MANISTEE CITY COUNCIL WORK SESSION MINUTES OF MAY 89 2012 The Manistee City Council met in a work session on Tuesday, May 8, 2012 at 7: 15 p.m., Council Chambers, City Hall, 70 Maple Street, Manistee MI 49660. MEMBERS PRESENT Colleen Kenny, Beth Adams, Catherine Zaring, Bob Hornkohl, Ilona Haydon, Alan Marshall MEMBERS ABSENT: Sid Scrimger OTHERS PRESENT: Department Directors, Public and Media Discussion on Art for First Street Roundabout. Council discussed the various options for improving the center of the traffic circle. One possible option was to go with a simple design that could include dune grass and appropriate nautical flags. The other two approaches are to work with the Chamber of Commerce or the private individual that has stepped forward to help fund a community contest. Consensus: After discussing the issue, Council chose to support working with the Chamber of Commerce. Members of Council and Parks and Beautification Commission will be part of the project leadership team. Concept will be brought back to Council for ultimate approval. Discussion on Use of Marina Bonus Space. Staff made opening comments and responded to various questions posed by Council. Three options were discussed: daily rentals, long -term office space or long -term retail space. Discussed the highest and best use of this facility and that any revenue should go toward marina debt payments. Discussed Harbor Commission recommendations. Consensus: After reviewing the various options, Council felt the space should be used for daily and community rentals, rather than long term rentals. Staff will prepare a policy on how this will be implemented and present the policy back to Council. Discussed that some capital funds may be required to furnish the space ( chairs & tables). Council agreed that all revenue should go toward payment of marina debt. Discussion on Rezoning Peninsula. Following a discussion with Council in January staff drafted documents to remove the peninsula from the W -F Waterfront District by creating a new P -D Peninsula Zoning District. Jon Rose reviewed the proposed Zoning Ordinance Amendment. Consensus: Council supported the zoning change which will be brought back before City Council at their next meeting. Council Work Session - May 8, 2012 Page 1 2012 Capital Project Update. Mitch Deisch, City Manager presented updates on the First Street Reconstruction, First Street Pavilion, Fish Cleaning Station, and the Maple Street Bridge. Regular updates will be made to Council throughout the construction season during work sessions. Consensus: Council supported moving the beach pavilion to the south approximately 60 feet as was discussed in the meeting. Council requested that milestone scheduled be completed for the construction projects so that Council knows in advance when action will be required.
