MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, AUGUST 1, 2022 AT 200 HIGHLANDS BOULEVARD DRIVE CALL TO ORDER Mayor Mike Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Dodge, Alderman Huether, Alderman Toben, Alderman Baumann, and Mayor Clement. Alderman Nolte and Alderman Ottenad were absent. A quorum was present. APPROVAL OF THE MINUTES July 18, 2022 Regular Board of Aldermen Meeting Alderman Baumann made the motion to approve the minutes of the Monday, July 18, 2022 Regular Board of Aldermen Meeting. The motion was seconded by Alderman Dodge and carried unanimously, with no objections from any members of the Board of Aldermen. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA The Board proposed the addition of item 11b Oath of Office to the Agenda. Alderman Baumann made the motion to approve the Order of Items on the Agenda, as amended. The motion was seconded by Alderman Dodge and carried unanimously, with no objections from any members of the Board of Aldermen. CONSIDERATION OF PETITIONS Comments from the Public There were none. REPORTS FROM THE MAYOR Mayor Clement recognized Boy Scout Nathan for attending the meeting and working on his Citizenship in the Community badge. Proclamation for Eagle Scout Tyler Wallace Mayor Clement gave a proclamation to Eagle Scout Tyler Wallace for his time and dedication to the mission and service to the Boy Scouts of America Troop 750. Mayoral Reports Mayor Clement wished Alderman Baumann a happy birthday. Mayor Clement reported on the success of the recent blood drives hosted by the City and notified them of upcoming events. He reminded the public that August 2nd was election day. Regular Board of Aldermen Meeting 08/01/2022 Page 1 REPORTS FROM THE CITY ADMINISTRATOR Introduction of Court Clerk Neena McMahan Court Administrator Colleen Massey introduced Neena McMahan as the City’s new Court Clerk. Neena joins the City from Higginsville, MO Municipal Court after relocating to the St. Louis area. Parks Department and Justice Center Generators City Administrator Klocke explained that during recent storms the Justice Center’s generator had a critical failure. He continued with options to either repair or replace the generator giving the Board the estimated cost and time for each. The Mayor noted that in his talks with staff it was explained that the generator was not old and that if the Board decided to repair, rather than replace, it should still have a long life. The Board discussed the wait time being longer for a new generator and potential supply issues that could arise within that timeframe. They continued discussion on staff opinion and determined that the current generator is from around 2008. Discussion continued on other options. Alderman Toben made the motion to repair the generator at the Justice Center. The motion was seconded by Alderman Baumann and carried unanimously, with no objections from any members of the Board of Aldermen. Director of Parks, Recreation and Arts Schien explained that the generator at the Parks facility was purchased when the building was built; however, it was never connected. There was difficulty in getting bids for the connection due to the intensity of the labor. She explained that they had received two proposals, but the lowest price was over what had been budgeted for the year. Director Schien continued to explain that the Parks building is designated by the Red Cross for Emergency Response during natural disasters. The Board discussed possible grants for this type of work. New City Hall Update City Administrator Klocke notified the Board that they had advertised bids for the New City Hall. ArchImages is administering the bids and all bids will be due by August 30th at City Hall. List of Paid Bills (Warrant dates of 07-13-2022 to 07-26-2022) There were no questions. Reports from the Committees Planning and Zoning Commission Mayor Clement reported that the Planning and Zoning Commission did not meet. Veterans Commission Alderman Huether reported that the Veteran’s Commission did not meet. Homecoming Committee Mayor Clement reported that the next meeting for the