The property fronts on Enchanted Parkway to the west and abuts properties zoned C-1 Commercial to the north, east and south. 1. CALL TO ORDER Chairman Truesdell called the Planning and Zoning meeting of October 12, 2020 to order at 7:05 p.m. 2. ROLL CALL Chairman Truesdell asked the Recording Secretary to take roll. APPROVAL OF MINUTES PLANNING & ZONING MINUTES October 12, 2020 Alderman Hamill made the motion to approve the minutes September 28, 2020. Motion seconded by Mayor Clement; motion approved by voice vote. The vote taken was recorded as follows: Ayes Nays Abstentions Excused 7 0 0 1 4. APPROVAL OF AGENDA Alderman Hamill made the motion to approve the agenda as presented. Mayor Clement seconded the motion. NEW BUSINESS A. 20-SIGN-004 Tri City Sign Company, on behalf of Club Car Wash, owner, is seeking approval of a Sign Permit in order to install a pole sign at the entrance of Club Car Wash, to be located at 110 Enchanted Pkwy, in the C-1 Commercial Zoning District. The property fronts on Enchanted Parkway to the west and abuts properties zoned C-1 Commercial to the north, east and south. Justin Barnes presented this case. He explained that proposed project replaces a previous pole sign in the northwest corner of the lot. Mr. Barnes explained that the sign’s lighting would be on a timer with the other fixtures and signs that have lighting on the property. Director Rippetoe reported that the sign would require a 48.4 square foot variance from the Board of Adjustment to be approved as presented. Staff had no objections. Chairman Truesdell made the motion to approve the Sign of CASE #20-SIGN-004 contingent upon approval by the Board of Adjustment. Alderman Hamill seconded the motion; it was passed by voice vote. PLANNING AND ZONING DIRECTOR’S REPORT Director Rippetoe updated the Commission on Code Enforcement and on new businesses in the area. She also explained the GIS software that Public Works and Code Enforcement has begun to use. Director Rippetoe answered questions presented by the Commission about construction on an abutting property in St. Louis County. 8. EX-OFFICIO’S REPORT Alderman Hamill reported that the Board of Aldermen recently updated the building codes and approved a concrete sidewalk replacement project. 2 PLANNING & ZONING MINUTES October 12, 2020 9. MAYORAL REPORT Mayor Clement reported that budget workshops were coming up for next year’s budget. He also reported that the City hosted a ballot notarization event on October 10th and there would be another on October 24th. He updated the Commission on St. Louis County’s distribution of funds to municipalities and their deer hunt in Queeny Park. 10. COMMENTS FROM THE PLANNING AND ZONING COMMISSION 11.
