Presentation of a Commendation Recognizing Los Angeles County 15-0191 Library Manager Don Gould and the “Friends of the Library” for their Outstanding Community Service. PRESENT Mayor Powell, on behalf of the City Council, presented a certificate of Recognition to Don Gould and the "Friends of the Library" for their outstanding community service. PRESENT Mayor Powell, on behalf of the City Council presented a proclamation to Police Chief Eve Irvine declaring May 10-16, 2015, as National Peace Officers Memorial Week. Police Chief Irvine announced the Police Memorial on May 12, 2015, and also announced the upcoming blood drive for former Police Officer Mark Vasquez. 3. Presentation of a Proclamation Declaring May 5, 2015 as National Fire 15-0193 Services Day. PRESENT Mayor Powell, on behalf of the Ctiy Council, presented a Proclamation to Fire Chief Robert Espinosa declaring May 5, 2015, as National Fire Services Day. Fire Chief Espinosa also announced that this Saturday, May 9, 2015 from 9:00 AM to 12:00 PM there will be a modified Open House to learn about fire services and CPR. 4. Presentation of a Proclamation Declaring May 3-9 as National Public 15-0194 Works Week. PRESENT Mayor Powell, on behalf of the City Council, presented a proclamation declaring National Public Works Week, May 17-23, 2015, to Public Works Director Tony Olmos. 5. Presentation of a Proclamation Declaring May 2015 as Older 15-0195 Americans Month. PRESENT Mayor Powell, on behalf of the City Council, presented a proclamation declaring the Month of May, 2015, as Older Americans Month to Senior Advisor Jan Buike. Mayor Powell announced that the next "Dine and Discover" luncheon will be held on May 28, 2015, with guest speaker Public Works Director Tony Olmos. G. CITY MANAGER REPORT None. H. CITY COUNCIL ANNOUNCEMENTS AND REPORTS Mayor Pro Tem Burton thanked the Manhattan Beach Fire Department for their quick response and excellent work in the downtown fire last week. He also reported on a Webinar on local government, emphasizing building trust. Mayor Pro Tem Burton further commented on the opening of the library and thanked everyone for their kindness in the passing of his mother-in-law. Councilmember Howorth, Councilmember Lesser and Mayor Powell commented on the passing of Susan Jones, a former Manhattan Beach resident who was a City of Manhattan Beach Page 2 City Council Meeting Minutes - Final May 5, 2015 long-time community volunteer. Mayor Powell introduced the new Manhattan Beach Librarian Yolande Wilburn. He reiterated the great job of the Manhattan Beach Fire Department and also invited the residents to the Mayors Town Hall Meeting "Ocean and Beach Safety" at the Manhattan Beach Fire Department Apparatus Bay on May 14, 2015, at 6:30 PM. City Attorney Quinn Barrow clarified that per the jurisdiction of the Community Development Director has the authority to send the letter. A motion was made by Mayor Pro Tem Burton, seconded by Councilmember Howorth, to prepare and send a nuisance abatement letter to the Rite-Aid Corporation pursuant to Manhattan Municipal Code 9.68.030. Mayor Pro Tem Burton explained that he would like "hazards" to be more defined. City Attorney Quinn Barrow clarified that this ordinance was just to include "flashing lights" as an amendment to the original provisions of the bike path hazards. Mayor Pro Tem Burton further asked whether there should be hours of operation for the flashing lights. Mayor Powell opened the floor to public comment. Seeing no requests to speak, Mayor Powell closed the floor to public comment. City Attorney Barrow read the title to Ordinance No. 15-0005 into the record. Mayor Pro Tem Burton stated that he could not vote for this motion because he would like for it to be more specific. A motion was made by Councilmember Lesser, seconded by Councilmember Howorth, to introduce Ordinance No. 15-00005 amending Manhattan Beach Municipal Code (MBMC) Section 14.28.140 regarding “Bike Path Hazards” and ask Staff to return in six months with an update to see if there are any issues of City of Manhattan Beach Page 9 City Council Meeting Minutes - Final May 5, 2015 concern to revisit this ordinance. OTHER COUNCIL BUSINESS, COMMITTEE AND TRAVEL REPORTS, FUTURE DISCUSSION ITEMS 20. Request by Mayor Powell to Initiate Annual Mayor’s Lifetime 15-0216 Community Service Award. APPROVE Mayor Powell related that at the National Mayor's Meeting there was a discussion about life-time achievement awards. Mayor Powell would like to implement an "Annual Life-Time Community Service Award". Mayor Powell opened the floor to public comment. Seeing no requests to speak, Mayor Powell closed the floor to public comment. Discussion continued among City Councilmembers and it was decided that no action would be taken. Each Mayor would continue to use their own discretion as to the types of awards they would bestow. Mayor Powell then displayed a letter from the City of El Segundo stating that they are considering renaming Sepulveda Boulevard to the Pacific Coast Highway and they are seeking additional support from the City of Manhattan Beach. The City Council asked to agendize this item and direct Staff to reach out to El Segundo and see about coordinating this process. Mayor Pro Tem Burton requested that on the next agenda the City consider opposing the renaming of Artesia Boulevard to Redondo Beach Boulevard on the segment between Sepulveda Boulevard and Aviation and other City Councilmembers agreed. Lastly Mayor Pro Tem Burton stated that he had pulled the item on the teen art lab from the last agenda to suggest a public/private partnership with someone such as Otis Art Institute. R.
