MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, JUNE 1, 2020 BY VIDEO CONFERENCING ON ZOOM AND ALSO OPEN FOR THE PUBLIC AT 200 HIGHLANDS BOULEVARD DRIVE 1. CALL TO ORDER Mayor Mike Clement called the Regular Board of Aldermen meeting to order at 7:00 p.m. 2. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Huether, Alderman Nolte, Alderman Hamill, Alderman Ottenad, Alderman Baumann, Alderman Toben, and Mayor Clement. A quorum was present. 3. APPROVAL OF THE MINUTES a. Minutes of the Monday, May 18, 2020 Regular Board of Aldermen Meeting Mayor Clement stated there was a minor change to the minutes, it should read May 4, 2020 approval of the minutes not May 18, 2020. Alderman Ottenad made the motion to approve the Minutes of the Monday, May 18, 2020 Regular Board of Aldermen Meeting. The motion was seconded by Alderman Toben and carried unanimously, with no objections from members of the Board of Aldermen. 4. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Mayor Clement stated that he will be adding a discussion by the Chief of Police to the agenda. Alderman Nolte made the motion to approve the Order of Items on the Agenda, as Regular Board of Aldermen Meeting 06-01-2020 Page 1 amended. The motion was seconded by Alderman Ottenad and carried unanimously, with no objections from any members of the Board of Aldermen. 5. CONSIDERATION OF PETITIONS AND COMMENTS FROM THE PUBLIC a. Comments from the Public There were none. 6. REPORTS FROM THE MAYOR a. Board of Adjustment Nomination - Mr. Dan Miller, Ward 1 Mayor Mike Clement nominated Dan Miller to the Board of Adjustment. Alderman Hamill made the motion to approve the nomination of Dan Miller to the Board of Adjustment. The motion was seconded by Alderman Toben and carried unanimously, with no objections from members of the Board of Aldermen. b. Mayoral Reports Mayor Mike Clement stated it is so good to see the Parks Department up and running again. Mayor Mike Clement acknowledged the Memorial Day Ceremony. It was on Facebook live from our Veterans Memorial. Mayor Clement reminded everyone of the Food Drive on Saturday, June 6, 2020. They have enlisted four big churches that are now on board with the City of Manchester. There are a lot of volunteers waiting to help. June 14th is Flag Day and they will have the Flags of Valor for Flag Day. Yesterday, May 31 was the closing for District 3’s application for small businesses that are seeking relief. There is $2.5 million dollars for District 3, but there is $4.5 million requested. It does look like St. Louis County will allocate $47 million dollars to municipalities for relief of Covid and could be released based per population. Mayor Mike Clement stated that on Thursday night he attended the Municipal League Meeting which he was nominated and approved to be on the Board of Directors for the Municipal League of Metro St. Louis. 7. REPORTS FROM THE CITY ADMINISTRATOR Regular Board of Aldermen Meeting 06-01-2020 Page 2  a. East-West Gateway Council of Governments: FY 2021-2024 Transportation Improvement Program Update - Director Bob Ruck Director of Public Works Bob Ruck stated the City submitted two applications in February to East-West Gateway Council of Governments for the 2021-2024 Transportation Improvements Program. Those applications were for the Manchester Road Pedestrian Improvement Project and the LaBonne Parkway Reconstruction Project. The City was awarded both. Director Ruck explained both projects details. Alderman Huether asked in regard to the crosswalk improvements on LaBonne Parkway, are the crosswalks across the major intersections of LaBonne or all of the intersections. Director Ruck answered that the crosswalk would be on all four lanes on all four roadways. He does not know if it will be for just the main roadways or all crosswalks. Alderman Toben asked if there was a timetable for when these projects would be started and also when it would be finished. Director Ruck answered that LaBonne is due to be constructed in 2023 and Manchester is due to be constructed in 2024. Alderman Ottenad asked for the total amount of the project of the LaBonne Parkway Improvements. Director Ruck answered the City's