A. CALL MEETING TO ORDER
At 10:00 AM, Mayor Burton called the meeting to order.
B. PLEDGE TO THE FLAG
Assistant City Manager Nadine Nader led the Pledge of Allegiance.
E. PUBLIC COMMENTS (2 MINUTES PER PERSON FOR ONE ITEM, A
MAXIMUM OF 5 MINUTES IF A SPEAKER WANTS TO COMMENT ON
MORE THAN ONE ITEM)
Per Mayor Burton's request, Public Comments was moved to earlier in the agenda.
Bill Victor expressed concerns for the voting process regarding the Downtown
Specific Plan. Stating that names were not given when voting took place so people
may have voted twice.
At 10:05 AM City Council recessed and reconvened at 10:08 AM.
C. ROLL CALL
Present: 5 - Mayor Burton, Mayor Pro Tem D'Errico, Councilmember Lesser,
Councilmember Howorth and Councilmember Powell
D. CERTIFICATION OF MEETING NOTICE AND AGENDA POSTING
City Clerk Liza Tamura confirmed that the meeting was properly posted.
F. COUNCIL ITEMS
Board and Commissions Appointment Process
The City Council directed staff to draft an ordinance repealing the codified voting
procedure contained in Municipal Code for City Boards, Commissions and
Committees, and replace it with a process adopted by resolution.
The City Council also directed staff to incorporate a process for interviewing and
appointing commissioners as part of the resolution.
At 11:17 AM City Council recessed and reconvened at 11:25 AM.

At the request of Councilmember Powell, the City Council directed staff to post
ecomments to the website.
The City Council discussed meeting management and the following actions were
taken:
A motion was made to continue witth the 10:30 PM hard stop for all City
Council meetings.
Aye: 3 - Burton, D'Errico and Howorth
Nay: 2 - Lesser and Powell
A motion was made to continue with Public Comments with two minutes per
item with a maximum of five minutes at the beginning of the meeting with no
additional comments allowed for business items.

Nay: 2 - Lesser and Powell
In addition, the City Council discussed City Council and staff behaviors for a high
performing City Council and other matters. No action was taken.
G. ADJOURNMENT
At 1:56 PM Mayor Burton adjourned the meeting.
