MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, AUGUST 15, 2016 AT 200 HIGHLANDS BOULEVARD DRIVE 1. CALL TO ORDER Mayor David L. Willson called the Regular Board of Aldermen meeting to order at 7:00 p.m. 2. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Clement, Alderman Stevens, Alderman Hamill, Alderman Ottenad, Alderman Baumann, Alderman Diehl, Mayor Willson and Attorney Gunn. A quorum was present. 3. APPROVAL OF THE MINUTES a. Minutes of the August 1, 2016 Public Hearing regarding the request for rezoning of property at the northwest corner of Dennison Estates Drive and 141 Connector Road Alderman Clement made the motion to approve the Minutes of the Public Hearing of Monday, August 1, 2016 regarding the rezoning of Dennison Estates Drive. The motion was seconded by Alderman Ottenad and carried unanimously, without objection. b. Minutes of the August 1, 2016 Regular Board of Aldermen meeting Alderman Hamill made the motion to approve the Minutes of the Monday, August 1, 2016 Regular Board of Alderman meeting. The motion was seconded by Alderman Clement and carried unanimously, without objection. 4. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Alderman Hamill made the motion to accept the Order of Items on the Agenda as submitted. The motion was seconded by Alderman Ottenad, and carried unanimously, without objection. 5. CONSIDERATION OF PETITIONS AND COMMENTS FROM THE PUBLIC Regular Board of Aldermen 08/15/2016 Page 1  a. Meredith Perkins, Urban Forestry Consortium Ms. Meredith Perkins, Urban Forestry Consortium Manager with Davey Resource group, said she was asked by Director of Public Works Bob Ruck to come give an overview of what the Regional Forestry Consortium is and how Manchester could use and benefit from it. It is basically a group of cities, cemeteries, parks, golf courses, and other forest entities, all working together, to tackle together issues with urban forestry. Ms. Perkins stated that they are trying to leverage the economy of scale that they can bring prices down and get competitive for quality work and tree care and management. Ms. Perkins stated a way to do that is in looking at financial savings for Urban Forestry Consortium members, technical assistance, as well as networking opportunities. She said that Manchester has already benefited from some of the networking opportunities. Ms. Perkins stated that now when considering a contractor who will be looking at servicing tree removals and tree treatments for half a dozen or more participating cities, they will also have a line item in there for an opportunity to extend that benefit of negotiated price on to the resident. Ms. Perkins stated the next step for the City of Manchester is to consider a contract forester position. Most of the participation and networking is free and flexible for the Consortium, and many are saying they want someone on call, someone to contact as needed, to deliver on services and help. Ms. Perkins stated she is sure there are “why now?” questions. She said there are tree benefits, including social, economic, and environmental benefits. The biggest “why now” is the Emerald Ash Borer. The timing is important to take a look at this little insect. The participation in the Urban Forestry Consortium could be a great opportunity for Manchester to invest a little but get a lot out of this regional effort. She wanted everyone to have their website address, which is: ufconsortium.com. Alderman Clement asked about a contract forestry position, and he wanted to know if the desire is to hire a person who will work for the Consortium. Ms. Perkins answered that they wouldn’t be bringing anyone else on; they are affiliated with the Davey Resource Group. She said they have the resources now within the State of Missouri, along with herself and her colleagues, to provide those services to the City so they would not be bringing anyone else on. Alderman Clement asked if other communities are facing the problems with the Emerald Ash Borer. Ms. Perkins stated that municipal boundaries are not important anymore. It has been established that the Emerald Ash Borer is in the region. The Emerald Ash Borer has been found in local municipalities around Manchester. She said that the Borer is in the region and various cities are doing treatment. She said that in 10 years, there shouldn’t be any ash trees that haven’t been treated. Presentation of check to Missouri Special Olympics: Mr. Neal Struharik, of Tucker’s Place West Restaurant, Ms. Stacey Koeller from the St. Louis Office of Special Olympics Chief Timothy Walsh said that there are a lot of people who have helped make this happen. He talked about Officer Dave Ebert putting together the participation for the Special Olympics, and said that City Administrator Hixson, Officer Jonathan Weiss, and Officer Joseph Carroll were part of the run. He then mentioned the names of people who helped during the “Clean Up for Special Olympics”. He said the fundraising total for this year is $13,785, which brings the overall total over the last 11 years to more than $92,000. Chief Walsh said he is amazed by the numbers of people who turn out and their generosity. He especially wanted to thank Tom Struharik of Tucker’s Place West Restaurant for welcoming this event at his restaurant, and Chief Walsh recognized that Mr. Struharik is the City of Manchester’s number one supporter of this program. c. Dr. Keith Marty, Parkway School District Dr. Keith