MANISTEE CITY COUNCIL WORK SESSION MINUTES OF SEPTEMBER 11, 2012 The Manistee City Council met in a work session on Tuesday, September 11, 2012 at 7: 00 p.m., Council Chambers, City Hall, 70 Maple Street, Manistee MI 49660. MEMBERS PRESENT: Colleen Kenny, Catherine Zaring, Beth Adams, Bob Hornkohl, Ilona Haydon, Alan Marshall, Sid Scrimger MEMBERS ABSENT: OTHERS PRESENT: Department Directors. Media and Public Current riverfront leases expire on December 31, 2012. The Discussion on Riverfront Leases. Community Development Director, the Finance Director and the City Assessor met to discuss and felt that the current economic downturn has impacted various values and rates in the that riverfront lease rates should be adjusted accordingly. Questions and community and comments by Council were answered by staff. Majority of Council wanted to see the lease timeframe reduced from ten years to five years. Community Development Director Jon Rose will contact lessees to discuss. Consensus: To support the recommendations from staff on riverfront leases, contingent upon lease terms to be reduced from ten years to five years; and have this item placed on a future agenda for formal Council action. 2012 Capital Project Update. Mitch Deisch, City Manager presented updates on the Maple Street Bridge, First Street Upgrade, Fish Cleaning Station, First Street Pavilion, SSES Project, Interceptor sewer cleaning, Joslin Cove water main, Riverbank sewer, Small Urban Grant application for Kosciusko, Maple Street drainage improvements, Phragmites treatment at Man- Made Lake, and project closeouts. Significant discussion was held on several of the projects. Councilmember Scrimger voiced a concern on using water and sewer funds on storm water related improvements; staff agreed. Regular updates will be made to Council throughout the construction season during work sessions. Several questions and comments by Council were responded to by staff.
