MANISTEE CITY COUNCIL WORK SESSION 111- MINUTES OF JUNE 89 2010 The Manistee City Council met in a work session on Tuesday, June 8,2010 at 7: m.,Council 15 p. Chambers, City Hall. MEMBERS PRESENT: Ilona Haydon,Richard Mack, Colleen Kenny,Hank Yonkman,Alan Marshall, Bob Hornkohl, Ed Cote MEMBERS ABSENT: OTHERS PRESENT: Department Directors, Public and Media Budget Recap Discussion,Preparation for Next Year. City Manager and Finance Director made a presentation to City Council regarding this past fiscal year process. A timeline was presented to Council,which described key decision points and how Manager recommendations were determined. Discussion also focused on future budgets and that economic difficulties loom in the future. Staff will provide the best information available when making recommendations to Council. Council asked for each Department Director to present their budget next year at a budget work session. Also agreed to start budgeting earlier in the year,striving to obtain Council direction / parameters prior to lop^ staff completing draft budgets. Preliminary Discussion on Public Safery Organizational Models. Council discussed organizational models and supported staff recommendation on creating a white paper to review options. Council directed staff to not research volunteer/paid on call as an option,based upon Council and community desire to not pursue this option. Discussion among staff and Council on Police Chief and Police Sergeant continuing Fire Fighter 1& 2 training. Several Councilmembers felt this training should be stopped. Majority of Council felt training should continue. This training will be completed. No additional training will commence until Council ultimately decides on the future direction of public safety in Manistee.
