MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, JANUARY 18, 2016 AT 200 HIGHLANDS BOULEVARD DRIVE 1. CALL TO ORDER Mayor David L. Willson called the Regular Board of Aldermen meeting to order at 7:00 p.m. 2. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Clement, Alderman Hamill, Alderman Ottenad, Alderman Baumann, Alderman Diehl, Mayor Willson and Attorney Gunn. Alderman Stevens was absent. A quorum was present. 3. APPROVAL OF THE MINUTES a. Minutes of the Monday, January 4, 2016 Regular Board of Aldermen meeting Alderman Clement made the motion to approve the Minutes of the Monday, January 4, 2016 Regular Board of Aldermen meeting. The motion was seconded by Alderman Hamill and carried unanimously, with no objections. 4. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Alderman Hamill made the motion to approve the Order of Items on the Agenda as presented. The motion was seconded by Alderman Clement and carried unanimously, with no objections. 5. CONSIDERATION OF PETITIONS AND COMMENTS FROM THE PUBLIC a. Introduction of New Police Officers: Chief Timothy Walsh introduced Police Officer Michael Christmann who grew up in south St. Louis, attended Melville High School and still lives in St. Louis. He met his wife, Kathleen, while in High School and they have two children. Officer Christmann attended the Eastern Missouri Police Academy in St. Charles and completed his police academy training in August of last year. Regular Board of Aldermen 01/18/2016 Page 1 Officer Christmann began work here on December 21st and comes to us from the public safety department of Barnes/Jewish Hospital. Chief Walsh also introduced Officer Josh Cockrell who grew up in Troy, Missouri and attended Troy Buchanan High School. He is very recently married to his new wife, Jenna, and they live in Old Monroe, Missouri. Officer Cockrell has an Associate’s Degree in Criminal Justice from the St. Charles Community College. He also attended the Eastern Missouri Police Academy and completed his police academy training in 2013. Officer Cockrell began work here on January 4th and comes to us from the Pagedale Police Department. b. Comments from the Public There were none. 6. REPORTS FROM THE MAYOR a. Mayoral Report Mayor David Willson reported on January 14th, he attended the senior staff meeting, on the evening of the 14th he attended the Municipal League function at West Port Plaza where they met the Legislators, and on Friday night, he attended the Fiber Art Exhibit opening ceremony. 7. REPORTS FROM THE CITY ADMINISTRATOR a. List of Paid Bills (Warrant dates of 1/3/2016 – 1/16/2016) There were no questions. 8. REPORTS FROM COMMITTEES a. Planning and Zoning Commission Alderman Clement advised that the Planning and Zoning Commission did not meet, but there is an Agenda for next week so there will be a meeting. b. Manchester Arts Alderman Clement discussed the new show of the Fiber Arts Exhibit. This show is a continuation of some large shows that took place in the St. Louis area and across the river over the fall and early winter. Alderman Clement thanked the City and the City Staff for remodeling the upstairs at the Lyceum Building. He said it has been converted into a new small venue that Manchester Arts will use along with other groups. He thanked the Public Works men who did a fabulous job. 9. ACTION ON OLD BILLS a. There were none. 10. INTRODUCTION OF NEW BILLS Regular Board of Aldermen 01/18/2016 Page 2 a. There were none. 11. MISCELLANEOUS a. Comments from the Public There were none. 12. ADJOURNMENT At 7:08 p.m., there being no further business, Alderman Baumann made the motion to adjourn. The motion was seconded by Alderman Clement and carried unanimously, without objection.