Marty, along with Patty Bedborough, the Chief Financial Officer in the Parkway School District, were at the meeting. Dr. Marty said the Parkway School District is large, with 29 schools, 8 of which are in the City of Manchester. Dr. Marty said Parkway has a wonderful relationship with Manchester, especially with Mayor Willson and City Administrator Hixson. They are grateful for the work of the Manchester Police and the School Resource Officers. Dr. Marty said whenever changes are made in advanced technology, there is always going to be a process. They are very appreciative of the cooperation and the wonderful problem-solving process that they went through to finally get the approval for the new scoreboard at Parkway South High School. It was a great working relationship. Dr. Marty stated the District has a wonderful relationship with Manchester Arts and Alderman Clement, and he talked about the idea of cooperation with the school district. Dr. Marty talked about filming the staff and students about what their hopes are for this school year. He said the students and staff are almost identically aligned for what they want for the school year. He is a strong believer that municipalities and school districts are interested in the same thing, which is enhancing the quality of life. Alderman Stevens acknowledged the support of Parkway to Manchester Arts and also recognized the Community Band. Alderman Baumann complimented the video about the hopes of students and staff. Mayor Willson expressed appreciation with Barrett’s School and the accomplishments. He said he appreciates everything Parkway does for Manchester. d. Comments from the Public There were none. 6. REPORTS FROM THE MAYOR Regular Board of Aldermen 08/15/2016 Page 3  a. Mayoral Report Mayor Willson reported on August 4 he met with the Missouri Department of Transportation (MoDOT) about some of the streets they want to turn over to Manchester; on the same day, he was at Lafayette Industries with another arts program, and he spoke about “marble art”. Mayor Willson stated that on August 5, he attended the Concert in the Park with a good turnout and good music; on August 8, he attended the Planning and Zoning meeting; on August 9, he met with Stock and Associates about stormwater issues; on August 10 he met with Dave Dial, who is an architect, about some issues at City Hall, and on August 11, he attended the staff meeting. 7. REPORTS FROM THE CITY ADMINISTRATOR a. List of Paid Bills (Warrant dates of July 31 – August 13, 2016) There were no questions. 8. REPORTS FROM COMMITTEES a. Manchester Arts Alderman Stevens stated last Sunday’s concert was rained out, it will now be this Sunday. On August 27, there will be an “Improv Theater” in the Park. She said there are plans on the way for the second Arts Fest which will be held on October 8. Alderman Stevens stated the Highlands and Ameren have given permission to paint some more boxes. They will be accepting submissions for a new venture for a Public Art Program. b. Planning and Zoning Commission Alderman Clement stated that they had a request for the new subdivision off Big Bend, called Laurel Oak Manor; there will be eight homes. This will be coming to the Board at the next Board of Aldermen meeting. c. Homecoming Committee Alderman Ottenad stated the next meeting will be August 24 at 6:30 p.m. at the Legion Hall. 9. ACTION ON OLD BILLS a. BILL # 16-2272 - AN ORDINANCE PERTAINING TO REZONING OF PROPERTY AT THE CORNER OF DENNISON ESTATES DRIVE AND THE 141 CONNECTOR ROAD Alderman Ottenad read for the second time Bill # 16-2272, entitled: “AN ORDINANCE REZONING A CERTAIN TRACT OF LAND SITUATED IN THE CITY OF MANCHESTER FROM "R-1" SINGLE-FAMILY RESIDENTIAL DISTRICT TO "R-2" SINGLE-FAMILY RESIDENTIAL DISTRICT”, by title only. Regular Board of Aldermen 08/15/2016 Page 4  There being no questions, Alderman Ottenad made the motion that Bill # 16-2272 become Ordinance # 16-2156. The motion was seconded by Alderman Clement. A poll of the Board showed: Alderman Diehl – aye Alderman Baumann – aye Alderman Ottenad – aye Alderman Clement – aye Alderman Stevens – aye Alderman Hamill – aye Mayor Willson announced the vote passed by 6 to 0, with no objections. 10. INTRODUCTION OF NEW BILLS a. RESOLUTION AUTHORIZING PURCHASE OF DUMP TRUCK EQUIPMENT Alderman Diehl read Proposed Resolution # 16-0568, entitled: “A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO EXPEND A SUM NOT TO EXCEED FORTY-SIX THOUSAND FIVE HUNDRED FORTY DOLLARS ($46,540.00) FOR THE PURCHASE OF ONE DUMP BODY, HOIST, HYDRAULIC SYSTEM, AND SNOW REMOVAL EQUIPMENT FOR USE ON A SINGLE-AXLE TRUCK BY THE MANCHESTER PUBLIC WORKS DEPARTMENT, AND TO ISSUE A PURCHASE ORDER TO KNAPHEIDE TRUCK EQUIPMENT COMPANY THEREFOR”, by title only. There being no questions, Alderman Diehl made the motion for approval of Resolution # 16-0568. The motion was seconded by Alderman Clement, and carried without objection. 11. MISCELLANEOUS a. Comments from the Public There were none. 12. EXECUTIVE SESSION: a. Closed Session: Pursuant to Section 610.021 (1) of the Revised Statutes of the State of Missouri pertaining to legal actions, causes of action or litigation involving a public governmental body and any confidential or privileged communication between a public governmental body or its representatives and its attorneys. ADJOURNMENT At 8:05 p.m., after the Executive Session, there being no further business, Alderman Hamill made the motion to adjourn.
