MANISTEE CITY COUNCIL WORK SESSION MINUTES OF SEPTEMBER 9, 2014 The Manistee City Council met in a work session on Tuesday, September 9, 2014 at 7 p.m., Council Chambers, City Hall, 70 Maple Street, Manistee, Michigan 49660. MEMBERS PRESENT: Colleen Kenny, Bob Hornkohl, Catherine Zaring, Ed Cote, Robert Goodspeed, Mark Wittlieff, Eric Gustad MEMBERS ABSENT: None OTHERS PRESENT: Department Directors, City Attorney, City Engineer, Media and Public Public Comments. None Discussion on Board and Commission Application Process. City Manager Mitch Deisch discussed the current process that is used. CONSENSUS: City Council would like to go back to having a deadline for applications for boards and commissions. City Clerk will make the necessary changes. Discussion on DPW Recycling Center. City Manager Mitch Deisch and DPW Director Jeff Mikula reviewed current practices and recent revised signage in this area. Still concerned with illegal dumping. CONSENSUS: Staff will explore continuing with existing recycling program with refuse contractor or contract with Manistee County after contract expires in 2015. DPW Director Jeff Mikula will continue to explore alternative sites. Discussion on Use of City Property in Industrial Park for Concrete and Asphalt Recycling. City Manager Mitch Deisch and DPW Director Jeff Mikula discussed the request to use lots in the Industrial Park East of the DPW Garage, along Veterans Oak Grove Drive. Swidorski Brothers Excavating has traditionally used the compost area in Filer Township to store materials in exchange for providing gravel to the City; this is in violation of the City' s compost area permit. Considerable discussion was had on both sides by City Council; some Councilmembers in support of this location and some opposed due to the impact on adjacent residential property. CONSENSUS: Staff will explore pros and cons of this location and other locations adjacent to the Renaissance Park and will report back to Council. Adjourned at 8: 00 p. m. 7itchel MDD: cl D.
