WORK SESSION
MINUTES OF NOVEMBER 9, 2016
The Manistee City Council met in a work session on Wednesday, November 9, 2016 at 7: 00
p.m., Council Chambers, City Hall, 70 Maple Street, Manistee, Michigan 49660.
MEMBERS PRESENT: Colleen Kenny, Lynda Beaton, Erin Pontiac, Roger Zielinski,
Robert Goodspeed, James Smith, Mark Wittlieff
ALSO PRESENT: City Manager, DPW Director and Water Leadman, City Attorney,
Public
Public Comments. None
Discussion on Frozen Water Line Policy. City Manager Thad Taylor and DPW Director Jeff
Mikula reviewed proposed amendments to GP- 69 Frozen Water Line Policy.
CONSENSUS: Agreed with recommended updates to GP- 69 Frozen Water Line Policy.
Discussion on Warning Signs on Maple Street Around the Middle School. Councilmember
Mark Wittlieff requested an opportunity to discuss this issue.
CONSENSUS: Staff will present options for future Council consideration that will include the cost
for additional signage and increased police patrols to monitor speeds.
Discussion on Reduced Speeds on River Street. Councilmember Mark Wittlieff requested an
opportunity to discuss this issue. Discussed lowering the speed limit, increased police presence,
speed bumps, crosswalk signage.
CONSENSUS: Staff will present options for future Council consideration that will include the cost
for additional signage, increased police presence, and speed limit research.
Discussion on Outdoor Cafes. Councilmember Roger Zielinski requested an opportunity to
discuss this issue. Discussion on City requirement of being additional insured, does sidewalk use
increase City' s liability exposure, who would be responsible for compliance, standards and
possible ordinance.
CONSENSUS: Council consensus that this would be coordinated with the Downtown
Development Authority, limited to the DDA District, and result in a City ordinance.
