PROCEEDINGS OF THE MANISTEE CITY COUNCIL – October 26, 2010 A special meeting of the Manistee City Council was called to order by her honor, Mayor Ilona Haydon on Tuesday, October 26, 2010 at 7:00 p.m. in the City Hall Council Chambers, 70 Maple Street, followed by the Pledge of Allegiance. PRESENT: Colleen Kenny, Ed Cote, Robert Hornkohl, Ilona Haydon, Hank Yonkman, Richard Mack, and Alan Marshall. ALSO PRESENT: City Manager – Mitch Deisch, City Attorney – George Saylor, Deputy City Clerk – Mary Nemecek, Community Development Director – Jon Rose, Acting Fire Chief – Timm Smith. CITIZEN COMMENTS ON AGENDA RELATED ITEMS. None received. #10‐135 CONSIDERATION OF PARTICIPATING IN THE MANISTEE COUNTY RECYCLING PROGRAM. Manistee County is requesting the City of Manistee join the County Recycling Program through an Interlocal Agreement at a cost of $13.00 per residential improved parcel. A presentation on the County Program was made at the October 19, 2010. Council requested a special meeting to continue this discussion. MOTION by Kenny, second by Hornkohl to consider entering into an interlocal agreement with Manistee County to join the County Recycling Program. A brief presentation was given by Cyndy Fuller, Alliance for Economic Success, and Marlene Wood‐Zylstra, Benzie County Recycling Coordinator. Discussion followed. With a roll call vote this motion failed, 1‐6. AYES: Haydon NAYS: Kenny, Cote, Hornkohl, Yonkman, Mack, Marshall CITIZEN COMMENT. None received. OFFICIALS AND STAFF. Rose asked Council for guidance on the Zoning Ordinance Amendment #10‐05 in regards to removing shipping facilities and warehouses from the waterfront district. Mack commented on an e‐mail regarding the Michigan State Police and kids making homemade explosives. ADJOURN. MOTION to adjourn was made by Hornkohl, second by Cote.
