MANISTEE CITY COUNCIL WORK SESSION MINUTES OF JUNE 9, 2015 The Manistee City Council met in a work session on Tuesday, June 9, 2015 at 7 p. m., Council Chambers, City Hall, 70 Maple Street, Manistee, Michigan 49660. MEMBERS PRESENT: Colleen Kenny, Roger Zielinski, Robert Goodspeed, James Smith, Mark Wittlieff, Ed Cote MEMBERS ABSENT: Eric Gustad ALSO PRESENT: City Manager, Department Directors, City Engineer, Media, Public Public Comments. None Discussion on Recycling Options. Staff made opening comments and a presentation of recycling options; and responded various questions by Council. Sarah Archer, County to Recycling Coordinator also discussed that program and responded to questions by Council. City Council discussion followed with some preference for a modified status quo approach. This matter will appear on the agenda for July 7, 2015. Discussion on City Assessor Position. Staff made opening comments and a presentation of options that included re- advertising, County contract, private contractor, or a combination of both; and responded to various questions by Council. Bifoss noted that time was becoming short to retain an Assessor, possibly including the need to name an " Assessor of Record" as early as the next Council meeting. Council directed staff to interview contractors for the short term with a desire to retain an in house assessor when time allows. Bifoss noted that the in house assessor should be a Level 3 position with a wage scale in the low to mid $50, 000 range.
