CALL MEETING TO ORDER Mayor Howorth called the meeting to order. B. PLEDGE TO THE FLAG Maureen McBride led the Pledge of Allegiance. C. ROLLCALL Roll Call led by City Clerk Liza Tamura. APPROVAL OF THE AGENDA A motion was made by Councilmember Franklin, seconded by Councilmember Tarnay, to approve the agenda. The motion carried by the following vote: Aye: 5- Mayor Howorth, Mayor Pro Tem Lesser, Franklin, Tarnay and Charelian Nay: 0 E. GENERAL BUSINESS City of Manhattan Beach Page 1 City Council Adjourned Regular Meeting Minutes - Final March 11, 2025 Meeting 1. Consideration of: 25-0087 a) Preliminary Plans to Implement the Long-Term Outdoor Dining Program Preferred Vision; and b) Recommendations from the Outdoor Dining Task Force (Acting Community Development Director Heise). (Estimated Time: 3 Hr.) DISCUSS AND PROVIDE DIRECTION Acting Community Development Director Ryan Heise introduced Senior Planner Jaehee Yoon who provided the PowerPoint presentation. Senior Planner Yoon, Traffic Engineer Erik Zandvliet and City Attorney Quinn Barrow responded to City Council questions. Senior Planner Yoon continued with the PowerPoint presentation. Traffic Engineer Zandvliet and Senior Planner Yoon responded to City Council questions. Senior Planner Yoon continued with the PowerPoint presentation. City of Manhattan Beach Page 2 City Council Adjourned Regular Meeting Minutes - Final March 11, 2025 Meeting At 7:42 PM, the City Council recessed and reconvened at 7:57 PM with all City Councilmembers present. Senior Planner Yoon continued with the PowerPoint presentation and responded to City Council questions. The PowerPoint presentation concluded. Mayor Howorth opened the floor to public comments. George Kaufman Kyle Ransford Mike Zislis Kathleen Smith Seeing no further requests to speak, Mayor Howorth closed the floor to public comments. A motion was made by Councilmember Franklin, seconded by Councilmember Tarnay, to proceed with option 1b regarding the walk street commercial corner east of Manhattan Avenue at 10th street by continuing to prohibit commercial uses while exploring public flex space improvements to benefit the community. The motion carried by the following vote: Aye: 5- Mayor Howorth, Mayor Pro Tem Lesser, Franklin, Tarnay and Charelian Nay: 0 City of Manhattan Beach Page 3 City Council Adjourned Regular Meeting Minutes - Final March 11, 2025 Meeting City Manager Mirzakhanian and Senior Planner Yoon responded to City Council questions. City Council directed staff to not proceed with developing the preferred program vision and to initiate code amendments based on task force recommendations related to operational standards, with further consideration to revise the proposed vehicle loading hours, limit live outdoor entertainment and amplified music, and explore a tiered sidewalk dining use fee system with increased fees. Staff was also directed to defer the sidewalk widening, including public flex space improvements, and revisit as a potential future Capital Improvement Program project. No direction was provided on identifying parking strategies to implement at this time. G.
