 OF THE CODE OF ORDINANCES OF THE CITY OF MANCHESTER RELATING TO THE GENERAL PENALTY PROVISIONS APPLICABLE TO VIOLATIONS OF THE CODE AND TO THE SPECIFIC VIOLATION OF FAILURE TO APPEAR IN MUNICIPAL COURT”, by title only. Alderman Diehl made the motion that Bill # 15-2242 become Ordinance # 15-2126. The motion was seconded by Alderman Clement. A poll of the Board showed: Alderman Clement – aye Alderman Stevens – aye Alderman Hamill – aye Alderman Diehl – aye Alderman Baumann – aye Alderman Ottenad - aye Mayor Willson announced the motion passed 6 – 0, with no objections. 10. INTRODUCTION OF NEW BILLS a. There were none. 11. MISCELLANEOUS a. Comments from the Public There were none. 12. ADJOURNMENT At 7:18 p.m., there being no further business, Alderman Clement made the motion to adjourn. The motion was seconded by Alderman Hamill and carried unanimously, without objection.
