MANISTEE CITY COUNCIL WORK SESSION MINUTES OF FEBRUARY 8,2011 The Manistee City Council met in a work session on Tuesday, February 8, 2011 at 5:30 p. m., Council Chambers, City Hall, 70 Maple Street, Manistee MI 49660. MEMBERS PRESENT: Richard Mack, Ilona Haydon, Catherine Zaring, Ed Cote, Bob Hornkohl, Alan Marshall, Colleen Kenny MEMBERS ABSENT: None OTAERS PRESENT: Department Directors, Public and Media Strategic Plan and Public Safety. Tim Ervin of the Alliance for Economic Success discussed the current Council strategic goals, input from the new normal presentation, community forums, and OSAC recommendations with Council to assist with drafting a new Strategic Plan for 2011. Input from City Council as well as ideas from citizen representatives were collected by the AES. This information will be compiled and presented back to City Council at an upcoming meeting. AES also led a discussion on public safety models. Significant discussion was held by Council. AES asked if individual councilmembers had enough information to provide staff with a direction when preparing the 2011-2012 fiscal year budget. All but one councilmember indicated that there was enough information to make a decision and that additional information would not change their mind. Based upon this discussion Council was polled as to the direction to be given to City staff. The poll was as follows: Councilmember Hornkohl Public Safety Director Councilmember Marshall Public Safety Director Councilmember Haydon Public Safety Director Councilmember Cote Public Safety Director Councilmember Zaring Public Safety Director Mayor Pro-Tem Kenny Wanted more information on contracting with Sheriff Department to compare to Public Safety Director cost. Mayor Mack Public Safety Director The majority of Council directed staff to prepare the draft fiscal year 2011- 2012 budget utilizing the Public Safety Director model and cost assumptions.
