PROCEEDINGS OF THE MANISTEE CITY COUNCIL – July 5, 2016
A regular meeting of the Manistee City Council was called to order by her honor, Mayor Colleen Kenny
on Tuesday, July 5, 2016 at 7:00 p.m. in the City Hall Council Chambers, 70 Maple Street, followed by
the Pledge of Allegiance.
PRESENT: Colleen Kenny, Lynda Beaton, Roger Zielinski, James Smith, and Mark Wittlieff.
ABSENT: Robert Goodspeed and Eric Gustad.
ALSO PRESENT: City Manager – Thad Taylor, City Attorney – George Saylor, City Deputy Clerk – Mary
Bachman, Finance Director – Ed Bradford, Public Safety Director – David Bachman,
and Planning & Zoning Administrator – Denise Blakeslee.
CITIZEN COMMENTS ON AGENDA RELATED ITEMS.
Judy Carl – 159 Quincy Street commented on the Lighthouse Park, stated the City needs to accept fiscal
responsibility; also commented on efforts in finding volunteers to serve on Boards & Commissions.

Notification Regarding Next Work Session – July 12, 2016
A discussion will be conducted on Joslin Cove, with a presentation on the Motor Pool; and such
business as may come before the Council.
• Consideration of Grapes on the River – July 23, 2016
The Manistee Area Chamber of Commerce is requesting authorization to conduct their annual
Grapes on the River event on Saturday, July 23, 2016 from 2:00 p.m. to 6 p.m. The event will
take place on River Street between Water Street and Pine Street and on the grounds of the
Manistee Municipal Marina. There will be wine, beer and food vendors set up under the tents
on River Street, a band in the shuffleboard area, along with an art vineyard on the grounds of
the marina. The Chamber will purchase ice from the Marina for the event.
Set up will be at 9:00 a.m. on July 23. Following the event by 9:00 p.m. on July 23 the fence will
be taken down and rolled up, the tables, chairs, tents and barricades will be taken down. All
trash will be cleaned up and the area will be left in the same condition as prior to the event.
They are requesting that we block off River Street from Pine to Spruce at 5 p.m. on Friday, July
22 and post NO PARKING signs.

• Consideration of Wellcraft Salmon Splash Fishing Tournament – July 21 through July 24, 2016
A request has been received from the Tournament Trail to conduct the annual Wellcraft Salmon
Splash fishing tournament from July 21 through July 24, 2016. The group will use the private lot
owned by Ted Arens on the corner of Water and Pine Streets. A tent will be put in place for
weigh‐in and awards. Tear down will be done by 9:00 p.m. on July 24. The fishermen will park
on Pine Street, Water Street and River Street (except where the Grapes on the River event is
staged).
• Consideration of a Street Closure. First Congregational Church Founders Day Event – July 31, 2016
The First Congregational Church is requesting a closure of Fourth Street between Oak and
Maple Streets, and the use of barricades, for a Founders Day celebration on Sunday, July 31,
2016 between the hours of 8:00 a.m. and 5:00 p.m. No businesses nor any residents will be
impacted.
MOTION by Zielinski, second by Smith to approve the Consent Agenda as presented.
With a roll call vote this motion passed unanimously.

CONSIDERATION OF ESTABLISHING A PROJECT FUND FOR LIGHTHOUSE PARK AT THE MANISTEE
COUNTY COMMUNITY FOUNDATION.
The citizen group working to reopen Lighthouse Park has requested the City set up a mechanism to
receive donations for the ongoing maintenance of Lighthouse Park. By establishing a project fund at
the Manistee County Community Foundation, the City can enable donors to easily support this cause.
MOTION by Wittlieff, second by Smith to establish a project fund for Lighthouse Park at the Manistee
County Community Foundation. Discussion followed.
With a roll call vote this motion passed unanimously.

CONSIDERATION OF APPLICATIONS TO BOARDS AND COMMISSIONS.
The City Clerk has taken action to advertise vacancies on the Brownfield Redevelopment Authority,
Compensation Commission, Downtown Development Authority, Historic District Commission, Non‐
Motorized Transportation Committee, PEG Commission, and the Zoning Board of Appeals.
All appointments by the Mayor are subject to the Council’s approval, unless otherwise specified by
statute or ordinance. Nominations for Council appointments do not require a second. After a member

of Council nominates an individual for appointment, Council shall vote on the nomination. A majority
vote in favor of placement of the nominee is required for appointment.

