MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, OCTOBER 1 5, 2018 AT 200 HIGHLANDS BOULEVARD DRIVE 1. CALL TO ORDER Mayor Mike Clement called the Regular Board of Aldermen meeting to order at 7:00 p.m. 2. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Huether, Alderman Nolte, Alderman Hamill, Alderman Ottenad, Alderman Baumann, Alderman Toben and Mayor Clement. A quorum was present. 3. APPROVAL OF THE MINUTES: a. Minutes of the Monday, October 1, 2018 Regular Board of Aldermen meeting Alderman Hamill made the motion to approve the Minutes of the October 1, 2018 Regular Board of Aldermen meeting. The motion was seconded by Alderman Ottenad and carried unanimously, without objection. 4. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Alderman Toben made the motion to approve the order of items on the agenda, as presented. The motion was seconded by Alderman Hamill and carried unanimously, without objection. 5. CONSIDERATION OF PETITIONS AND COMMENTS FROM THE PUBLIC a. Comments from the Public There were none. 6. REPORTS FROM THE MAYOR Regular Board of Aldermen 10/15/2018 Page 1  a. Mayoral Report Mayor Clement acknowledged that some weeks/months back, Chief Walsh recognized Officer Meredith Absolon for her arrest and clearance of an identity theft investigation, and she was also recognized regionally at an event last Thursday at a conference/lunch. Mayor Clement wanted to bring to everyone’s attention that a new military-themed exhibit opened on Friday night in the Parks Building. It is a collection of photos and quilts, and what is unique is the exhibit also includes five interactive stories from local Veterans that all you need to do is touch a screen and you will hear them share their stories of life in the military. It is a very nice exhibit and interesting to listen to the stories. Mayor Clement stated that recently at Good Shepherd Church there was a big international non-profit “Feed my Starving Children” event, and the volunteers needed to package the products. They invited and asked for volunteers and during that experience, 3,200 people came in and packed the food. 40% of the volunteers were children from schools, sports teams, and universities. He said he went over Saturday morning, and was in awe. At this site, there will be 8,000 packages completed, and one package feeds one child per day. He said that the goal of “Feed my Starving Children” is to produce 365 million packaged goods to feed a million children for a whole year. He suggested that maybe next year City Officials could take a two-hour stint and help package. The outcome is terrific. He said with the attraction of these people from out of town, many of them will shop here or eat here, so it is good for the City too. Mayor Clement stated today was another one of the Art Experiences at Lafayette Industries. It is a fun experience with the volunteers who come in. 7. REPORTS FROM THE CITY ADMINISTRATOR a. List of Paid Bills (Warrant dates of October 3 – October 10, 2018) There were no questions. 8. REPORTS FROM COMMITTEES a. Planning and Zoning Commission Alderman Hamill stated there were three things on the agenda. There was a Special Use Permit Request for a liquor store in Treetop, and it was approved unanimously. A Site Plan for a home on Joyce Ann was approved unanimously, and a Site Plan for a medical building on the western end of the City was approved unanimously. b. Homecoming Committee Alderman Ottenad stated on Wednesday, October 17, they will have their wrap up meeting. Everyone is welcome to attend. 