CALL TO ORDER Chairman Truesdell called the Planning and Zoning meeting of August 22, 2022 to order at 6:30 p.m. 2. ROLL CALL Chairman Truesdell asked the Recording Secretary to take roll. APPROVAL OF MINUTES Commissioner Meyer made the motion to approve the minutes of July 11, 2022. Motion seconded by Commissioner Korte; motion approved by voice vote. Bender Investments LLC.), owner, has applied for a boundary adjustment plat (preliminary & final plat) for the construction of a new veterinary clinic at 14567 and 14571 Manchester Road in the City’s “C1” Commercial District. D. 22-SP-011: Paul Boyer, P.E. (CEDC) on behalf of Stacy M Bender (S. Bender Investments LLC.), owner, has applied for a site plan application for the construction of a new veterinary clinic at 14567 and 14571 Manchester Road in the City’s “C1” Commercial District. Chairman Truesdell stated that Cases B-D will be heard together and voted on separately. Paul Boyer provided background for the case. This is a two-lot development. Existing practice on west lot, new practice will be built on east lot. After development, the current practice will be demolished for a parking lot. Water currently sheet drains from south to north. Parking is currently 20 feet away from the north property line and would be increased to 55 feet. New development will have 44% greenspace compared to current conditions at 42%. The outdoor area is located about 25 feet from the north property line. Chairman Truesdell enquired as to whether this facility will be used to board animals. Paul Boyer responded that that infrequently offer that service, but will be phasing it out. Chairman Truesdell asked about the hours of operation to which Paul Boyer stated it would operate from 7:00 am to 7:00 pm and would not be an emergency facility. Director Streiler presented the staff report. Buffer and no-rise development is required per Manchester’s code. Proposed landscaping would provide four seasons of buffer. Five trees will be removed, but 32 will be added. The proposed development slopes down approximately five feet. 50% greenspace requirements are not met on the west and front. Four unnecessary parking stalls were removed to increase greenspace. A greenspace waiver can be given by the Commission. Post development runoff will be less than current conditions. The three motions required are an approval of the preliminary plat, at recommendation to the Board of Aldermen regarding the final plat, and site plan approval. The motions will need to address the deficiencies in greenspace and buffer slope. Paul Boyer stated that the proposed building is six feet lower than the existing building. It would be very difficult and expensive to lower it any more. Mayor Clement asked whether the neighbors to the north have been notified of the project. Paul Boyer stated he has not notified them. Mayor Clement stated that it is important to notify them. He then stated that there likely are not any businesses fronting Manchester Road which meet the City’s greenspace requirements. Director Streiler stated that these regulations were likely meant for residential properties. Mayor Clement asked whether the shared driveway would create any problems. 3 PLANNING & ZONING MINUTES August 22, 2022 Director Streiler stated that this plan will allow formalize the ability of the two sites to share access in perpetuity. Commissioner Meyer asked how high the curb will be. Paul Boyer responded that it will be 6 inches tall. Commissioner Korte asked whether St. Louis County or MSD has approved the plans. Director Streiler stated the City Engineer has no concerns with the development. Paul Boyer stated MSD will not require retention as runoff is being decreased. Chairman Truesdell asked if a decision should be postponed until neighbors have been notified. Mayor Clement stated that he does not believe that to be necessary. Chairman Truesdell made the motion to approve CASE 22-SUB-005-A Commissioner Meyer seconded the motion; motion approved by voice vote. The vote taken was recorded as follows: Ayes Nays Abstentions Excused 8 0 0 0 Chairman Truesdell made the motion to give a favorable recommendation to the Board of Alderman regarding CASE 22-SUB-005-B Mayor Clement seconded the motion; motion approved by voice vote. The vote taken was recorded as follows: Ayes Nays Abstentions Excused 8 0 0 0 Chairman Truesdell made the motion to approve CASE 22-SP-011 with the greenspace and slope requirements waived. PLANNING AND ZONING DIRECTOR’S REPORT Director Streiler introduced Ethan Hendricks. The Planning and Zoning Commission appreciation dinner will be scheduled in either September or October. Food truck amendments will have their second reading at next Board Meeting. 8. MAYORAL REPORT Additional new veterinarian’s office being built across from City Hall. Bid opening for new City Hall will be at the end of the month. 4 PLANNING & ZONING MINUTES August 22, 2022 Homecoming will be September 9-11.