portion is $1.4 million and the STPS portion is $1.1 million. b. Update in our Participation in Ferguson and surrounding areas - Chief Scott Will Chief of Police Scott Will stated as part of the mutual aid pack, Manchester has responded to two different instances, one in Ferguson and one at the Galleria. In both cases no one from Manchester has been hurt; however, one of our vehicles was damaged. He wants everyone to know that in responding to the mutual aid pact, they never leave Manchester short-handed and the City will always be well protected. Chief Scott stated that Manchester is down to three residences that have Covid. We have plenty of supplies. Chief Will stated that Manchester has a decent supply of riot gear however we have no protection for our officers for arm and leg guards. Manchester is going in on a bid with Chesterfield and Maryland Heights to get some at a discounted rate buying six sets of Regular Board of Aldermen Meeting 06-01-2020 Page 3 each. He would like to use asset forfeiture for this. He anticipates that the cost will be under $900 dollars. Alderman Hamill asked why Chief Will decided on six instead of more. Chief Will answered Manchester would never send more than six to respond to another jurisdiction. Alderman Hamill asked what would happen if it happened here. Chief Will stated that he thinks this will be an upcoming budget item. Alderman Hamill made the motion to approve the purchase of six sets of protective gear. The motion was seconded by Alderman Ottenad and carried unanimously, with no objections from any members of the Board of Aldermen. c. Parks Programming Starting Up - Director Kat Schien Director of Parks, Recreation and Arts Kat Schien stated camp went exceedingly well today. Manchester is one of the first communities to open for camp. They followed the strictest guidelines so we knew we would be in compliance when St. Louis County released their guidelines. They had temperature check stations, it went very well, and the parents were so excited to have this opportunity for their children. Director Schien stated that since we are one of the few that are open for camps, they are seeing long wait lists. They would love to take extra kids but if there is inclement weather, we do not have a place to safely have them. Director Schien stated that they have other cities contacting them asking how everything is going. Manchester plans on opening playgrounds and the sports courts on June 15. They will be putting up social distancing signs. d. List of Paid Bills (Warrant dates of 05/17/2020 to 05/30/2020) No questions at this time. e. City Administrator Report City Administrator Perney stated that he had a meeting with the Judge, Prosecutor and Colleen and talking to the Supreme Court and Circuit Court judge, it is looking like the courts will be opening in August. We are pushing for Zoom court, they have been meeting to try and figure out how to hold a zoom municipal court. City Administrator Perney stated fiber optic is up and running in all of our buildings. Once everything was in all buildings it has been pretty smooth. Regular Board of Aldermen Meeting 06-01-2020 Page 4  City Administrator Perney stated that the yard waste was not picked up because Republic did not have enough drivers. They did send out a phone blast explaining that. City Administrator Perney stated that he wanted to thank everyone for their volunteering for the food drive this upcoming Saturday. The response of help was amazing. City Administrator Perney stated that the Board of Aldermen approved the Police Department to sell the IRV a few months back, they finally sold it. They sold it for $30,800. They were hoping for more but was not able to. 8. REPORTS FROM COMMITTEES a. Planning and Zoning Commission Alderman Hamill stated they did meet, and they had one item on the agenda, a site plan approval for a new single-family home at 792 Canary. It was unanimously approved. b. Veterans Commission Alderman Huether stated they are looking forward to live streaming Memorial Day. The Veterans Commission will be meeting this week via Zoom. Alderman Huether stated they met on May 21st via Zoom. They did have a member of the commission resign because of a move. The Mayor will be looking to replace her in the near future. Alderman Huether stated the future work that they have planned will be discussing and including naming of officers, chairperson and secretary, and identifying additional veterans that were either killed in theater or took their own lives from PTSD that are Manchester Residents. c. Homecoming Committee No Report. d. Budget and Audit Committee No Report. 