9. ACTION ON OLD BILLS Regular Board of Aldermen 10/15/2018 Page 2  a. AN ORDINANCE AMENDING THE 2018 BUDGET Alderman Ottenad read for the second time Bill # 18-2351, entitled: “AN ORDINANCE AMENDING ORDINANCE NO. 17-2199 THAT ADOPTED AND APPROVED THE BUDGET FOR THE CITY OF MANCHESTER FOR THE YEAR JANUARY 1, 2018 THROUGH DECEMBER 31, 2018, BY (1) INCREASING THE ESTABLISHED EXPENDITURE BUDGET FOR THE TAX INCREMENT FINANCING FUND BY TWO- HUNDRED FIFTY THOUSAND DOLLARS, (2) ESTABLISHING A REVENUE AND EXPENDITURE BUDGET FOR PROPOSITION S FUND BY INCREASING REVENUES BY NINE MILLION TWO HUNDRED THOUSAND DOLLARS AND EXPENDITURES BY TWO MILLION DOLLARS, AND (3) ESTABLISHING A REVENUE AND EXPENDITURE BUDGET FOR THE ASSET FORFEITURE FUND BY INCREASING REVENUES BY FOUR THOUSAND TWO HUNDRED DOLLARS AND EXPENDITURES BY SIXTY THOUSAND DOLLARS”, by title only. Alderman Ottenad made the motion that Bill # 18-2351 become Ordinance # 18- 2235. The motion was seconded by Alderman Hamill. A poll of the Board showed: Alderman Toben – aye Alderman Baumann – aye Alderman Ottenad – aye Alderman Huether – aye Alderman Nolte – aye Alderman Hamill – aye Mayor Clement announced the motion passed 6 – 0, with no objections from the Board. 10. INTRODUCTION OF NEW BILLS a. RESOLUTION ENCOURAGING AWARENESS OF PROPOSITION D Alderman Huether read proposed Resolution # 18-0648, entitled: “A RESOLUTION ENCOURAGING VOTER AWARENESS OF MISSOURI PROPOSITION D”, by title only. After Alderman Huether read the Resolution, Mayor Clement stated he encourages everybody to be mindful of what this means to Manchester and for the State. Alderman Baumann stated that locally it will mean an additional $284,600.00 for Manchester. Alderman Huether made the motion for approval of Resolution # 18-0648. The motion was seconded by Alderman Ottenad and carried 6 – 0, with no objections from the Board. b. ORDINANCE APPROVING BOUNDARY ADJUSTMENT PLAT Alderman Toben introduced Bill # 18-2352, entitled: “AN ORDINANCE Regular Board of Aldermen 10/15/2018 Page 3 APPROVING THE BOUNDARY ADJUSTMENT PLAT FOR 499 AND 501 SPRING MEADOWS DRIVE, TWO TRACTS OF LAND BEING LOTS 220 AND 221 OF BAXTER ACRES PLAT NO. 3 SUBDIVISION IN THE CITY OF MANCHESTER, MISSOURI, SUBJECT TO CERTAIN CONDITIONS”, by title only. Alderman Ottenad asked what they are doing with the adjustment, and why are they asking for the adjustment. She would also like to know why it is an emergency legislation. Director Rippetoe stated it is her understanding that there are two residential lots that are next to each other, and when one of the lots was sold, it was deeded to Ms. Hart. Alderman Toben commented that this will only affect two residents. Alderman Toben stated that emergency legislation had been requested, and he made a motion for approval of emergency legislation. The motion was seconded by Alderman Ottenad and carried unanimously, without objection. Alderman Toben read for the second time Bill # 18-2352, entitled: “AN ORDINANCE APPROVING THE BOUNDARY ADJUSTMENT PLAT FOR 499 AND 501 SPRING MEADOWS DRIVE, TWO TRACTS OF LAND BEING LOTS 220 AND 221 OF BAXTER ACRES PLAT NO. 3 SUBDIVISION IN THE CITY OF MANCHESTER, MISSOURI, SUBJECT TO CERTAIN CONDITIONS”, by title only. Alderman Toben made the motion that Bill # 18-2352 become Ordinance # 18-2236. The motion was seconded by Alderman Hamill. A poll of the Board showed: Alderman Baumann – aye Alderman Ottenad – aye Alderman Huether – aye Alderman Nolte – aye Alderman Hamill – aye Alderman Toben – aye Mayor Clement announced the motion passed 6 – 0, with no objections from the Board. 11. MISCELLANEOUS a. Comments from the Public Mr. Hal Roth, 48 Pas Drive, stated someone put out an ad about Proposition D and at the end of the ad, it said how good it was going to be. He said the ad indicated that it will give a raise for the Police Officers. Mayor Clement explained that embedded in it is funding for the State Highway Patrol, which in the past has come out of the highway department funding. This Proposition D actually moves that funding into a formal category with a cap on it, so the regular funding for the highway department will no longer go into Highway Patrol.