BROWNFIELD REDEVELOPMENT AUTHORITY ‐ Two vacancies, one term ending 6/30/19 and one partial term
ending 6/30/18. Applicants must be a City resident or person with interest in property in the City,
Mayoral appointment.
Jeffrey Stege, 286 Fourth Avenue*
Mayor Kenny appointed Jeffrey Stege, 286 Fourth Avenue to the Brownfield Redevelopment Authority
for a term ending 6/30/19. MOTION by Smith, second by Zielinski to support the Mayor’s
appointment.
With a roll call vote this motion passed unanimously.

COMPENSATION COMMISSION ‐ Two vacancies, terms ending 9/30/17 and 9/30/19, applicants must be
registered voters in the City, Mayoral appointment.

DOWNTOWN DEVELOPMENT AUTHORITY ‐ One vacancy, term ending 6/30/20, applicants must have an
interest in property in the downtown district, Mayoral appointment.

HISTORIC DISTRICT COMMISSION ‐ One vacancy, partial term ending 2/28/19, applicants must be City
resident, Council appointment.
None received
NON‐MOTORIZED TRANSPORTATION COMMITTEE ‐ Three vacancies, two terms ending 3/31/18 and one partial
term ending 3/31/17, Mayoral appointment.

PEG COMMISSION ‐ Three vacancies, one term ending 12/31/16 and two terms ending 12/31/18,
applicants must be Manistee County residents, Council appointment.

ZONING BOARD OF APPEALS ‐ One vacancy, one term ending 5/31/18 (alternate member), Mayoral
appointment.

Kenny appointed Glenn C. Zaring, 321 Fifth Street to the Zoning Board of Appeals for a term ending
5/31/18. MOTION by Zielinski, second by Smith to support the Mayor’s appointment.

A REPORT FROM the Planning Commission and the Planning & Zoning Administrator.
Ms. Maureen Barry reported on the activities of the Planning Commission and responded to questions
the Council had regarding their activities.
Ms. Denise Blakeslee reported on the activities of the Planning & Zoning Administrator and responded
to questions the Council had regarding their activities.
CITIZEN COMMENT.
Comments received by:
‐ Mary Riker – 166 Ford Street / requested that Council place some kind of limits on Fireworks.
‐ Carol Burba – Vice President MCP / pledged support to RRCA, intend to maintain the MCP Group.
‐ Glen Zaring – 321 5th Street / supports responsible use of Fireworks.
‐ Judy Crocket – 252 Hughes Street/ supports Manistee Civic Players.
‐ Gary Patulski – 159 Quincy Street / reported status on his property tax; would like to see US‐31
groomed all summer long; recommended contracting noxious grass mowing on personal property.
‐ Miriam Owsley, NW MI Invasive Species, Network Outreach Assistant / seeking approval to be put
on the agenda to discuss invasive species on Veterans Oak Drive.
‐ Chris Dima – 119 Washington Street / commented on congested parking over the holiday weekend
at the boat ramps
‐ Bobbie Rogers – 707 Harbor Drive / complimented City Staff and Council for all of their help on the
Lighthouse Park project.
‐ Michael Carl – 159 Quincy Street / addressed the topic of professionalism.
OFFICIALS AND STAFF.
Ed Bradford gave an update of the RRCA; stated there is a meeting scheduled with the Manistee Civic
Players on July 11, 2016.

COUNCILMEMBERS.
Beaton stated that she would like to see parking issues smoothed out for future events; thanked the
DPW for Festival preparation.
Zielinski thanked DPW workers for Festival preparation; also thanked Brandon Prince for work done on
Lighthouse Park; and also thanked everyone in the audience who spoke tonight.
Smith thanked all speakers, good to hear positive and negative comments, can use to improve upon;
also thanked Bobbie Rogers for leadership and enthusiasm in the Lighthouse Park project.
Wittlieff thanked Officer VanSickle and Officer Franckowiak for their professionalism and help when his
car was broken into; would like to review fireworks ordinance again.
Kenny thanked the entire City Staff, DPW and Public Safety for getting the City ready for the Festival.
