MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, SEPTEMBER 16, 2024 AT 200 HIGHLANDS BOULEVARD DRIVE CALL TO ORDER Mayor Clement called the Regular Board of Aldermen Meeting to order at 7:07 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Streeter, Alderman Dodge, Alderman Huether, Alderman Ottenad, Alderman Toben, Alderman Baumann and Mayor Clement. A quorum was present. APPROVAL OF THE MINUTES September 3, 2024, Public Hearing Meeting Alderman Toben made the motion to approve the minutes of the Tuesday, September 3, 2024, Public Hearing Meeting. The motion was seconded by Alderman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. September 3, 2024, Regular Board of Aldermen Meeting Alderman Ottenad made the motion to approve the minutes of the Tuesday, September 3, 2024, Regular Board of Aldermen Meeting. The motion was seconded by Alderman Streeter and carried unanimously, with no objections from any members of the Board of Aldermen. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Alderman Toben made the motion to approve the Order of Items on the Agenda, as presented. The motion was seconded by Alderman Streeter and carried unanimously, with no objections from any members of the Board of Aldermen. CONSIDERATION OF PETITIONS Comments from the Public There were no comments. REPORTS FROM THE MAYOR Mayoral Proclamation – Suicide Prevention and Awareness Month Mayor Clement read a proclamation encouraging all residents to join together in recognizing the importance of mental health, spreading awareness, supporting those in crisis, and preventing further loss of life. Mayoral Proclamation – Good Neighbors Week Mayor Clement read a proclamation proclaiming September 28 through October 4 as Missouri Good Neighbor Week in Manchester. He encourages residents to introduce themselves to their neighbors and get to know one another and celebrate the neighbors around them. Residents can also go to the Missouri Regular Board of Aldermen Meeting 09/16/2024 Page 1 Good Neighbor Week website and nominate an engaged neighbor and report their acts of neighboring kindness. Mayoral Reports Mayor Clement acknowledged Homecoming 2024 and the fantastic weekend with great bands, a wonderful parade and amazing weather. The efforts of the parks and public works teams were truly appreciated. It was one of the best homecoming events he has experienced, possibly due to the large turnout and enjoyable atmosphere. Thanks to the Manchester Homecoming Committee, Park staff, and Public Works staff for a joyous weekend. Mayor Clement expressed his gratitude for the flags displayed at the Manchester Remembers event, which attracted a lot of foot traffic throughout the week. The remembrance ceremony on Wednesday evening was well-attended and poignant, with stories shared by those impacted by the 9/11 attacks. A special thanks to Bonnie Kruger and Bill Pinkston from the Veterans Commission, as well as the Public Works team led by Todd Welker for their dedication in maintaining the park's cleanliness and flag display. The police also provided regular patrols for two consecutive events that went smoothly despite the city staff's initial concerns. Join us this Friday at 10 a.m. for the POW/MIA ceremony at the veteran’s memorial. Mayor Clement stated there are still openings for the city's PSA blood test event on Saturday, October 5th from 10 a.m. to 2 p.m. It's the first time this free event is being offered, organized by Washington University School of Medicine, Siteman Cancer Center, and BJC health system. REPORTS FROM THE CITY ADMINISTRATOR City Administrator Justin Klocke shared that Director Kat Schien had the opportunity to participate in the parade for the first time, and her joy was evident through her radiant smile. It was a special moment for her after many years of service. In the future, we plan to involve more park staff in such events. Thanks to all the staff involved in making these recent events successful. 