PROCEEDINGS OF THE MANISTEE CITY COUNCIL – January 5, 2016 A regular meeting of the Manistee City Council was called to order by her honor, Mayor Colleen Kenny on Tuesday, January 5, 2016 at 7:00 p.m. in the City Hall Council Chambers, 70 Maple Street, followed by the Pledge of Allegiance. PRESENT: Colleen Kenny, Lynda Beaton, Roger Zielinski, Robert Goodspeed, James Smith, Mark Wittlieff, and Eric Gustad. ALSO PRESENT: City Manager – Thad Taylor, City Attorney – George Saylor, City Clerk – Michelle Wright, DPW Director – Jeff Mikula, Finance Director – Ed Bradford, and City Engineer – Shawn Middleton / Spicer Group. CITIZEN COMMENTS ON AGENDA RELATED ITEMS. None received. CONSENT AGENDA.  Minutes ‐ December 15, 2015 ‐ Regular Meeting  Financial Reports Cash Balances ‐ November 2015 Revenue & Expense ‐ November 2015  Notification Regarding Next Work Session – January 12, 2016 A discussion will be conducted on Brownfield/Edgewater, Strategic Plan Update, Manager/Council facilitation; and such business as may come before the Council. MOTION by Goodspeed, second by Smith to approve the Consent Agenda as presented. With a roll call vote this motion passed unanimously. AYES: Kenny, Beaton, Zielinski, Goodspeed, Smith, Wittlieff, and Gustad NAYS: None CONSIDERATION OF MSDDA BUDGET AMENDMENTS FOR FISCAL YEAR 2014‐2015. The Manistee Main Street Downtown Development Authority is required by State law to ensure that actual expenditures do not exceed budgeted amounts. The proposed budget amendment addresses expenditures to avoid any year‐end negative budget variances. MOTION by Wittlieff, second by Goodspeed to adopt budget amendments for the Manistee Main Street Downtown Development Authority 2014‐2015 Fiscal Year Budget. After discussion, a roll call vote was called. The motion passed, 6‐1. |Page 1 AYES: Kenny, Zielinski, Goodspeed, Smith, Wittlieff, and Gustad NAYS: Beaton A REPORT FROM THE RAMSDELL THEATRE. Mr. Michael Terry reported on the activities of the Ramsdell Theatre and responded to questions the Council had regarding their activities. CITIZEN COMMENT. None received. OFFICIALS AND STAFF. Taylor updated Council on his activities during his first month as City Manager. COUNCILMEMBERS. Beaton wished everyone a good year; commented on the Manistee Neighborhood Watch, captains are still needed. Zielinski asked for an update on the ice skating rink. Wittlieff asked for an update on the recycling relocation project. Gustad asked how someone can sign up for the Neighborhood Watch (contact Sgt. Bruce); congratulated Chief Bachman, Bruce Banks, and Jeff Mikula on helping to achieve an ISO rating from 6 to 5 for the City. ADJOURN. MOTION to adjourn was made by Goodspeed.
