MINUTES OF BOARD OF REVIEW- CITY OF MANISTEE MEETING HELD AT CITY HALL, 70 MAPLE ST., MANISTEE MI JULY 16, 2013- 9: 00 A.M. Secretary Julie Beardslee called the Board of Review to order at 9: 00 a.m. on July 16, 2013. Chairperson Therran Ferguson had an excused absence from the meeting. Members Lynda Beaton and T. Eftaxiadis and Alternate Member Mary Murton were present. Julie Beardslee, City Assessor and Secretary of the Board of Review was present. T. Eftaxiadis moved that Lynda Beaton chair the meeting in Therran' s absence. Mary Murton seconded, all were in favor. The Board corrected clerical errors and qualified errors as related to assessment figures for 2012 and 2013. Hearings for Principal Residence Exemption Affidavit appeals( current year and three year' s prior) and Hardship Exemption appeals were accomplished. The Board is prohibited from hearing valuation appeals, other than clerical errors, by the rules of the State Tax Commission and the General Property Tax Law. The Board received copies of the following: 2013 Property Tax Appeals which is Bulletin No. 15 of 2012, a copy of the 2013 Poverty Exemption Application and the Michigan Tax Tribunal decision regarding John Perschbacher' s poverty exemption application and appeal. The 2013 Board of Review Bulletin 16 of 2012 was available for reference, copies had been previously distributed. The Secretary and the Board discussed the State Tax Commission bulletins and other handouts. The publichotice for today' s meeting was published in the Manistee News Advocate on July 2, 2013. Colleen Berns, with a scheduled 9: 30 a.m., appointment, arrived at 9: 25 a. m.. Ms. Berns presented evidence in favor of her receipt of a 2012 Principal Residence Exemption. Ms Berns departed at 10: 25 a.m., later returning to drop off additional evidence, requested by the Board. The Board examined evidence and later consulted with Christopher Mida, of the Principal Residence Exemption Section of the Local Property Services Division ofthe Department of Treasury, via telephone, regarding the State denial and then reinstatement of Ms. Berns PRE for the 2009, 2010 and 2011 tax years. The Board approved and received copies of the March 2013 Board of Review Minutes, The motion to approve the minutes was passed with a motion by T. Eftaxiadis and seconded by Lynda Beaton, all were in favor. The secretary reminded the Board of the December 10, 2013 session to correct clerical and qualified errors and to hear Principal Residence Exemption and Poverty Exemption appeals. The Board of Review Summary will list petitioners and decisions of the Board of Review. Pertinent. information for each appeal will be found in each parcel record file. The Board heard and decided appeals as found in the Board of Review Summary for July 16, 2013. Lynda Beaton moved to adjourn at 12: 03 p. m., Mary Murton seconded, and the motion passed unanimously.
