1. CALL TO ORDER
Chairman Truesdell called the Planning and Zoning meeting of November 11, 2019 to order at 7:00
p.m.

3. APPROVAL OF MINUTES
Commissioner Dodge made the motion to approve the minutes of October 14, 2019. Motion
seconded by Commissioner Meyer; motion approved by voice vote. The vote taken was recorded as
follows:

4. APPROVAL OF AGENDA
Alderman Hamill made the motion to approve the agenda as presented. Mayor Clement seconded
the motion. The vote taken was recorded as follows:

A. 19-SIGN-006 Jenn Helferstay, with Fastsigns, on behalf of Parkway School District, owner, is
seeking approval of a Sign Permit in order to install 3 ground signs at the entrances of Parkway
South High School located at 801 Hanna Road, in the R-3 Single-Family Residential Zoning
District.
Director Rippetoe that due to inclement weather the applicant may not be present but she felt
comfortable presenting the signs if the Commission wanted to proceed with the agenda item.
After discussion the Commission decided to proceed with Staff presenting the three signs of 19-
SIGN-006.
Director Rippetoe explained that the applicant is applying for 3 ground, directional signs for
Parkway South High School. They are approximately 15 sq. ft. and 7ft. 8in. in height. Two are
replacing current signs on the campus. Director Rippetoe continued that the signs met all the
City’s regulations. Staff had no objections. After questions presented by the Commission,
Director Rippetoe clarified that the signs would not be lit.
Alderman Hamill made the motion to approve the three signs of CASE #19-SIGN-006. Mayor
Clement seconded the motion; it was passed by voice vote. The vote taken was recorded as
follows:

B. 19-TXT-011 City Staff proposes a Zoning Text Amendment to sections of Article V to permit
Learning Centers and Tutoring Facilities as a Permitted Use in the “C-1” and “C-2” Zoning
Regulations.
Director Rippetoe presented this case. She explained that this text amendment would allow
Learning Centers and Tutoring Facilities in the C-1 and C-2 Commercial Districts as a Permitted
Use. This would allow for new businesses of this type to come into the City and bring current
businesses up to code.

Alderman Hamill made the motion to give a favorable recommendation to the Board of
Aldermen regarding the Text Amendment of CASE #19-TXT-011. Commissioner Smith
seconded the motion; it was passed by voice vote. The vote taken was recorded as follows:

7. PLANNING AND ZONING DIRECTOR’S REPORT
Director Rippetoe reported on cases for an upcoming Board of Adjustment meeting. She
additionally reported that she is upgrading the Nuisance Regulations for the City and related
revisions will be coming before the Commission soon. She also presented an informational binder to
the Commission regarding background and planning information on the Planned Business District
and updated the Commission on previous projects that had been presented to them.
8. EX-OFFICIO’S REPORT
Alderman Hamill reported that the Board of Aldermen recently met with a consultant about an
annexation plan and that the City has refinanced the TIF bonds so they should now be paid off in
2024.
9. MAYORAL REPORT
Mayor Clement reported that the 2020 budget was almost completed. He also reported that the
City had a very successful Veteran’s Breakfast at the American Legion. Mayor Clement then
answered the Commissioner’s questions on Police Accreditation.

Commissioner Korte made the motion to adjourn the Planning and Zoning Commission meeting of
November 11, 2019 at 7:17 p.m. Motion seconded by Commissioner Meyer; motion approved by
