MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, FEBRUARY 4 , 2019 AT 200 HIGHLANDS BOULEVARD DRIVE 1. CALL TO ORDER Mayor Mike Clement called the Regular Board of Aldermen meeting to order at 7:00 p.m. 2. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Huether, Alderman Nolte, Alderman Hamill, Alderman Baumann, Alderman Toben and Mayor Clement. A quorum was present. Alderman Ottenad arrived at 7:19 p.m. 3. APPROVAL OF THE MINUTES: a. Minutes of the Monday, January 21, 2019 Regular Board of Aldermen meeting Alderman Hamill made the motion to approve the Minutes of the January 21, 2019 Regular Board of Aldermen meeting. The motion was seconded by Alderman Nolte and carried 5 - 0, without objection. 4. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Alderman Hamill made the motion to approve the order of items on the agenda, as presented. The motion was seconded by Alderman Toben and carried 5 - 0, without objection. 5. CONSIDERATION OF PETITIONS AND COMMENTS FROM THE PUBLIC a. Presentation to retired Chief of Police Timothy Walsh St. Louis County Councilman Tim Fitch presented a Resolution honoring retired Chief of Police Timothy Walsh and congratulating him on his retirement. b. Comments from the Public Regular Board of Aldermen 02/04/2019 Page 1  There were none. 6. REPORTS FROM THE MAYOR a. Mayoral Report Mayor Clement acknowledged and welcomed Chief Scott Will on his first official day working in the City. Mayor Clement thanked the Public Works Department and the Police Department for their service, especially for the last two weeks. He said we have had really cold temperatures and they have been out there working. These days have not been easy days to do this type of work but they have been here and have been monitoring the streets and the safety of the City. Mayor Clement reported that several City of Manchester officials attended the West County Chamber of Commerce “First Friday Coffee” at Block Advisors in Manchester. Mayor Clement stated that he will be meeting with veterans who live in the City. He said this community has considerable ties with the veteran community. This year we will be connecting activities and providing more opportunities for the veterans. Mayor Clement advised that Manchester is continuing to work at building a Manchester Small Business Association. Mayor Clement stated he hopes everyone is aware of the “unification effort” going on right now. He said he does not see much value in trying to unify and there are a lots of problems. When it comes down to local government, this is the best government you will find anywhere. He said that the St. Louis County Police Chief’s Association (SLAPCA) has a letter on their view on this “unification effort”; copies are on the table at the back of the room. He said that he is going to speak against the “Better Together” effort quite often. 7. REPORTS FROM THE CITY ADMINISTRATOR a. List of Paid Bills (Warrant dates of January 20, 2019 – February 2, 2019) There were no questions. b. The next regular meeting will be Tuesday, February 19, 2019 City Administrator Perney reminded everyone the next regular Board Meeting will be on Tuesday, February 19, 2019 due to the President’s Day Holiday. 8. REPORTS FROM COMMITTEES a. Planning and Zoning Commission Alderman Hamill stated there had not been a meeting, so there was no report. b. Homecoming Committee Regular Board of Aldermen 02/04/2019 Page 2  There was no meeting, so there was no report. 9. ACTION ON OLD BILLS a. AN ORDINANCE APPROVING VACATION OF EASEMENT Alderman Baumann read for the second time Bill # 19-2366, entitled: “AN ORDINANCE VACATING A CERTAIN EASEMENT IN THE CITY OF MANCHESTER, MISSOURI, REFERRED TO FOR THESE PURPOSES AS THE 825 SULPHUR SPRING ROAD EASEMENT”, by title only. Alderman Baumann made the motion that Bill # 19-2366 become Ordinance # 19- 2250. The motion was seconded by Alderman Toben. A poll of the Board showed: Alderman Toben – aye Alderman Baumann – aye Alderman Ottenad – absent Alderman Huether – aye Alderman Nolte – aye Alderman Hamill – aye Mayor Clement announced the vote passed 5 – 0, with no objections from the Board. b. AN ORDINANCE AMENDING THE CODE OF ORDINANCES PERTAINING TO LIQUOR LICENSES Alderman Toben read for the second time Bill # 19-2367, entitled: “AN ORDINANCE AMENDING CERTAIN PROVISIONS OF CHAPTER 600 OF THE CODE OF ORDINANCES OF THE CITY OF MANCHESTER RELATING TO LIQUOR LICENSES IN THE CITY OF MANCHESTER”, by title only. Alderman Toben made the motion that Bill # 19-2367 become Ordinance # 19-2251. The motion was seconded by Alderman Hamill. A poll of the Board showed: Alderman Baumann – aye Alderman Ottenad – absent Alderman Huether – aye Alderman Nolte – aye Alderman Hamill – aye Alderman Toben – aye Mayor Clement announced the vote passed 5 – 0, with no objections from the Board. c. AN ORDINANCE AMENDING THE CODE OF ORDINANCES RELATING TO ANIMALS AT LARGE Regular Board of Aldermen 02/04/2019 Page 3  Alderman Huether read for the second time Bill # 19-2368, entitled: “AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF MANCHESTER BY UPDATING CHAPTER 205, ARTICLE II, SECTION 205.060 (A) (3) PERTAINING TO THE DEFINITION OF A DOG OR PUPPY BEING “AT LARGE” IN THE CITY OF MANCHESTER”, by title only. Alderman Huether made the motion that Bill # 19-2368 become Ordinance # 19-2252. The motion was seconded by Alderman Toben. A poll of the Board showed: Alderman Ottenad – absent Alderman Huether – aye Alderman Nolte – aye Alderman Hamill – aye Alderman Toben – aye Alderman Baumann – aye Mayor Clement announced the vote passed 5 – 0, with no objections from the Board. 10. INTRODUCTION OF NEW BILLS a. RESOLUTION FOR PURCHASE OF POLICE VEHICLES Alderman Baumann read proposed Resolution # 19-0656, entitled: “A RESOLUTION ACCEPTING THE BID OF LOU FUSZ FORD IN THE AMOUNT OF ONE HUNDRED THREE THOUSAND FOUR HUNDRED THIRTY-ONE DOLLARS ($103,431.00) FOR THE PURCHASE OF THREE (3) 2020 FORD POLICE INTERCEPTOR UTILITY VEHICLES AND AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO ISSUE A PURCHASE ORDER THEREFOR”, by title only. Alderman Baumann made the motion for approval of Resolution # 19-0656. The motion was seconded by Alderman Hamill and carried 5 - 0, with no objections from the Board. 11. MISCELLANEOUS a. Comments from the Public Ms. Sharon Owens, 107 Baxter Acres Drive, asked about the status of the gas station at Manchester and Henry. Mayor Clement answered that the Suntrups didn’t realize they needed a permit to demolish. As of today, there have been some additional steps taken to make it safer. He is not quite sure when that work will pick up again. The City has been monitoring and pushing it along. City Administrator Larry Perney added that during the delay since the time the demolition started and they were told to stop, there was apparently a problem with the water company and there was a freeze on the job. He said hopefully there will be a resolution this week. Regular Board of Aldermen 02/04/2019 Page 4  Ms. Jeannette Nissenbaum, 918 LaBonne Parkway, thanked the Public Works Department for a phenomenal job in clearing the streets from snow. 12. ADJOURNMENT At 7:23 p.m., there being no further business, Alderman Hamill made the motion to adjourn.
