MANISTEE CITY COUNCIL WORK SESSION MINUTES OF DECEMBER 14, 2010 The Manistee City Council met in a work session on Tuesday, December 14, 2010 at 7: 00 p. m., Council Chambers, City Hall. MEMBERS PRESENT: Richard Mack, Ilona Haydon, Catherine Zaring, Ed Cote, Bob Hornkohl, Alan Marshall, Colleen Kenny MEMBERS ABSENT: None OTHERS PRESENT: Department Directors, Public and Media Presentation on the New Economy. Cyndy Fuller of the Alliance for Economic Success made a presentation on the New Economy. Several questions were asked by City Council and answered by Ms. Fuller. Presentation and Discussion on Public Safety White Papers. City Manager Mitch Deisch,Finance Director Ed Bradford,Police Chief Dave Bachman, and Acting Fire Chief Timm Smith made their PowerPoint presentation identifying seven public safety organizational models and two alternate funding models at the work session of November 30, 2010. Council continued their review and discussion on the study. Administration provided a draft timeline that Council will be asked to approve at the December 21, 2010 Council meeting that sets forth a comprehensive process to simultaneously deal with the upcoming 2011-2012 fiscal year budget, Strategic Plan, OSAC incorporation and Public Safety White Papers. Answered Council questions. Chief Bachman responded to the Manistee News Advocate article regarding Manistee County Sheriff Dale Kowalkowski's comments on the Public Safety White Papers to the County Public Safety Committee. Answered Council questions. Opened up general overall questions to the Study. Several specific questions were asked that will require more staff research.