Homecoming Committee would be August 9th. Audit and Finance Committee Mayor Clement reported that the Audit and Finance Committee did not meet. Regular Board of Aldermen Meeting 08/01/2022 Page 2 Tree Advisory Board Alderman Dodge reported that the Tree Advisory Board did not meet. ACTION ON OLD BILLS None. INTRODUCTION OF NEW LEGISLATION Resolution No. 22-0880 2022 Municipal Waste Reduction Grant Alderman Huether read Proposed Resolution No. 22-0880, entitled: “A RESOLUTION OF THE CITY OF MANCHESTER BOARD OF ALDERMEN ENDORSING SAINT LOUIS COUNTY’S GRANT PROGRAM FOR THE CITY’S WASTE REDUCTION EFFORTS,” by title only. Alderman Huether made the motion for approval of Resolution No. 22-0880. The motion was seconded by Alderman Baumann and carried unanimously, with no objections from any members of the Board of Aldermen. Resolution No. 22-0881 2022-2023 Winter Season Road Salt Purchase Alderman Baumann read Proposed Resolution No. 22-0881, entitled: “A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO EXPEND THE SUM OF ONE HUNDRED NINE THOUSAND SEVEN HUNDRED EIGHTEEN DOLLARS ($109,718.00) FOR THE PURCHASE AND DELIVERY OF ROAD SALT FOR THE 2022-2023 WINTER SEASON FOR USE BY THE CITY OF MANCHESTER,” by title only. Alderman Baumann made the motion for approval of Resolution No. 22-0881. The motion was seconded by Alderman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. BILL NO. 22-2479 Appointment of Director of Finance Alderman Toben read Proposed Bill No. 22-2479, entitled: “AN ORDINANCE APPOINTING SHAWN SIEVE AS THE DIRECTOR OF FINANCE FOR THE CITY OF MANCHESTER, SETTING THE SALARY, AND ESTABLISHING THE TERMS AND CONDITIONS OF SAID EMPLOYMENT,” by title only. Alderman Toben stated Emergency Legislation has been requested, so he made the motion for approval of emergency legislation. The motion was seconded by Alderman Baumann, and carried unanimously, with no objections. Alderman Toben read for the second time Bill No. 22-2479, entitled: “AN ORDINANCE APPOINTING SHAWN SIEVE AS THE DIRECTOR OF FINANCE FOR THE CITY OF MANCHESTER, SETTING THE SALARY, AND ESTABLISHING THE TERMS AND Regular Board of Aldermen Meeting 08/01/2022 Page 3 CONDITIONS OF SAID EMPLOYMENT,” by title only. Alderman Toben made the motion that Bill No. 22-2479, become Ordinance No. 22-2363. The motion was seconded by Alderman Huether. A poll of the Board showed: Alderman Dodge – aye Alderman Baumann – aye Alderman Toben – aye Alderman Huether – aye Alderman Ottenad – absent Alderman Nolte – absent Mayor Clement announced that the motion passed 4 to 0, with no objections from any members of the Board of Aldermen. MISCELLANEOUS Comments from the Public Paul Listenberger, owner of 602 Nandale Ln, expressed concern of traffic accidents occurring due to stopped delivery trucks on Sulphur Spring Rd. Chief Will said they could call Amazon and tell them of the issue but for residents to call the non-emergency dispatch number if they see the issue occur. Mr. Listenberger also asked about food truck licensing. City Clerk Melugin said the legislation being worked had an annual license fee of $50.00. Mr. Listenberger expressed concern with the amount and explained potential solutions to a high rate and explained his collaboration with Chesterfield Fire Department regarding food truck safety. The last item Mr. Listenberger brought up was regulations regarding recreational vehicles. He explained that current regulation only allowed for the recreational vehicle to be parked for 48 hours in the driveway, but that is not enough time to pack up for a trip. Mr. Listenberger commended the street repair that was done on Nandale Dr. Alderman Dodge thanked City Staff for fixing the sound and technical issues that were present during the last meeting. Oath of Office Shawn Sieve was sworn in as the new Finance Director for the City of Manchester. Mayor Clement acknowledged previous Director of Finance Don Yucuis on his time with the City. He also thanked him for everything he had done and wished him a happy retirement. ADJOURNMENT There being no further business, Alderman Baumann made the motion to adjourn.
