MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, NOVEMBER 2, 2020 BY VIDEO CONFERENCING ON ZOOM AND ALSO OPEN FOR THE PUBLIC AT 200 HIGHLANDS BOULEVARD DRIVE 1. CALL TO ORDER Mayor Mike Clement called the Regular Board of Aldermen meeting to order at 7:00 p.m. 2. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Huether, Alderman Nolte, Alderman Ottenad, Alderman Baumann, Alderman Toben, and Mayor Clement. Alderman Hamill was absent. A quorum was present. 3. APPROVAL OF THE MINUTES a. Minutes of the Monday, October 19, 2020 Board of Aldermen Regular Meeting Alderman Ottenad made the motion to approve the Minutes of the Monday, October 19, 2020 Regular Board of Aldermen Meeting. The motion was seconded by Alderman Baumann and carried unanimously, with no objections from members of the Board of Aldermen. 4. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Mayor Clement wanted to move the Audit and Finance Nominations to the beginning of his Reports from the Mayor. Alderman Nolte made the motion to approve the Order of Items on the Agenda, as amended. The motion was seconded by Alderman Ottenad and carried unanimously, with no objections from any members of the Board of Aldermen. Regular Board of Aldermen Meeting 11-02-2020 Page 1 5. CONSIDERATION OF PETITIONS AND COMMENTS FROM THE PUBLIC a. Comments from the Public 6. REPORTS FROM THE MAYOR a. Audit and Finance Committee Nominations - Mr. Bill Ward, Ward 2 - Mr. Rich Baumann, Ward 3 Alderman Ottenad made the motion to approve the Nominations of Bill Ward and Alderman Rich Baumann to the Audit and Finance Committee. The motion was seconded by Alderman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. b. Mayor Proclamation – Veterans Day Mayor Mike Clement presented a Proclamation for Veterans Day to recognize the Veterans in our Community. c. Mayoral Reports Mayor Clement stated Manchester will be hosting the Veterans Breakfast. This year will be different with it being offered by drive through, from 7 to 10 am. Mayor Clement stated that Manchester, along with 10 other communities, have come together to have a friendly competition to “Feed the Masses” and help stock the local food pantries. He is asking for donations. It is a food drive in the month of November. Donations are being accepted at the Parks Department, Police and City Hall. Mayor Clement wanted to let everyone know that Manchester will be holding the second Faith Leaders meeting. It will be held on November 5 at the Justice Center. He invited local clergy from all surrounding religious establishments. Mayor Clement wanted to acknowledge the City of Manchester was awarded an additional finance program through MoDOT and they will be providing almost $1.1 million dollar to help fund the Manchester Road Pedestrian Improvements project. Mayor Clement also wanted everyone to know the winter Manchester Message should be in homes now. 7. REPORTS FROM THE CITY ADMINISTRATOR Regular Board of Aldermen Meeting 11-02-2020 Page 2  a. Nine Month Financial Report Director of Finance Don Yucuis stated that the report shows Manchester’s General Fund revenues are at 80 percent of budget and expenses are at 79 percent of budget. He said sales tax revenue has been coming in very positive. The gross receipts tax revenue are on target and most of the other revenue sources have been on target. The municipal court is getting back on track and getting us some good strong numbers. Director of Finance Yucuis stated there are a few departments that are over budget. He said that the liability insurance premiums are a little bit over budget. Director Yucuis stated that Manchester did receive half of the CARES funds totaling $622 thousand. Finance is working closely at both revenue and expenditure numbers. St. Louis County is wanting lots of documentation. The CARES money was not counted on and will not be budgeting it. Director Yucuis said Debt Service Fund is straight forward. Manchester has already made debt payments for the year for the GO debt. Manchester should receive additional property tax money by the end of the year. Director Yucuis stated the TIF Fund revenues are at 87 percent of budget and expenses are at 45 percent. Director Yucuis stated the Special Account Fund tracks asset forfeiture and will be spent down this year with the purchase of the body cameras for the police department. Director Yucuis stated the Sanitary Sewer Repair Fund had the increase from $28 to $50 this year from the Residents voting to increase the amount. And it will be reflected in the revenues this year. b. Executive Session Minutes Policy City Administrator Larry Perney stated the Board had asked City Clerk Justin Klocke to investigate executive minutes in neighboring cities. He investigated 20 different cities and it looks like 11 are currently reviewing and approving their executive minutes. He said they review them either by email, including them in the packet or reviewing them in closed session. Mayor Clement suggested that there should be a proposal worked up by the City Attorney, Alderman Nolte, City Clerk Klocke and City Administrator Perney and then the Board can review it. c. List of Paid Bills (Warrant dates of 10-19-2020 to 11-02-2020) There were no questions. Regular Board of Aldermen Meeting 11-02-2020 Page 3 8. REPORTS FROM COMMITTEES a. Planning and Zoning Commission Mayor Clement stated they did not meet. b. Veterans Commission Alderman Huether stated they are looking forward to the Veterans Breakfast coming up. She said that if anyone is looking for more information about the Breakfast, they can contact the Parks Department. c. Homecoming Committee Alderman Ottenad stated the Homecoming Committee did not meet. 9. ACTION ON OLD BILLS a. None 10. ACTION ON NEW LEGISLATION a. None 11. MISCELLANEOUS a. Comments from the Public There were none. 12. EXECUTIVE SESSION a. Pursuant to Section 610.021 (1), Section 610.021 (2), and Section 610.021 (3) of the Revised Statutes of the State of Missouri Alderman Ottenad made the motion to go into Closed Session: Pursuant to Section 610.021 (1), Section 610.021 (2), and Section 610.021 (3) of the Revised Statutes of the State of Missouri. The motion was seconded by Alderman Toben. A poll of the Board: Regular Board of Aldermen Meeting 11-02-2020 Page 4  Alderman Nolte - aye Alderman Toben -aye Alderman Baumann - aye Alderman Ottenad - aye Alderman Huether - aye Alderman Hamill - absent Mayor Clement stated the vote passed 5 – 0 to go into a Closed Session, with no objections from the Board, and one absent. 13. ADJOURNMENT There being no further business, Alderman Nolte made a motion to adjourn. The motion was seconded by Alderman Toben and carried unanimously.