9. ACTION ON OLD BILLS a. None. 10. ACTION ON NEW LEGISLATION Regular Board of Aldermen Meeting 06-01-2020 Page 5  a. BILL NO 20-2049 - AN ORDINANCE AUTHORIZING AND DIRECTING THE ISSUANCE, SALE, AND DELIVERY OF GENERAL OBLIGATION BONDS, SERIES 2020, OF THE CITY OF MANCHESTER, MISSOURI Alderman Baumann read Proposed Bill #20-2049, entitled: "AN ORDINANCE AUTHORIZING AND DIRECTING THE ISSUANCE, SALE AND DELIVERY OF GENERAL OBLIGATION BONDS, SERIES 2020, OF THE CITY OF MANCHESTER, MISSOURI; PRESCRIBING THE FORM AND DETAILS OF SAID BONDS; PROVIDING FOR THE LEVY AND COLLECTION OF AN ANNUAL TAX FOR THE PURPOSE OF PAYING THE PRINCIPAL OF AND INTEREST ON SAID BONDS AS THEY BECOME DUE; AND AUTHORIZING CERTAIN OTHER DOCUMENTS AND ACTIONS IN CONNECTION THEREWITH" by title only. City Administrator Perney stated there is a lot of information that will still be added after they go out for bid. That is when we will know how much we will be paying and the payback schedule and interest rate. City Administrator Perney stated that they met and got a continued rating of AA-. They did put a watch on it because of the pandemic and future but he believes every City will get that from now on their ratings as well. Mayor Mike Clement stated that City Administrator Perney and Director of Finance Yucius had done all this planning and having the timing perfect. It made a big difference. Nothing further at this time. b. RESOLUTION NO 20-0752 - A RESOLUTION AUTHORIZING THE OFFERING FOR SALE OF GENERAL OBLIGATION BONDS OF THE CITY OF MANCHESTER, MISSOURI Alderman Toben read Proposed Resolution #20-0752, entitled: "A RESOLUTION AUTHORIZING THE OFFERING FOR SALE OF GENERAL OBLIGATION BONDS," by title only. Alderman Toben made the motion for approval of Resolution #20-0752. The motion was seconded by Alderman Ottenad and carried unanimously, without any objections from any members of the Board of Aldermen. c. RESOLUTION NO 20-0753 - A RESOLUTION REQUESTING DIRECT FEDERAL EMERGENCY SUPPORT TO REOPEN AND REBUILD LOCAL AMERICAN ECONOMIES FAIRLY Alderman Ottenad read Proposed Resolution #20-0753, entitled: "A RESOLUTION REQUESTING DIRECT FEDERAL EMERGENCY SUPPORT TO REOPEN AND REBUILD LOCAL AMERICAN ECONOMIES FAIRLY," by title only. Regular Board of Aldermen Meeting 06-01-2020 Page 6  City Administrator Perney stated this basically is that the Federal government is giving another round of stimulus to local governments and this is saying to give it straight to the municipality verses going through the State or the County. Alderman Ottenad made the motion for approval of Resolution #20-0753. The motion was seconded by Alderman Baumann and carried unanimously, without any objections from any members of the Board of Aldermen. 11. MISCELLANEOUS a. Comments from the Public There were none. 12. EXECUTIVE SESSION a. Closed Session: Pursuant to Section 610.021 (1) of the Revised Statutes of the State of Missouri pertaining to legal actions, causes of action of litigation involving a public governmental body and any confidential or privileged communications between a public governmental body or its representatives and its attorneys. Alderman Hamill made the motion to go into closed session. The motion was seconded by Alderman Nolte. A poll of the Board: Alderman Hamill - aye Alderman Nolte - aye Alderman Ottenad - aye Alderman Huether - aye Alderman Baumann - aye Alderman Toben - aye Mayor Clement stated the vote passed 6 – 0 to go into a Closed Session, with no objections from the Board. 12. ADJOURNMENT Regular Board of Aldermen Meeting 06-01-2020 Page 7  At 8:47 p.m. after there being no further business, Alderman Hamill made a motion to adjourn. The motion was seconded by Alderman Toben and carried unanimously.