2024 Q3 Capital Projects Report – Director Errol Tate Director Errol Tate shared a presentation on the 2024 Q3 projects and provided a status update on the individual projects. He will also host meetings for residents to provide feedback on future projects. List of Paid Bills (Warrant dates of 09-03-2024 to 09-15-2024) There were no questions. REPORTS FROM THE COMMITTEES Planning and Zoning Commission Alderman Baumann stated a meeting was held last week and there is no meeting next week. Veterans Commission Alderman Huether stated the Veterans Commission has a busy schedule with the upcoming POW/MIA event and plans for Veteran’s Day. The next meeting is October 1st at 5 p.m. Audit and Finance Committee Alderman Toben stated there was no report. Homecoming Committee Alderman Ottenad spoke about the good weather for Homecoming weekend. Although sales were slightly affected this year due to cooler temperature, we collected at least 530 cans for recycling and looking forward to hearing the final numbers at our wrap-up meeting on October 16th at the Parks office. OLD LEGISLATION Bill No. 24-2544 Vacation of Trail Easement – Celtic Meadows Alderman Streeter read Proposed Bill No. 24-2544 entitled: “AN ORDINANCE VACATING A CERTAIN EASEMENT IN THE CITY OF MANCHESTER, MISSOURI, REFERRED TO FOR THESE PURPOSES AS THE ARBORS AT CELTIC MEADOWS TRAIL EASEMENT.” Alderman Streeter made the motion that Bill No. 24-2544 become Ordinance No. 24-2426. The motion was seconded by Alderman Huether. A poll of the Board showed: Alderman Huether – aye Alderman Ottenad – aye Alderman Streeter – aye Alderman Toben – aye Alderman Baumann – aye Alderman Dodge – aye Mayor Clement announced that the motion passed 6 to 0, with no objections from any members of the Board of Aldermen. Bill No. 24-2545 Establishing and Levying the Rate of Taxation for Real and Personal Property Alderman Huether read Proposed Bill No. 24-2545 entitled: “AN ORDINANCE ESTABLISHING AND LEVYING THE RATE OF TAXATION UPON ALL REAL AND PERSONAL PROPERTY IN THE CITY OF MANCHESTER FOR CALENDAR YEAR 2024.” Alderman Huether made the motion that Bill No. 24-2545 become Ordinance No. 24-2427. The motion was seconded by Alderman Toben. NEW LEGISLATION Resolution No. 24-0983 Board Room Audio Alderman Toben read Proposed Resolution No. 24-0983 entitled: “A RESOLUTION OF THE CITY OF MANCHESTER AUTHORIZING THE CITY ADMINISTRATOR TO ENTER INTO A CONTRACT WITH TECH ELECTRONICS, INC. IN AN AMOUNT NOT TO EXCEED FIFTY THOUSAND SEVEN HUNDRED DOLLARS AND TWENTY-NINE DOLLARS AND ZERO CENTS ($50,729.00) TO PROVIDE THE COUNCIL CHAMBERS AUDIO VISUAL UPGRADES,” by title only. Alderman Toben made the motion for approval of Resolution No. 24-0983. The motion was seconded by Alderman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. Resolution No. 24-0984 City Hall Monument Sign Purchase Alderman Ottenad read Proposed Resolution No. 24-0984 entitled: “A RESOLUTION ACCEPTING THE QUOTE OF KELLY SIGN RESOURCES IN THE AMOUNT OF ONE HUNDRED AND NINE THOUSAND, FOUR HUNDRED AND SEVENTY-NINE DOLLARS AND ZERO CENTS ($109,479.00) FOR THE PURCHASE OF THE CITY HALL MONUMENT SIGN AND AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO ISSUE A PURCHASE ORDER THEREFORE,” by title only. Alderman Ottenad made the motion for approval of Resolution No. 24-0984. The motion was seconded by Alderman Baumann and carried unanimously, with no objections from any members of the Board of Aldermen. Bill No. 24-2546 Special Use Permit for 211 Old Meramec Station Road Alderman Dodge read Proposed Bill No. 24-2546 entitled: “AN ORDINANCE GRANTING A SPECIAL USE PERMIT TO MANDY ZATORSKI, MANDY K9 LLC TO ALLOW A DOG TRAINING FACILITY AT 211 OLD MERAMEC STATION ROAD IN THE PBD-PLANNED BUSINESS ZONING DISTRICT AS PROVIDED FOR IN SECTION 405.540 OF THE MUNICIPAL CODE OF THE CITY OF MANCHESTER.” No further action at this time.
