MANISTEE CITY COUNCIL WORK SESSION MINUTES OF APRIL 10, 2012 The Manistee City Council met in a work session on Tuesday, April 10, 2012 at 7 p.m., Council Chambers, City Hall, 70 Maple Street, Manistee MI 49660. MEMBERS PRESENT: Colleen Kenny, Beth Adams, Catherine Zaring, Bob Hornkohl, Sid Scrimger, Ilona Haydon, Alan Marshall MEMBERS ABSENT: OTHERS PRESENT: Department Directors, Public and Media Discussion on Fiscal Year 2012 -2013 Budget and Capital Improvement Plan. Staff made opening comments. Specific presentation made on the revenue and costs associated with moving from BLS to ALS transport. Council as a whole supported the transition from BLS to ALS. Staff also discussed the topic of placing a generator at both City Hall and the DPW Garage and the rationale for using water and sewer funds. Numerous additional requests for information were made by City Council including additional water and sewer fund comparisons, parks /playground equipment conditions, DPW White Paper impacts upon the budget, and comp and classification information about the City Clerk. Each of these Council requests will be addressed at the April 17, 2012 budget work session. Council had additional discussion on the use of the Capital Improvement Fund. Council will continue their review and discussion on the draft fiscal year 2012 -2013 budget at the public hearing scheduled for April 17, 2012 and the work session also scheduled for that date following the regular council meeting. 2012 Capital Project Update. City Manager Mitch Deisch presented updates on the First Street Reconstruction, First Street Beach House, Fish Cleaning Station, and the Ramsdell Theatre HVAC. Regular updates will be made to Council throughout the construction season during work sessions. Adjourned at 9: 30 p. m.
