MANISTEE CITY COUNCIL WORK SESSION MINUTES OF APRIL 22, 2014 The Manistee City Council met in a work session on Tuesday, April 22, 2014 at 6 p.m., Council Chambers, City Hall, 70 Maple Street, Manistee, Michigan 49660. MEMBERS PRESENT: Colleen Kenny, Eric Gustad, Bob Hornkohl, Catherine Zaring, Ed Cote, Robert Goodspeed MEMBERS ABSENT: Mark Wittlieff OTHERS PRESENT: Department Directors, City Attorney, City Engineer, Media and Public Public Comments. None. Discussion on Fiscal Year 2014- 2015 Budget and Capital Improvement Plan. Staff made opening comments and Finance Director made a presentation to Council based upon previous Council discussions about the budget including responding to various questions previously posed by City Council. Several additional questions/ clarifications were requested by City Council. Specifically Council made the following decisions about the Fiscal Year 2014- 2015 Budget: 1. Hire additional police officer in 2014- 2015. Revenue will come from levying additional 4655 mills. Full Council support. 2. Close the gap on employee health insurance increases. Need to support current staff Full Council support. 3. Council support to implement Utility Rate Study in Fiscal Year 2014- 2015 Budget. Staff will incorporate # 1 and # 3 into the budget and identify options for funding # 2; and present to Council at the April 29, 2014 work session. Also discussed the Local Revenue Sharing Board and the fact that the City does not receive any payment in lieu of taxes. Council will continue their review and discussion on the draft Fiscal Year 2014- 2015 Budget at the next work session scheduled for Tuesday, April 29, 2014 at 6 p.m. Adjourned at 8: 05 p.m. Respectfully submitted, Mitchell D.
